Today, the eight departments of the national development and Reform Commission jointly hold a nationwide teleconference on cotton work.

Just now, deputy director Zhang Xiaoqiang made an important speech on doing cotton work this year. The quality inspection departments at all levels and the inspection institutions should conscientiously carry out the implementation in combination with the actual situation.

Below, according to the arrangement of the meeting, combined with the functions of the quality supervision department, I will do a good job in the supervision of cotton quality in 2012, and make three points.

I. strengthening cotton quality supervision in an all round way

This year, cotton quality supervision work is facing more complicated situations. In order to prevent the risk of regional quality and safety and ensure that no adulterant adulteration is allowed to make false offenses, the quality inspection departments and the inspection institutions at all levels should attach great importance to it and take the responsibility of supervision conscientiously, so that cotton quality supervision and inspection work will be effective.

The following tasks should be focused on:

(1) strengthen the supervision and inspection of new cotton acquisition and processing.

Acquisition and processing supervision and inspection is the basic work of cotton quality supervision, which is of great significance for improving the effectiveness of supervision work, maintaining the quality of cotton and stabilizing the market order.

Here we should emphasize the following aspects.

First, we must continue to keep cotton counterfeiting and high vigilance and severely crack down on serious quality violations such as adulteration, adulteration and so on; two, we must severely crack down on the acquisition of seed cotton, pressure level, price fixing, and agricultural activities; three, we need to organize comprehensive management of bread barcodes, weight and sample problems; four, we should intensify the efforts to concentrate on "two small and one soil" with the relevant departments; five, we need to improve the quality information archives database of cotton processing enterprises, and carry out classified supervision and management according to the quality credit rating; six, we should carry out activities to encourage good and bad activities, encourage enterprises to be honest and self-discipline, and promote the quality awareness of cotton processing enterprises by guiding and demonstrating.

(two) actively cooperate with the relevant parties to prevent "turning cotton".

Since the launch of new cotton, the state has started the implementation of the temporary cotton purchase and storage policy in order to balance the interests of cotton farmers and ensure the demand for cotton in the textile industry.

In order to prevent the emergence of "spinning cotton", the national development and Reform Commission (NDRC) has promulgated the Interim Provisions on preventing the occurrence of "cotton rotation" in the state reserve cotton (hereinafter referred to as the "Interim Provisions on cotton spinning"), and will take a series of measures in conjunction with the relevant departments to combat the "spinning cotton". The institutions at all levels should give full play to the role of macro regulation and control in maintaining the quality and safety of cotton, and take effective measures to ensure quality supervision, and cooperate with the development and reform departments throughout the country to carry out the implementation of the Interim Provisions on "turning cotton".

First, we should strengthen the supervision and inspection of the 400 type cotton processing enterprises. We must verify the obvious discrepancies in the number of storage and storage. Two, we must establish a supervision and reporting mechanism and a traceability mechanism for processing enterprises, verify the reported problems, and carry out the responsibility investigation of the processing enterprises that are fraudulent.

(three) strengthen supervision and inspection of supervision and inspection work in various parts of the country.

The bureau should continue to improve the cotton quality supervision and inspection mechanism and relevant regulations, and timely control the work intensity, social effects and existing problems in the supervision and inspection, intensify supervision and inspection, and carry out work supervision and guidance in major cotton producing areas during the acquisition and processing season.

The provincial inspection institutions should formulate specific implementation plans for supervision and inspection work, further strengthen the work assessment management, and strive to improve the effectiveness of supervision and inspection work.

Two, continue to deepen the reform of cotton quality inspection system.

Since the comprehensive implementation of the cotton quality inspection system reform, with the joint efforts of all concerned, great achievements have been made.

In the new year, the quality inspection departments at all levels and the inspection institutions should continue to take measures to promote the deepening of the reform.

(1) actively cooperate with relevant departments to improve the layout of cotton processing industry.

At present, the layout planning of cotton processing industry in China has basically been completed. The inspection institutions around the country should continue to do a good job in the pre examination and reexamination of the quality assurance capability of cotton processing enterprises, and coordinate with the development and reform departments to dynamically adjust and improve the layout planning.

The renewal and pformation process of small cotton enterprises in some areas is slow or even stagnant, which has seriously affected the further reform. If it is not fundamentally solved, it will seriously affect the further development of the reform.

We should promptly report to the local government and related departments on the renewal and pformation of small cotton enterprises and the delisting of enterprises, and work closely with the relevant departments to implement the small package cotton delisting plan, vigorously promote the delisting of small cotton enterprises, accelerate the pace of renovation and pformation of cotton processing enterprises, and stress and solve the difficulties and key problems in the reform.

(two) actively organize the notarization of instruments.

In the past year, under the guidance of the temporary purchasing and storage policy, the demand for notarization test was greatly increased, and the inspection institutions overcame difficulties and worked overtime to ensure that cotton enterprises took part in the temporary storage and purchase of cotton.

This year, enterprises are expected to pay for storage, and the notarization of instrumentation is facing new challenges.

The inspection institutions at all levels should strengthen policy publicity, provide notarization inspection services in a timely manner, promote the new system cotton processing enterprises to improve the inspection rate, further improve the cotton coverage and influence of the new system, and promote the reform of the cotton quality inspection system.

The bureau should continue to improve the cotton quality information system, analyze the inspection data and publish the analysis report on cotton quality status, so as to give full play to the role of the service enterprises in developing and serving the government's macroeconomic regulation and control.

(three) organizing the implementation of new cotton quality standards.

In accordance with the requirements of "tightening the national cotton quality standard for the comprehensive adoption of an instrumental quality index system", the China National Bureau of fibre industry has taken the lead in revising the national standard of GB1103 - 2007 cotton fine staple cotton, and has carried out a major reform of the cotton grade index, and has come up with the color level and the quality inspection index of the rolling mill.

At present, the new standard has completed the WTO notification, which will be issued in the near future and will be implemented in September 1, 2013.

The new standard has set up a comprehensive quality index system, which takes full use of instrumental inspection. It has completely replaced sensory examination with instrumental examination, promoted the improvement of inspection science and testing quality, and realized the basic integration with the international cotton standard inspection technology system.

2012 in the year of cotton, the bureau should actively carry out publicity and inspection training for GBll03 cotton national standards in conjunction with the cotton association and Cotton Spinning Association, and earnestly organize the pilot work of color grading inspection of cotton, cooperate with relevant departments to make research and formulation of the cotton trade settlement system under the new standard, and make preparations for the implementation of the new standard.

(four) actively implement the application of index test.

Promotion of cotton blending system.

The research and development of the textile and cotton blending system, which is led by the China Bureau of fibre industry, has basically been completed.

Over the past two years, a number of large textile enterprises have been piloted, which has made great achievements in improving fine cotton blending, improving yarn quality and reducing production costs.

In the current difficult situation of textile industry, it is of great significance to promote the application of the textile and cotton blending system to improve the competitiveness of textile products and increase the added value of products.

We should continue to work with R & D institutions and textile enterprises to improve the application of cotton blending system, intensify our efforts to promote the service of textile enterprises, and strive for greater breakthroughs.

Three, do our best to do a good job in notarization of cotton reserves.

The temporary purchase and storage policy implemented in 2011 has played a key role in stabilizing the cotton market and protecting the interests of cotton farmers.

The inspection institutions at all levels successfully completed the inspection task, ensured the quality of inspection and the efficiency of inspection, and played a catalytic role in the national macro-control.

2012 cotton year, the inspection task is still heavy, and the Bureau and all inspection agencies should strictly check in accordance with the unified deployment of the state's purchasing and storage work, ensure the quality and strengthen coordination, so as to ensure the progress of purchasing and storage.

It is necessary to study and formulate the national emergency plan for storage and warehousing of warehouses and the temporary storage and storage of national cotton reserves.

For enterprises with poor quality credit, it is necessary to increase the checking and acceptance of warehousing.

For the problems that affect the inspection progress in work, the bureau should strengthen communication with relevant departments and solve them in time.

(two) strengthen supervision and assessment.

The inspection institutions at all levels should establish a quality assessment and reward and punishment mechanism, clarify responsibilities, standardize inspection behaviors of inspectors, and ensure the quality of work.

(three) do a good job in helping Xinjiang.

This year, Xinjiang regional inspection institutions have greater pressure, quality supervision and notarization inspection tasks are more arduous.

To this end, this year, the General Administration of quality supervision and Quarantine has dispatched more forces from the national fiber inspection system to Xinjiang to carry out technical services.

The Bureau and the technical service teams should do a good job in technical services, strengthen quality management, expand the scope of services, assist the Xinjiang notarization laboratory to speed up the inspection progress, and promote the reform of the quality inspection system in Xinjiang to take the lead in improving the quality of cotton in the main producing areas such as Xinjiang.
