New Initiatives Of Ministry Of Commerce To Promote Electricity Supplier Development
Recently, the Ministry of Commerce announced the promotion of e-commerce applications. Support for retail and SME development
"Opinions" pointed out that we should guide the healthy and rapid development of online retailing. To guide online retail enterprises to optimize supply chain management, enhance customer consumption experience, support the online retail service platform to further expand the scope of coverage and innovate the service mode; support the traditional circulation enterprises such as department stores, chain enterprises and specialized markets to develop e-commerce by relying on the advantages of offline resources, realize resource complementarity and application synergy on line and offline; organize online retail enterprises and traditional circulation enterprises to carry out all kinds of online shopping promotion activities aimed at promoting network consumption.
"Opinions" pointed out that the promotion of cross-border e-commerce innovation applications. We will actively promote the innovation and development of cross-border e-commerce and enhance the scale and level of cross-border e-commerce. It also provides necessary policies and financial support for production enterprises and foreign trade enterprises, especially small and medium-sized enterprises, in utilizing cross-border e-commerce to develop foreign trade.
We encourage the development of cross border e-commerce in various modes, and explore the development of cross-border e-commerce B2B import and export and personal import from overseas enterprises (B2C). Accelerate the construction of cross border e-commerce logistics, payment, supervision, integrity and other supporting systems.
The opinion encourages e-commerce enterprises to "go out". Support domestic e-commerce service enterprises (including third party e-commerce platform, financing guarantee, logistics distribution and other service enterprises), "go out", set up service agencies outside the country, improve warehousing and logistics, customer service system construction, and achieve strategic cooperation with overseas e-commerce service enterprises; support domestic e-commerce enterprises to establish overseas marketing channels, reduce the cost of channels, and create their own brands. Support regional cross-border (border trade) e-commerce development. We should support the border areas to select key trade areas, establish e-commerce service platform for neighboring countries, and guide and support e-commerce platform enterprises to set up professional platforms in border areas to serve border trade.
The opinions encourage SMEs to use e-commerce. Guide SMEs to use information technology to improve management, marketing and service levels; encourage small and medium-sized enterprises to use e-commerce platform to carry out network marketing, expand the market inside and outside the territory; encourage small and medium-sized enterprises to carry out joint procurement on e-commerce platform, reduce circulation costs; support the development of the third party e-commerce platform, and promote small and medium-sized enterprises. Electronic Commerce Application; support the innovation of financial services in the field of e-commerce, broaden the financing channels for small and medium-sized enterprises, support public service platforms and service organizations for small and medium-sized enterprises, and strengthen technical support and personnel training services for small businesses to apply e-commerce.
Expanding consumption is the practical requirement of transferring mode and adjusting structure.
The "consumer work conference" clearly put forward the idea of expanding consumption work in the future. The meeting stressed that expanding consumption is an urgent need for stabilizing economic growth, a realistic requirement for changing mode and adjusting structure, and an inevitable choice for improving people's livelihood. The meeting pointed out that the construction of a long-term mechanism for expanding consumption by the business sector should focus on five tasks: first, to develop modern circulation as the driving force, improve circulation efficiency and facilitate convenient consumption. We should strengthen planning and guidance, increase the intensity of circulation infrastructure construction, use information technology to develop modern circulation, standardize the development of e-commerce, encourage the transformation and upgrading of traditional retail enterprises, and promote the deep integration of online and offline businesses. We encourage the development of chain operations and accelerate the development of logistics and distribution.

Three is to standardize market order as the core, increase market supervision and promote safety and rest assured consumption. We should strengthen the construction of laws and standards in the field of circulation, improve the credit system in the business field, and improve the level of market supervision by using information technology.
Four is to strengthen information guidance as a means to increase effective supply and promote new hot spot consumption. We should integrate the market information service system, establish and improve the commodity market regulation and control system, expand brand consumption, and promote the development of new formats such as factory shops, urban complexes, Oteri J and community business centers, and encourage the development of credit consumption.
Five, we should promote green recycling consumption, promote green procurement, develop green circulation, and foster green markets. Guide the society to form scientific civilization, green low carbon value orientation and production and consumption habits.
In fact, in the process of expanding consumption and changing economic growth to relying on domestic demand, the transformation of the circulation system is the most critical. But at present, segmentation and regional blockade are chronic diseases in circulation industry. The rise and development of e-commerce, as a technological element, has broken the administrative problems of protectionism, which impede free flow of commodities to a certain extent. Hong Tao, director of the Ministry of Commerce and the director of the Institute of Business Economics of Beijing Technology and Business University, pointed out that the development of technology can boost the structural reform, the sudden rise of the electricity supplier and the explosive growth of online shopping have greatly promoted the breakthrough of regional free flow of commodities. And technological development also needs policy support.
Ministry of Commerce Zhao Ping, deputy director of the Ministry of consumer economics, said that important areas for expanding domestic demand in the future include e-commerce related information consumption, service consumption, traditional commodity consumption, etc., and corresponding policies should be introduced to promote consumption.
