Hong Kong Businessmen Abandoned Factories And Fled. The Government Promised To Pay Arrears Of Wages.

In March 18th, this newspaper received complaints from employees of Cheng Mei toy factory of Xintang Town, Zengcheng, Guangdong province (hereinafter referred to as "Cheng Mei"). Since February 2008, hundreds of employees of the factory have not received a penny wage, and employees have to borrow money from villagers to maintain their livelihood.
In March 20th, our reporter learned from the local labor department that the Suqing River, the boss of the Hong Kong businessmen's clothing and toy factory, had to throw away his family and fled home to Hongkong because he owed too much debt to the outside world.
At present, the local labor department has stepped in to deal with the matter.
After the Spring Festival, he did not get paid. In March 19th, Zhou Meili, a pseudonym from Leiyang, Hunan, and more than 10 employees from the United States gathered in the dormitory to discuss how to repay their hard-earned money.
Zhou Meili is a die maker in the factory. He has worked in America since 2000, and it has been more than seven years.
"Although there are only 950 yuan per month, our parents and children always live on the money we earn from outside."
Zhou Meili said that the money for children to study in their hometown is still borrowed from relatives.
Since 1998, Liu Bin, who has been distributing raw materials in the factory, told reporters that his salary has not been released since December 2007, and the factory now has nearly 4 months' Arrears of wages, nearly 4800 yuan.
Arrears of wages in large areas began after the Spring Festival this year.
In mid February, a notice to stop production was posted in Cheng Mei. In the announcement, Cheng Mei explained that the reason for the shutdown was the poor operation of the factory. Most of the employees' wages began to slow down from the day when the notice was issued.
"The reason for the shutdown is that the boss owes a lot of foreign debts."
Zhou Meili said.
Su Qinghe, her hometown of Fujian, opened this toy factory in Zengcheng 20 years ago. After making money, Suqing River moved her account to Hongkong and became a real Hong Kong businessman.
Just when Zhou Meili was expecting the boss to settle their wages in the factory, Su Qinghe ran to Hongkong.
The reporter called the office phone before Cheng Mei and had already stopped paying the arrears.
Reporters learned that there were more than 200 employees who were in arrears of wages, and the arrears of wages ranged from 1 months to 4 months, with the majority of arrears of wages owed to 1 months.
The reporter wanted to get in touch with the phone number before the Suzhou River, but it was told that it had become a vacant number.
The Labor Department responded: 100% of the salary was paid to the United States, which is an old factory with a history of more than 20 years in Zengcheng Xintang Town, Guangzhou City, Guangdong Province, but it has been going downhill for two years.
Zhou Meili told reporters that the workers in the American factory were divided into piecework and timekeeping workers. There were five or sixty time workers who punch cards in the factory like Zhou Meili, and Zhou Meili's salary was 950 yuan per month. No matter how much they worked, there was no overtime and bonus.
Until the beginning of March 2008, the United States had not yet paid wages, and Zhou Meili could only borrow money from the townsfolk.
So Zhou Meili and his colleagues asked for help from Zengcheng labor and Social Security Bureau, Sha Pu labor office.
"Sha Pu labor told us that Su Qing River has abandoned factories to Hongkong, which can only be auctioned."
Liu Bin said that Zengcheng's Sha Pu labor office promised that the money obtained after the auction would be paid for the first time.
"Pay according to 70% of salary."
Zhou Meili told reporters.
In March 20th, a worker from Sha Pu's labor department confirmed to reporters that the company did not pay the salaries of hundreds of employees in Zengcheng.
Sha Pu labor office has sent special personnel to deal with it.
"Now we can only auction equipment and factories in the United States."
The staff said, and the arrears of wages for employees, "we will pay 100% of wages."
Illegal withdrawal of private enterprises "sequelae" in recent years, because of poor management, the phenomenon of owners escaping is endless.

South Korea's enterprises accounted for 103 of the 119 illegal businesses in Jiaozhou, Shandong.
"Runaway enterprises" are more traditional labor-intensive enterprises such as handicrafts, sewing and leather.
The percentage of employees with no more than 50 employees is accounted for 55.3% of the total unevacuated enterprises in Qingdao.
In Dongguan, with the implementation of the new labor contract law and the seven new policies of Taxation and environmental protection, the phenomenon of large-scale relocation of foreign enterprises began to emerge.
There are Taiwanese businessmen in Dongguan. At the end of last year, less than four months ago, 500 Taiwan enterprises have moved away from Dongguan, many of whom are illegal evacuees.
However, the illegal withdrawal of enterprises has left behind a lot of "sequelae": suppliers and dealers are watching the debt paying bills without tears.
Li Jian, a lawyer at Vanward Union Law Office in Hunan, said that shareholders of the company avoided debt and seriously damaged the interests of creditors of the company. They should be jointly and severally liable for the company's debts.
"If all kinds of behaviors of the employer comply with the requirements of the above laws, the workers, as the wage creditors of the units, can continue to recover the economic responsibility of the factory owners after canceling the factory."
Li Jian said.
In March 21st, Zhou Meili told reporters that the local labor department had auctioned the plant and equipment of Cheng Mei.
