Enterprises with qualification recognition shall perform the following obligations:

(1) to ensure the normal operation and implementation of all quality assurance capability conditions;

The enterprises that are qualified for processing qualification will facilitate the cotton processing activities and make profits from them.

(seven) it is not allowed to conceal relevant information, provide false materials or refuse to provide authentic materials reflecting their activities to the administrative organs responsible for supervision and inspection or organizations authorized by laws and regulations.

(eight) refusal to obstruct or obstruct supervision and inspection according to law;

(nine) it is necessary to report regularly to the county development and reform department at the county level where the acquisition, processing, sale and inventory of cotton are concerned.

(ten) other requirements stipulated by the state.

The qualification certificate is valid for 5 years, counting from the date of issue.

If a cotton processing enterprise needs to extend the validity period of the certificate, it shall apply to the provincial development and reform department (hereinafter referred to as the original license issuing organ) before the expiration of the qualification certificate 60 days ago, and provide the required materials.

According to the application, the original license issuing authority shall make a decision whether to extend it before the expiration of the validity period.

If a cotton processing enterprise that has obtained the qualification certificate fails to submit a renewal application within a period of time, the original certificate issuing organ shall go through the cancellation procedures and make a public announcement.

If the qualification certificate is lost,

The original issuing authority should be notified in writing within 3 days. After receiving the notice, the original certification authority should confirm that the certificate is invalid and released to the public.

A cotton processing enterprise that needs to reissue the qualification certificate shall apply to the original license issuing organ and make it up after approval by the original license issuing organ.

The cotton processing enterprise's qualification certificate is lost, without proper reasons, and the cotton processing enterprise shall bear the legal consequences arising from the failure to notify the original issuing organ in time and failing to apply for the qualification certificate.

Cotton processing enterprises shall not have the following actions:

(1) obtaining the qualification certificate by means of cheating and other illegal means;

(two) resale, lease, lend or other illegal pfer of the qualification certificate obtained.

(three) the use of invalid or invalid certificate of qualification;

(four) forging, altering or fraudulently using the qualification certificate.

If the business name, legal representative or processing place of the cotton processing enterprise has been changed, the application should be made to the original license issuing authority for registration of change, and after approval, the cotton processing enterprise can continue to engage in cotton processing.

The original qualification certificate shall be handed over to the certification authority within 5 days after the receipt of the new qualification certificate and shall be cancelled by the issuing authority.

The cotton processing enterprise that has obtained the qualification certificate has one of the following circumstances, and is deemed to have lost the qualification of cotton processing. The certificate issued by the original license issuing organ is revoked to the public and submitted to the national development and reform department for record:

(1) there is a qualification qualification that has not been provided, such as quality assurance capability, fire conditions and main conditions, and is invalid after rectification.

(two) any of the circumstances specified in article nineteenth of the present measures.

(three) after the loss of the qualification certificate, it failed to notify the original issuing organ on time without proper reasons, and did not apply for the re qualification certificate.

(four) where there are twentieth articles of the present measures, no changes have been made according to the regulations.

(five) in violation of state laws, regulations and regulations on cotton quality supervision and market management, there are serious quality violations, or cotton quality violations, repeated investigation of repeated offenders, or being ordered to make corrections due to quality violations, and have not been corrected or other illegal business practices.

(six) refuse or obstruct the supervision and inspection conducted in accordance with the law, and refuse to correct or repeatedly investigate repeated offenders or serious cases, such as violent resistance checks.

(seven) concealing relevant information, providing false materials or refusing to provide authentic materials reflecting their activities to the administrative organs responsible for supervision and inspection or organizations authorized by laws and regulations;

(eight) after the qualification certificate was obtained, no corresponding cotton processing and operation activities were carried out for two consecutive years.

(nine) in violation of other relevant provisions of this regulation, the qualification determination organ shall decide to cancel the qualification of cotton processing according to law.

(ten) other circumstances where the state stipulates that a certificate should be revoked.

In case of any of the following situations, the provincial development and reform department shall handle the cancellation procedures of the relevant qualification certificates and publish them to the public, and record them to the State Development and reform department at the same time:

(1) the eligibility certificate has not been extended at the expiration of the validity period;

(two) the cotton processing enterprises that have obtained the qualification certificate shall terminate according to law.

(three) the qualification certificate is revoked in accordance with the twenty-first provision of the present measures.

(four) other circumstances that should be cancelled by laws and regulations.

The qualification department shall revoke or cancel the qualification certificate within the validity period of the business license, and shall notify the administrative department for Industry and commerce within 5 working days of revoking or revoking the qualification certificate.

The relevant enterprises shall go to the administrative department for Industry and commerce to register the change registration or write off the registration.

The relevant functional departments of the government shall supervise and inspect the cotton processing enterprises that have obtained the qualification certificate through regular review and routine supervision and inspection every year.

In the regular review and routine supervision and inspection, the administrative law enforcement organs that carry out supervision and inspection shall record the situation of supervision and inspection and the results of processing, and sign the files by the supervision and inspection personnel.
