But after the Spring Festival this year, the business volume is almost half that of the previous month, so the factory has at least one week's vacation every month.

Tian Baohui said that because of the sharp reduction in workload, the wages of workers also decreased from 4000 yuan per month to more than 1000 yuan.

Xu Xingquan, director of the economic development office of Huilong dam town, worried about it, but now more than 80% of the enterprises have already cut down their production or shut down, and less than 100 are still struggling.

Xu Xingquan said that the impact of last year's financial crisis began to spread to the textile industry, and the export volume of domestic textile enterprises was greatly reduced.

According to data from the General Administration of customs, the cumulative export volume of textiles and clothing in 1-7 months has been completely reversed to negative growth, of which exports in July dropped by 8.1% over the same period last year.

The textile products produced by Huilong Ba town only account for about 20% of the total output, but the indirect impact is very serious.

Xu Xingquan said that with the export of strong textile enterprises in the field to domestic sales, the domestic orders of the textile enterprises in Huilong dam were heavily squeezed.

As a result, the problem of disorderly development of textile industry in Huilong Ba town has been exposed for decades.

In Tang Yuanchuan's memory, the textile industry of Huilong Ba town originated in the late 70s of last century.

A private house and several textile machines, at that time, under the wave of reform and opening up, the textile factories of Huilong dam town were like prairie fire.

"Especially before and after 2010, even small workshop enterprises are making money."

Ceng Jianhua, vice president of Huilong Ba Textile Association, recalled that before and after 2010 was the golden period of development of China's textile industry. With the rapid rise of export volume, the whole industry was facing explosive development.

The textile enterprises of Huilong dam also increased sharply from more than 100 in the early 90s to 645 last year.

However, the direct consequence of explosive development is that the textile industry of Huilong Ba town has the characteristics of "small, scattered and chaotic" in its layout.

As of last year, only 272 of the 645 textile enterprises in Huilong dam had annual output value of more than 5 million yuan.

"There are more than 23000 looms in the town, but only 108 of them are advanced air-jet looms, and most of them are equipped with backward shuttle looms."

Xu Xingquan admitted that, as the largest textile base in Chongqing, 60% of the streets and alleys in the town of Huilong dam are family workshops, and their products are medium and low-grade white germ cloth.

The extensive development of the 10 years led to the bottom of the industrial chain.

Backward production equipment leads to the lack of competitiveness of products, and cost disadvantage is also a major bottleneck for the development of textile enterprises in Huilong dam.

It is understood that as Chongqing does not produce cotton, the cotton raw materials used by textile enterprises in Huilong dam are all from cotton producing areas such as Shandong and Xinjiang.

Logistics costs will not only increase part of the cost, but more importantly, domestic cotton prices continue to fluctuate, increasing the risk of the operation of the Huilong dam textile enterprises at the bottom of the industrial chain.

Reporters learned that cotton prices in August last year were only 17 thousand yuan per ton, rising to 33 thousand yuan per ton in two months.

In March this year, cotton prices dropped by 11 thousand yuan per ton.

This "roller coaster" type of cotton prices, so that gathered in the Huilong dam textile enterprises, in this is the time to store cotton, do not move.

"Cloth production has a period of several months, but when sold, it can only be traded according to the prevailing market price of cotton."

Wu Chunfu, owner of Niu Yu Textile Co. Ltd., told reporters that the high priced cotton purchased in January this year could only be sold at low prices, losing 2000 yuan for every 1 tons of cotton produced.

"Unable to withstand the fluctuation of cotton cost is one of the reasons for many textile enterprises to stop production."

Tang Yuanchuan said.

The investigation of the government of Huilong Ba town also shows that compared with Henan's emerging textile enterprises, the textile enterprises in Huilong Ba town produce 3-5 yuan of wage cost per meter cloth, electricity cost per cent more than 5 cents, and the cost of entering and leaving pportation is 2-3 cents per metre.

That is to say, the production cost of Huilong dam is about 2 cents higher than that of the outside market for the production of 1 meters of cloth.

"Large-scale production shutdown is a crisis and opportunity for the textile enterprises in Huilong dam."

Many industry insiders believe that at present, the most important thing for the textile industry of Huilong dam is to make use of the shutdowns to upgrade, and to bid farewell to the extensive production mode in the past.

The new weaving factory, which covers an area of more than 40 mu, has greatly upgraded production facilities 3 years ago, and established a raw material base in Xinjiang to form a production and marketing package.

The cost of raw materials has been controlled and production efficiency has increased by 30%. Today, the monthly turnover of the plant is basically the same as before.

Xu Xingquan said that the town government is trying to help solve the financing problem for enterprises with potential for development, so as to proceed with the upgrading of production equipment and other elements as soon as possible.

For smaller textile mills, the town government proposes to achieve large-scale production through the way of holding together or merging.

It is understood that Huilong Ba town has begun planning the construction of an industrial park specifically aimed at local textile enterprises, which is expected to be built in 3 to 5 years. The industrial park can accommodate at least 100 textile enterprises above Designated Size, and strive to widen the industrial chain and create its own clothing brand so as to increase the added value of the industry.
