Jilin Province Industry And Commerce Bureau Implements "Five Card Unification"
I. background and significance of reform
In June 4, 2014, the State Council issued several opinions on promoting fair competition in the market and maintaining the normal order of the market. In June 23rd, the general office of the State Council issued the opinions on speeding up the reform of the registration system of three certificates in one country (No. 50 of the State Office [2015]). From October 1, 2015, we put forward the reform of the business license, organization code certificate and tax registration certificate.
In order to further facilitate market access and encourage innovation and entrepreneurship, on the basis of this, our province has promulgated the implementation opinions of the general office of the Jilin Provincial People's Government on the implementation of the reform of the registration system of the "five cards in one" registration system (Ji No. 2015] 45). In October 1st, we will implement the business license, organization code certificate, tax registration certificate, social security registration certificate and engraving seal in the province, and permit the reform of the registration system of "five cards in one".
According to the current registration management system, an enterprise must first go to the industrial and commercial department for business license, take a business license to the public security department for a sealed official record, receive a certified public seal permit, go to the quality supervision department to do the organization code certificate, go to the tax department for tax registration certificate, and go to the social security department to handle the social security registration certificate.
After the reform, the implementation of the "five cards in one place, one illumination one yard" is to apply for the registration of enterprises in turn, respectively, by issuing the business license, the quality supervision department issuing the organization code certificate, the tax department issuing the tax registration certificate, the social security department issuing the social security registration certificate, the public security department issuing the official seal, and the application is changed to an application. The industry and Commerce (market supervision) department shall issue a business license to load a unified social credit code, so as to achieve "one window reception, one set of materials, one application, one photo, one code, one network share".
Departments can use the data exchange center to extract the information of enterprise registration and import the business system of the Department. Enterprises can directly go to all departments to handle related businesses on the basis of "one photo per yard".
Premier Li Keqiang pointed out that the implementation of the "five cards unification" and "one picture per yard" are the measures to deepen the reform of the commercial system, conform to the expectations of the masses of cadres and start the business administration of the new government, and benefit the people, benefit the enterprises and benefit the country, which is of great significance for stimulating the vitality of the market and adding new impetus to the economic development.

Three, reform steps and requirements
In order to actively and steadily carry out the reform of "five cards in one", it will be divided into three steps:

In accordance with the requirements of national unification and the reality of our province, we will take the period of October 1, 2015 to December 31, 2017 as a pitional period for the registration system of "five cards in one".
During the pition period, the original business license, organization code certificate, tax registration certificate, social insurance registration certificate, and carved official seal permit to continue to be valid.
Before October 1, 2015, a registered enterprise should change its business license containing the uniform social credit code to the industrial and commercial (market supervision) department before December 31, 2017, and replace it with "one light one yard" without charge. The original organization code certificate, tax registration certificate and social insurance registration certificate shall be suspended from the date of renewal.
Stop the annual inspection of relevant documents.
To implement the registration system of "five cards in one", enterprises will no longer implement the annual inspection system of organization code certificate, the regular verification and replacement system of tax registration certificate, the regular verification and replacement system of social insurance registration certificate, and replace it with the annual report of the enterprise (market supervision department) to the public from January 1st to June 30th.
Enterprises that overdue the annual reports shall be included in the list of business anomalies by the Department of industry and Commerce (market supervision) and be publicized to the public.
The annual report information is pmitted to the quality supervision, state tax, local tax, social security, public security and other departments through the data exchange center.
The achievement is widely recognized and applied.
All relevant departments should recognize, use and popularize the "one photo one yard" business license in their respective fields.
When an enterprise that has received a "one photo, one yard" business license has gone through related matters, it will no longer require enterprises to provide organization code certificate, tax registration certificate, social insurance registration certificate and engraving.

The business license will become the only legal identity certificate of the enterprise in the future. The 18 unified social code will become the only identity code of the enterprise.
According to the requirements of national reform, the unified social credit code is automatically generated by the Department of industry and Commerce (market supervision) when it is registered, and the source code, the access registration and the code synchronization are completed.

Before the reform, all departments accepted the registration of enterprises respectively, and established and kept enterprise archives separately.
After the combination of the five cards, only a set of enterprise archives must be established by the business sector, and all kinds of registration information and application materials will be pushed in real time among departments. The realization of "interconnection, mutual recognition of archives and sharing of one network" will greatly reduce the administrative cost and lay a solid foundation for speeding up the construction of the national legal person database.

In the future, the unified social credit code is equivalent to the enterprise's identity card number. All departments use this code as the sole identity of the enterprise.
In the future, enterprises will provide unified social credit code when doing business in all regions and departments, and the code will remain unchanged throughout the life. Even if the enterprise is canceled, the code will be retained, and it can be checked at any time.
The popularization and application of the unified social credit code will completely break the "information isolated island" among departments, link up the business information that departments grasp and activate it, and play an important role in the construction of social credit system.
