At the same time, domestic small and medium-sized manufacturers can also export commodities to other countries and regions through the platform, while another well-known domestic electricity supplier No. 1 shop follows closely, and also announces the launching of the "1 sea purchase" project.

As Amazon and shop 1 have been heavily involved, it is no longer a dream for consumers to easily realize sea purchase. Before that, Alibaba's Tmall international also started cooperation with 6 pilot cities of cross-border electricity trade in China.

The possibility of "sunshine" in the grey area

According to the General Administration of customs data, in 2013, the spanaction volume of cross-border electricity suppliers in China was 70 billion yuan, while the monitoring data of the e-commerce research center of China's e-commerce research institutions showed that from 2008 to 2013, the annual compound growth rate of cross-border e-commerce spanactions reached as high as 31%. The rapid development of cross-border electricity providers, especially the sharp rise in cross-border trading volume of B2C, has posed a challenge to the regulatory mechanism established on the B2B bulk trading mode.

In 2013, the General Administration of customs established 6 cities in Shanghai, Hangzhou, Ningbo, Guangzhou, Chongqing and Zhengzhou as the cross border electricity supplier pilot cities. Since August of this year, the General Administration of Customs has issued 56 and 57 announcements, namely, the notice on the supervision of the import and export of goods and articles in cross-border e-commerce, and the announcement on adding the code of customs supervision.

While Amazon has worked with the FTA, analysts in the industry believe that it basically avoids legal risks. At the same time, Amazon's supply chain abroad is also unable to rebuild domestic enterprises in the short term.

At present, the customs also attaches great importance to the "bonded import" mode. In March this year, the General Administration of Customs issued the "Circular on the issue of bonded imports of cross-border e-commerce service pilot online shopping", which specifically regulated the types of online bonded imports and the restriction on purchase amount of the six major cross-border e-commerce import pilot cities.

However, Zhan Yongming believes that the mode of bonded imports puts forward higher requirements for the platform. Because stocking requires a lot of capital, it has put forward very high requirements for the company's source organization capabilities and the judgement of users' consumption needs. He believes that this will be more advantageous for giants such as Amazon and shop 1.

Policy remains variable risk

Yang Xuehai, general manager of Guangzhou Wei Yun Supply Chain Management Co., Ltd., has been concerned about the state's policies on cross-border electricity providers. He told reporters that although the "bonded import" mode is favored by cross-border electricity providers, but for such a giant like Amazon, because many policies have not yet landed at the end, so its business layout will be very cautious.

Yang Xuehai said that "the policy has not been fully settled" mainly refers to the current law and policy on cross-border electricity suppliers. Only the Customs issued multiple documents, and these documents are only for 6 pilot cities with the qualification of pilot cities for cross-border electricity import. Whether these policies will change or whether they will be finalized is still unknown.

"At present, the number of cross-border electricity suppliers across the country is only" small and small "compared with the whole cross-border trade. After the launch of cross-border businesses such as Amazon and No. 1, the number of orders will increase rapidly, and sales will increase significantly. Meanwhile, government departments, including customs, may be able to reexamine cross-border electricity supplier business. Yang Xuehai analysis.

In addition, Yang Xuehai pointed out that at present, the inspection and quarantine policy for the bonded area's mode of stocking is also uncertain. In 2013, the AQSIQ issued the "opinions on supporting the development of cross-border e-commerce" (Draft). In the statement on "strengthening the import supervision of cross border e-commerce", it said that there was no order information through international express or mail mode, and the cross-border e-commerce operators first stored the goods in a special regulatory area and then sold them in batches, and the inspection and quarantine institutions were in accordance with general trade supervision.

Because the commodities of general trade must pass through a certain circulation link to reach the consumers' hands, in order to ensure the safety of market circulation, the inspection and quarantine departments will strictly inspect the commodities. Taking food as an example, it is necessary to show the necessary Chinese information, such as product name, production date or production date, production batch number and shelf life, on the smallest sales package.

Yang Xuehai said that if the bonded import stocking mode was carried out in accordance with the general trade mode of inspection and quarantine, so that the electricity supplier enterprises to fulfill the procedures of adding Chinese characters at the port site, it will inevitably affect the time of the arrival of goods to consumers. Yang Xuehai said that at present, whether or not the bonded imports should be referred to general trade for commodity inspection or the way of cross border express, the AQSIQ has not issued final finalization, which means that there are still variables in the inspection and quarantine mode, which will directly affect the final decision of the giants such as Amazon.

In Yang Xuehai's view, because of the larger volume of spanactions in the bonded area, the risk of policy changes will be more vigilant for some cross-border electricity supplier enterprises, especially the international electricity giants like Amazon. He believes that Amazon's bonded import mode is difficult to land within the year, but only through overseas.
