In 2016, the Central Document No. 1 was released in January 27th. In the nearly 15000 words of the document, two references were made to cotton. They were "guiding opinions on delineating the production protection zones for grain production functions and important agricultural products such as soybeans, cotton, oil and sugar cane" and "promoting the target price reform of cotton in Xinjiang and Northeast China".
In January 25th, the Xinjiang Autonomous Region announced that it would reduce cotton planting area by 1 million 500 thousand mu on the basis of 2015.
The news was released, and subsequently received feedback from some cotton growers in Xinjiang. Some people worry that their land will be "reduced". There will be no subsidy for planting cotton, and there will be "downgrading" that the only sites that can only grow cotton will be.
From the spirit of document No.1, to optimize the agricultural production structure and regional layout, reducing cotton planting area is only one of the means. The establishment of agricultural production protection zone is a long-term policy.
