Kunming Plans To Establish A Credit System For MICE Industry To Boost The Development Of MICE Economy

As a major component of modern service industry, exhibition industry has increasingly become an important symbol to measure the openness, vitality and development potential of a city. As a city that can hold exhibitions and exhibitions year by year, Kunming has made some achievements. However, compared with the developed cities in China, there are still some urgent problems and problems to be solved.

The Kunming Convention and exhibition industry promotion Ordinance (Draft) (hereinafter referred to as the bill) and the two local rules and regulations concerning the revision of the regulations on the management of funeral and interment in Kunming and the Kunming road traffic safety regulations (Draft) (hereinafter referred to as the draft decision) are submitted to the thirty-first session of the thirteenth Standing Committee of the Municipal People's Congress for deliberation.

Development, the bill stipulates the concept of exhibition, the responsibilities of the government and relevant departments, and the support and promotion measures of the exhibition industry. It is clear that the daily management of exhibition industry in our city is responsible for the daily management of the exhibition industry. The municipal government should increase the support and cultivation of the exhibition industry, set up special supporting funds, and the municipal Expo management department is responsible for establishing and improving the statistical monitoring and analysis system of the exhibition industry, and establishing a comprehensive information publishing platform.

The city Expo Management Office will establish the credit system of exhibition industry and the credit of convention and exhibition enterprises in conjunction with the administrative departments of development, reform, commerce, industry and commerce, tourism and taxation.

And the enterprise illegal information promulgation system, and the relevant licensing and filing requirements for organizing the exhibition activities, the exhibition organizers' information dissemination and requirements, the responsibilities and obligations of the exhibition organizers, and the responsibilities and obligations of the exhibition venues are standardized.

The draft decision proposes that the provisions of the Kunming Road Traffic Safety Ordinance be amended with the provisions of the regulations on the safety of school buses and the Yunnan road traffic safety regulations, which will delete the sixty-first, first, ninth, sixty-second, seventieth and seventy-first of the original Kunming road traffic safety regulations.

In addition, in order to maintain the unification of the legal system and timely modify the local laws and regulations that are inconsistent with the existing superordinate laws, we must maintain the authority and timeliness of local legislation in our city.

Last year, the municipal legislative affairs office took the lead in organizing relevant departments to conscientiously clean up 64 local laws and regulations that were effective in May 31st last year.

After cleaning up, the 2 existing effective local laws and regulations, including the regulations on funeral and interment management in Kunming and the regulations on road traffic safety in Kunming, are determined to be packaged and amended.

In view of the fact that two local laws and regulations only modify individual clauses, referring to the practice of the Standing Committee of the National People's Congress and the provincial people's Congress, we shall take a package of "2" amendments that are urgently needed to be amended.
