The so-called "double pfer" refers to the pfer of labour intensive industries in the Pearl River Delta to less developed areas, and the pfer of labor force from less developed areas to the two or three local industries and the developed areas of the Pearl River Delta region.
The convening of the conference will help Guangdong adjust its industrial structure and strive to become the pacesetter of Scientific Outlook on Development in the whole country.
The "divestment" incident shows that the economic development mode of the Pearl River Delta has been abused for a long time. As early as 2005, the Guangdong provincial Party committee and the provincial government have promulgated the opinions on the promotion of industrial pfer with the Pearl River Delta in the mountains and East West wings of our province (that is, 22 Hao Wen).
At the beginning of this year, a massive "divestment" incident has again made industrial pfer the focus of attention.
Since the second half of 2007, the RMB has continued to appreciate, the price of raw materials has increased, the cost of wages has risen, recruitment has been difficult, and export trade has been constrained. The frequent adjustment of policies has caused the shoe industry in Dongguan to suffer a lot of pains and internal injuries.
The so-called "divestment" incident is mainly caused by the irrational industrial structure of the Pearl River Delta enterprises for a long time.
More than 80% of the PRD enterprises still rely on the "low cost, low profit" processing trade mode, always living at the bottom of the price chain, with a profit ranging from 5% to 8%.
In recent years, a series of raw materials, wages, hydropower, factories and other costs rose rapidly. Before the implementation of the new labor contract law, most shoe enterprises had already been unable to make ends meet.
As a matter of fact, enterprises in the Pearl River Delta have not only failed to make shoes, but also in the traditional manufacturing industries, such as clothing, textiles, plastic products, electronic components, metal and non-metal products, etc.
In recent years, thanks to the advantages of reform and opening up, the Pearl River Delta has been pushing forward and becoming one of the great growth poles of China's economic development.
However, in recent years, the development mode of the PRD, at the expense of low land price, low labor cost and neglect of the bad environment, has shown insufficient strength and has had an impact on the sustainable development of Guangdong.
This series of reasons makes many enterprises face the choice of upgrading industries, increasing profit margins, or shifting out and reducing production costs.
Under such circumstances, many enterprises have been forced to shut down. Some experts point out that this highlights the urgency of the implementation of industrial pfer and industrial upgrading in our province.
The discussion on the emancipation of the mind directly refers to the economic "soft rib". After first, second months of Guangdong's nearly six months' ideological emancipation and study and discussion activities, whether it is government, officials, experts, or the masses or netizens, when talking about Guangdong's economic development, they all mentioned 2 "soft rib" - GDP per capita and regional development imbalance.
On the one hand, over the years, Guangdong has never really jumped from an economic province to a strong economic province. The per capita GDP has not been as satisfactory as expected. Over the past ten years, the average annual growth rate of GDP in our province has been ranked the last in comparison with the main coastal cities in the coastal areas. The average GDP per person has dropped from 95.7% in 1996 to 95.7% in Zhejiang, and in 2006, the per capita GDP in recent years has not been growing as fast as expected.
There are many reasons. The most important reason is that the pace of industrial upgrading in the Pearl River Delta is not large, labor intensive industries still occupy a large proportion, and labor productivity is low.
The data show that at present, the Pearl River Delta area furniture manufacturing, leather, clothing shoes and hats and other industries account for 25% of the whole province, but only 8.5% of the added value is created.
In the past ten years, the newly created GDP of every new labour force in our province is 120 thousand yuan, which is much lower than Jiangsu's 880 thousand yuan, Shandong's 220 thousand yuan and Zhejiang's 210 thousand yuan.
On the other hand, according to the data, our province's regional development coordination is not as good as that of Jiangsu and Zhejiang provinces. In 2006, the difference coefficient of regional development in our province (from 0 to 1, the larger the difference was, the greater the difference) was 0.77, higher than the national average level of 0.67, which was higher than that of Jiangsu's 0.71, Shandong's 0.67 and Zhejiang's 0.38.. Among them, the average GDP of the Pearl River Delta was only 1/4 of the eastern and western mountains and the northern Guangdong mountainous areas. The general budgetary revenue of the local governments in the Pearl River Delta accounted for 67%, while the eastern Guangdong, western Guangdong and northern Guangdong accounted for 3.1%, 3.1% and 3.9%. respectively.
Guangdong province is mainly labor-intensive enterprises in Hong Kong, Macao and Taiwan. The industrial structure is labor intensive and the demand for low-end labor is large.
A large number of low quality labor force flows into our province.
Statistics show that more than 70% of the labour force in Guangdong is less than junior high school, most of them are general practitioners.
According to the data, 74.9% of the urban and rural junior middle school students in the province are less educated than those in junior middle schools, 75.3% of whom have not received any training, and the average education age is only 8.5 years.
Among them, the number of skilled workers accounted for only 16.7% of the total number of skilled workers, the number of highly skilled personnel accounted for only 15.61% of the number of skilled workers.
What is even more striking is the fact that the proportion of mobile employment personnel in other provinces and provinces in our province is seriously upside down. In 2007, the total number of mobile employment in our province was 26 million 200 thousand, of which 7 million 200 thousand were in the province. Meanwhile, 5 million 500 thousand surplus labor force was left in the rural areas of our province.
At the same time, the population growth of Guangdong province is the fastest in all provinces of the country, which is mainly caused by the migration of foreign population.
According to the data of Guangdong labor and social security department, in 2007, there were about 94 million 490 thousand permanent residents in the province. Among them, the labor force in other provinces was as high as 19 million, which was 1.2 times the sum of Jiangsu (4 million), Zhejiang (7 million) and Shanghai (4 million 500 thousand) two provinces and one city.
Zhang Feng, director of the provincial population and Family Planning Commission, said at the two plenary session of the Ten Session of the Guangdong Provincial Committee that since 2005, the number of floating population in 6 cities such as Guangzhou, Shenzhen and Dongguan has exceeded the number of registered population, with an annual number of 200 thousand.
The influx of a large number of population leads to great pressure on resources, environment, public security and social management.
It is understood that the land available for Dongguan is less than 400 thousand mu. According to the current annual consumption of 30 thousand mu, the land will be consumed in more than ten years.
The city's electricity consumption is equivalent to the electricity consumption of a province in Guizhou. Water quality and water shortage are seen in many parts of the city.
"Double pfer" is the breakthrough of Guangdong's practice of Scientific Outlook on Development. In September 1978, a Hong Kong businessman named Zhang Zimi came to Humen to set up the Taiping handbag factory of Guangdong (001), and obtained the first license of the "three to one supplement" issued by the General Administration of industry and Commerce of China.
This is the first material processing plant in Guangdong and the first one in the mainland.
This handbag factory, despite its small size, backward equipment and low product quality, has opened up a prelude to Dongguan's use of foreign capital.
Since then, the Pearl River Delta has opened the "three to one subsidy" economic model. At the same time, this mode has profoundly changed the economic and social structure and form evolution of Dongguan and even Guangdong.
In fact, the bottleneck of Guangdong's economic development can be found in this economic mode.
Liu Zhigeng, Secretary of the Dongguan municipal Party committee, bluntly stated at the two sessions this year that Dongguan has a large share of the "three to one subsidy" and so on. The land and labor input is high, but the efficiency created is low.
Xu Zongheng, mayor of Shenzhen, also mentioned that the output value of high-tech industries in Shenzhen was 630 billion last year, but the core technology and key technologies were limited in our hands. To a large extent, we were working for others.
Wang Yang, member of the Political Bureau of the CPC Central Committee and Secretary of the provincial Party committee, stressed at the two plenary session of the Ten Session of the provincial Party committee held at the end of last year: "Guangdong's current position and strategic orientation for the next step urgently demand us to establish a global perspective.
If we take the position of economic control and control the population, improve the quality of the population, shift the labor-intensive industries and reduce the number of permanent residents, and take measures to solve them seriously, Guangdong will never become a national leader in the per capita level of GDP and the income of urban and rural residents. It is always difficult to create a high level of social security, and we can not build a beautiful living environment for a long time.
Huang Huahua, deputy secretary of the Guangdong provincial Party committee and governor of the provincial Party committee, stressed on many occasions that promoting the "double pfer of industrial labor" is a major issue related to the development of Guangdong. It is also an important achievement in the great discussion of emancipating the mind and an effective way to solve the problems of Guangdong's development.
