    Research Report On Anhui Textile Industry

    The Anhui research group was led by Gao Yong, vice president and Secretary General of the Textile Industry Federation. 6 people from the Ministry of industry, the cotton textile association, the cluster office, the statistical center and the journalists were escorted by the Anhui Textile Association. In from February 13th to 16th, the textile industrial clusters in Susong county and Wangjiang County in Anhui province and the Anhui Huamao company were investigated.

    In the meantime, there are two symposiums and 10 field visits.

    I. Basic Situation of cluster production and operation


    Susong and Wangjiang two counties are located in the Wanjiang City belt. They are the key areas to undertake the pfer of textile industry. They are all named "China's new textile industrial base county" by the Textile Federation.


    There are 645 textile enterprises in Susong, of which 119 are above scale textile enterprises, and the total output value of textile industry is 15 billion 600 million yuan, an increase of 56.12% over the same period last year, which has become an important pillar industry in the county.


    Susong's textile production capacity is about 300 thousand spindles, with 270000 spindles of cotton textile spindles, 30000 spindles for air spinning and 18000 sets of sewing machines. For the garment industry, it has 10 million sets of ready to wear production capacity. After 10 years of development, the garment industry has become a pillar industry in Susong's industry.


    Susong textile cluster mainly cotton spinning and clothing, the operating rate of about 75%.

    For example, there are 60 thousand ingots for interwoven textiles, and 20 thousand of them have not been started yet.

    The main reason for the failure of the company is because the market is not clear, or it is difficult to recruit workers.


    There are 382 textile and garment enterprises in Wangjiang county.

    The above 27 enterprises, including 308 thousand ring spinning, 5200 air spinning, 1200 looms, annual production capacity of 60 thousand tons of cotton yarn, 30 million cotton cloth, 2 million 500 thousand towels, more than 15000 sets of garment processing machinery, 70 million annual production and processing capacity, basically forming a chain of ginning, spinning, weaving, embroidery, clothing, water washing, packaging as one of the industrial chain.


    In 2011, the total output value of Wangjiang textile industry was 6 billion 600 million yuan, an increase of 73.77% over the same period last year. The main reason for the increase was mainly the result of the output of large enterprises pferred from SHMET and Shenzhou knitting company in 2011.


    Wangjiang County textile enterprises have a relatively high operating rate. At present, enterprises above Designated Size begin to start around ten at the beginning of the month, except for individual enterprises because of overhaul of equipment, and other small businesses start before and after the Lantern Festival.

    Most of the clothing production and processing enterprises in the county received orders from the first quarter to six months, and export orders were quite similar to that of last year. Some enterprises correspondingly controlled the order quantity due to the uncertain market situation.


    On the whole, the two counties have been carrying on the textile industry pfer in Zhejiang and Fujian. Last year, the economic growth was very fast. The rate of commencement of operation this year was better. This year's economic situation is more optimistic. There are strong investment intentions later. For example, Wangyang's knitting, schmeet yarn, shemet fiber, Liang Liang textile and Shenzhou knitted knit have investment plans recently.

    On the other hand, clusters and enterprises are also deeply concerned about financing, raw materials, labor and other issues.


    Two, main problem analysis


    1, small and medium enterprises financing difficulties, financing expensive


    The expansion of local enterprises, rapid growth in capital demand, difficulty in financing and high financing cost are common problems, especially in small and medium-sized enterprises, such as a medium-sized cotton spinning enterprise. Last year, 80 million of the liquidity needed to be settled by loans.

    The financing gap of Wangjiang textile enterprise is estimated at 2 billion yuan.


    (1) poor financing channels.

    The four major state-owned commercial banks have a high threshold for lending to the textile industry, and the branch has some internal evaluation conditions for the textile industry, such as "no support, no encouragement" and so on. In addition, the commercial banks in Anhui are few, generally from the Bank of communications, rural commercial banks and other loans; private lending is scarce.


    (2) the financing cost is high.

    It is a common practice for bank lending rates to float upward. Susong bank went up 20% last year, up 40% this year and is charged in the form of financial adviser fees, insurance premiums and assessment fees.

    Some loans take the form of acceptance, such as 10 million loans, 3 million to 5 million mortgage deposits.


    The local government has taken some measures.

    For example, the Wangjiang government raised 10 million yuan to establish a small and medium-sized textile enterprises loan insurance compensation fund, improve the financing capacity of the county Guarantee Corporation, encourage financial institutions in the county to increase support for textile enterprises.

    The government of Susong has carried out a number of docking activities between banks and enterprises to link the textile enterprises with the financial institutions inside and outside the county.

    But to alleviate the financing problem, we need to improve the environment and system.

    On the one hand, we should break the monopoly of state-owned commercial banks and large banks, reduce the entry threshold of financial institutions, and promote the marketization of interest rates on the other hand, and consider reducing bank spreads appropriately.


    2. Cotton problem in cotton producing area is outstanding.


    Wangjiang and Susong are all cotton producing areas.

    Wangjiang cotton planting area of more than 350 thousand acres, cotton planting area of more than 350 thousand acres, the total output of 35 thousand tons of leather; Susong cotton planting area of 320 thousand mu, the total production of 32 thousand tons of leather, Anhui cotton production is second, third counties.


    Local cotton is mainly for medium and low grade yarn, preferably three grade cotton, the price is about 19000 yuan, and the high-grade yarn is mostly Xinjiang cotton, the price is about 21000.


    (1) cotton grades are of low quality.

    There are more than 100 varieties of cotton in Susong. Due to the uneven sale of cotton by local cotton growers, there is a lot of rain in 2011.

    Low grade, low grade of cotton, mixed mixed grade, poor consistency, short fiber rate rising contradiction, serious foreign fiber problem, so need to enter cotton from outside, reducing the cost advantage of raw materials in cotton producing area.


    (2) cotton prices fluctuate a lot.

    For example, last year, we bought 2000 tons of cotton for more than 25000 yuan last year, which is for three months, and is at a high price of cotton low price yarn. The price difference is only self digesting.

    Most enterprises are worried that there will be large fluctuations in the storage in March 31st. They are very concerned about the change of the national cotton storage and storage policy.


    In short, stabilizing the cotton market price is the most important issue at present.

    In the long run, we must adopt supportive policies for cotton planting.


    3, the issue of labour force has been highlighted recently.


    Labor resources are the advantages of the central region.

    For example, there are 200 thousand textile workers in Susong and about 100000 in Wangjiang.

    As a result of undertaking industrial pfer, textile enterprises are developing rapidly. In the whole employment structure, local workers account for about 80% of the total, and others come from the neighboring areas of the province and Hubei, Sichuan and other places.

    After the Spring Festival, the rework rate is about 2/3, and the situation of big enterprises is better.

    Many migrant workers go back to their hometown for employment. Some large enterprises have half of their returning workers after the holidays.

    But the recent labour problem is outstanding:


    (1) the cost of labor is increasing significantly.

    The wage gap between the workers and the eastern coastal area is narrowed. Wangjiang's average monthly wage is 2200 yuan, up by more than 10% from last year, of which Shen Zhou is about 2500 yuan.

    Susong County Huafeng Textile costs 1050 yuan per ton of yarn in 2005, 1800 yuan in 2011, and 2230 yuan in 2012.


    (2) despite the rapid rise in wages, recruitment difficulties have always been there.

    There are nearly 5000 workers in Wangjiang textile workers, and less than 10% of the employees are recruited, especially for small businesses.

    The county government has taken some measures and can only guarantee the employment of key large enterprises.


    (3) workers are older.

    The average age of first-line workers in some cotton spinning enterprises is 40 years old.

    With more novice, the garment factory must be trained for one or two months to meet the operational requirements.


    The rising labor cost is the general trend. Enterprises have adopted a series of countermeasures:


    (1) speed up technological pformation.

    For example, the investment of 100 million yuan for equipment and sewage treatment, including the computer monitoring system of the whole production process, has played an important role in the production safety and the improvement of automation level. The United States will invest 150 million yuan in technical renovation funds.


    (2) strengthen and optimize enterprise management.

    For example, Shenzhou knitting department has set up a special department (IE) to carry out process optimization design with computer according to international standards and product process requirements, carry out targeted training for workers, determine quantitative indicators for each production link of each product, and greatly increase labor productivity.


    4, there are new problems in undertaking industrial pfer.


    Anhui Susong county and Wangjiang county are located in the Wanjiang economic belt in the southwestern part of Anhui province. They are the key areas for Anhui to undertake the textile industry pfer, such as Wangjiang. In recent years, 1200 projects have been introduced, and the actual funds in place are 6 billion 400 million yuan.

    Leading enterprises play an important role in Anqing Lingang Industrial Park.


    The biggest feature is the fast development of the leading enterprises and the obvious pulling effect on the whole cluster.

    Such as Shenzhou knitting production value of 1 billion 600 million yuan, export $15 million, becoming the largest garment export enterprise in the province.

    The output of viscose is 35 thousand tons, and its output value is about 800 million yuan, which fills the gap of Anhui province.

    In the future, the government's policy will be more and more inclined to large enterprises.


    At the same time, it is facing the same problems as the eastern region.


    (1) the cost of pportation is high.


    (2) the cost growth of energy and electricity in Susong has risen from 0.64 yuan to 0.84 yuan this year.


    (3) enterprises in the parks are not centralized enough.

    If the Susong park is chaotic, enterprises will supply their own power and do not give full play to the advantages of the park.


    To better undertake industrial pfer, local governments can take the following measures:


    (1) reasonable planning and the introduction of new projects should focus on the high-end areas according to the characteristics of the Yangtze River.


    (2) strengthen the infrastructure construction of the park, and realize centralized steam supply and centralized sewage treatment.


    (3) give full play to local advantages and gradually improve the matching of industrial chains.


    Three, policy recommendations


    1, stabilize cotton prices


    In order to stabilize the cotton price and extend the effect of the temporary purchasing and storage policy, it is suggested to adopt the policy of limiting the price and throwing away the reserve when throwing away the national cotton reserves. The cost of the sales and management of the acquisition unit should be directly subsidized by the finance and not pferred to the cotton spinning enterprise.


    2, tax relief.


    In order to support the development of people's livelihood industry, it is suggested that income tax be appropriately reduced for labor-intensive enterprises meeting certain conditions.


    3, direct subsidy


    In view of the current situation of cotton planting and quality in China, relevant government departments should formulate supportive policies similar to grain subsidy and implement direct subsidy for cotton planting.

    The existing direct subsidy channels for farmers are smooth, the local grain subsidy is 117 yuan per mu, and the subsidy for seed cotton is only 15 yuan.

    We can follow the subsidy pattern of rice varieties and implement cotton seed subsidy.

    At the same time, special financial support for some cotton planting projects, such as soil improvement projects.
