According to the implementation plan, Xinjiang cotton target price reform pilot policy mainly includes the following aspects: first, cancel the cotton purchase and storage policy.

The target price of cotton is announced before planting. When the market price is lower than the target price, the state subsidize the producers in the pilot area according to the difference between the target price and the market price, and does not grant subsidies when the market price is higher than the target price.
The three is to improve the subsidy way, and the target price subsidy amount is linked to planting area, seed sale quantity and planting variety.
It is reported that in the pilot stage, the target price subsidy target is the actual cotton growers in the whole region.
It mainly includes: basic farmers (including village collective motor land contracting households) and local state-owned farms, judicial farms, army farms, non-agricultural companies, large households and other forms of ownership of cotton production and operation units.
The implementation plan clearly stipulates that there is no declaration, publicity and audit.

In the national and autonomous regions, the area of cotton planted on the land that has been returned to the cultivated land is clearly defined. The area of cotton planted on the land that has not been approved for reclamation or on the land not allowed to be reclaimed is not included in the subsidy scope.
The allocation of cotton target price subsidy funds can be divided into two steps: first, after the end of the price period, if the Xinjiang market price is lower than the cotton target price announced in the current period, the central government will approve the total subsidy amount in the region according to the difference between the two prices and the Xinjiang cotton output of the National Bureau of statistics, and allocate the subsidy to the finance of the autonomous region at one time.
Two, according to the time allocated by the central government to allocate subsidy funds, the autonomous region's finance will be allocated to local finance at a level by level, in accordance with the verification subsidy of the actual cotton planting area and the seed cotton sale volume (the subsidy of 60% of the central subsidy fund is subsidized by the area, and 40% by the actual seed cotton sale volume allowance), and the area subsidy fund will be paid to the basic farmers and the agricultural production and operation units in the form of "one card" or other forms.
In order to standardize the cotton processing enterprises' business activities, improve the cotton quality, accurately check the cotton output in the whole area, safeguard the credibility of the cotton notarization test in Xinjiang, prevent the phenomenon of "turning cotton".
Xinjiang will promote the qualification of cotton processing enterprises and cotton specialized warehouses.
That is to say, in addition to the special provisions, the cotton processing enterprises that have been qualified in the district shall store the processed cotton into the designated cotton warehouse in Xinjiang according to the stipulated time, and organize the sampling and weight checking of the cotton warehouse by the self inspection institution.
At present, the cotton planting area in Xinjiang is mainly distributed in more than 60 counties (cities) and more than 110 farms in the north and South Xinjiang. More than 90% counties (cities) in the southern Xinjiang are planting cotton, and about 50% of the farmers in the Xinjiang (70% of them are ethnic minorities) are engaged in cotton production.
About 35% of farmers' per capita net income comes from cotton planting income, and the main production area accounts for more than 50%-70%.
Zhang Xiaoping, Deputy Secretary General of the people's Government of the autonomous region, said at a press conference that the cotton target price reform pilot project should be carried out to explore the reform of promoting the decoupling of price formation mechanism between agricultural products (000061 shares) and government subsidies. The goal is to give full play to the decisive role of the market in the allocation of resources under the premise of protecting the interests of farmers, and to make the price formation decided by the market, so as to promote the coordinated development of the upstream and downstream industries.
First, the government does not interfere with market prices, and the acquisition of enterprises at market prices will help restore the vitality of domestic industries and improve the market competitiveness of domestic agricultural products.
Two, the government's subsidy to producers will be changed from "covert" in the price to "explicit subsidy" for direct payment, so that producers can get government subsidies in a clear way. This will help reduce the intermediate links and improve the efficiency of subsidies.
Three, we should give full play to the role of market regulation in production structure, and help producers with high efficiency and competitiveness to stand out, improve the organization and scale of agricultural production, encourage agricultural technological progress, and control the excessive rise in production costs.
Zhang Xiaoping said that the autonomous region has set up a pilot project to coordinate the target price reform of cotton and consultation mechanism. The local governments and counties (cities) should set up the consultation mechanism at the same level according to the coordination mechanism at the autonomous region level.
The consultation work is carried out in the form of regular consultation and irregular consultation, timely communication and coordination of the problems arising from the reform.
To highlight the effect of "advance command, on-site solution and on-site supervision" to strengthen the effect and intensity of consultation work, a major consultation must be submitted to the autonomous development and Reform Commission within three days.
The autonomous region will organize a number of special inspection teams in the near future to carry out inspections on cotton target price preparation, publicity and training, and implementation.
All parts of the country should also organize agricultural, national tax, fiber inspection, industry and commerce, banking and other departments as soon as possible to check the acquisition situation of new cotton, so as to ensure that the acquisition of new cotton is carried out in an orderly way.
