The frequent occurrence of anti-dumping cases not only caused certain problems to the industry and enterprises, but also affected the export pattern of chemical fiber products to a certain extent.
Affected by the Levy of anti-dumping duties, the 1~5 volume of China's exports to the India market decreased by 24.64% compared with the same period last year, and the volume of polyester staple fibres exported to Pakistan decreased by 40.97% compared to the same period in 1~5 this year.
Experts pointed out that, in the future, foreign countries may increase anti-dumping and countervailing duties on China's chemical fiber products. Therefore, how to deal with anti-dumping and countervailing investigations will be an urgent problem facing our government departments and enterprises.

According to incomplete statistics, as of now, there are 8 anti-dumping investigations or anti-dumping cases initiated by many countries in the United States, India, Pakistan, Argentina and other countries, including polyester polyester staple, polyester polyester filament, PTA and so on.
In January 27th this year, the US Department of Commerce made an anti-dumping administrative review of the polyester PET staple in China. Zhao Qingtian Fuxin Synthetic Fiber Co., Ltd. failed to fully cooperate with the investigation and did not comply with the requirements of the separate tax rate enterprise, and applied the general rate of 44.30% of the mainland.
In February 3rd, Pakistan imposed anti-dumping duties on China's Dacron staple fibres, and decided to impose an anti-dumping duty of 2.82% to 11.51% on products imported from China, involving enterprises including Shanghai Hengyi Polyester Fiber Co., Ltd., Jiangyin Huahong Chemical Fiber Co., Ltd. and Jiangyin Helen Chemical Fiber Co., Ltd.
In mid February, the anti dumping Bureau of the Ministry of Commerce and industry of India announced that it had decided to initiate anti-dumping investigations on elastic monofilaments imported from mainland China, Taiwan, Korea and Vietnam. The survey mainly involved products of India customs 54041100, 54024400 and 54026990.
In mid March, Pakistan launched anti-dumping investigations on polyester polyester filament yarn in China. 6 enterprises in Tongxiang city of Zhejiang province were involved in the case, with a sum of up to US $37 million.
In March 31st, the United States International Trade Commission issued a notice to make an anti-dumping and countervailing industrial injury investigation final order for PET resins originating in China, Canada, India and Oman. It announced that it would continue to investigate and issue countervailing fines for products originating in China and India and anti-dumping orders for products imported from China, Canada, India and Oman.
In April 4th, the Ministry of production of Argentina issued a resolution in the official gazette to initiate an anti-dumping review of granular PET originating in Korea, mainland China, Taiwan, India and Thailand, with characteristic viscosity between 0.7dl/g and 0.86dl/g.
In May 26th, the Ministry of finance of Indonesia decided to levy anti-dumping duty on synthetic polyester PET staple imported from mainland China, India and Taiwan for 3 years starting from the tenth working day after its promulgation of PMKNo.73/PMK.010/2016 tax regulations.
Among them, the general anti-dumping duty rate in mainland China is 16.10%, and the anti-dumping duty rate in Taiwan is 28.47%.
In June 9th, India made an affirmative final investigation on imports of PTA originating from mainland China, Indonesia, Malaysia, Iran and Taiwan of China, and recommended an anti-dumping duty of 95.7 US dollars / tonne to 97.6 US dollars / ton on PTA products in China.
PTA exports to India decreased by 24.64%
This year, affected by India's anti dumping final case against PTA in China, the total number of PTA exported to India amounted to 78 thousand and 600 tons in 1~5 months, accounting for 23.5% of PTA's total exports, representing a decrease of 24.64% over the same period last year.
In June 9th, India imposed anti-dumping duties on imports of PTA originating from mainland China, Indonesia, Malaysia, Iran and Taiwan of China. The recommended anti-dumping duties are as follows: our mainland products are 95.7 US dollars / tonne to 97.6 US dollars / tonne, Indonesia is 83.08 US dollars / tonne to 168.76 US dollars / tonne, Malaysia is 98.48 US dollars / tonne, Iran is 102.86 US dollars / tonne, China Taiwan is 85.87 US dollars / ton to 153.6 dollars / tonne.
Statistics show that since June 19, 2014, the Ministry of Commerce and industry of India has initiated anti-dumping investigations against PTA originating in China, Iran, Indonesia, Malaysia and Taiwan of China. In November 12, 2015, the Ministry of Commerce and industry of India made a preliminary decision on the PTA anti-dumping case, and proposed to impose an anti-dumping duty of 80.13 US dollars / ton on our country for the time being.
Although the final tax rate of India issued in June is higher than before, it is still a country with relatively low anti-dumping duty rate in Asia. Therefore, the biggest competitor of PTA exporting to India still comes from India.
India is an important export destination country for PTA in China. The Levy of anti-dumping duty will restrain the export of PTA products to a certain extent.
China's PTA exports to India have declined, while the PTA export volume of other major export destinations has increased to varying degrees.
Customs data show that in 2015, China's PTA exports amounted to 582 thousand and 300 tons, and India was the largest export destination country with an export volume of 259 thousand and 600 tons.
At present, apart from India, Oman, Saudi Arabia, Japan and Russia are still the main export destinations of PTA in China.
In the 1~5 months of this year, China's PTA exports totaled 334 thousand tons, an increase of 101 thousand tons over the same period last year.
The PTA export volume of our country to Oman was 68 thousand and 900 tons, accounting for 20.6% of the total export volume, an increase of 56.60% over the same period last year. The PTA export volume from China to Saudi Arabia was 39 thousand tons, accounting for 11.7% of the total export volume, an increase of 86.92% over the same period last year. The volume of PTA exports from China to Japan was 28 thousand and 400 tons, an increase of 52.46% over the same period last year. The volume of PTA exports from China to Russia was 25 thousand and 700 tons, an increase of 12.45% over the same period last year.

Improving the added value of products is fundamental.
Since 2001, China's PTA production capacity has been expanding, PTA production has increased year by year, while import volume growth has shown negative growth, import volume has decreased year by year, import dependence has been declining year by year, production stage and structural surplus phenomenon has begun to highlight, and PTA export volume has begun to climb gradually.
In 2014, China's PTA exports reached 463 thousand tons, a record high. In 2015, the volume of exports rose to 623 thousand tons.
Since 2015, China's PTA export destination has tended to diversify.
Excluding the United States and Macao, China only exported a few months in a specific month (such as 11 and December). Last year, the export volume of several countries, mainly Japan, the United Arab Emirates, Pakistan, South Africa, Russia and Malaysia, increased significantly and became the main export destination of China.
This year, India's anti-dumping on China's PTA products has changed the pattern of the export of PTA products to a certain extent.
Meanwhile, some experts said that with the development of some new PTA installations in the Middle East, some of the major pet giants near China will be the next development target of China's export market.
Not only is the export of PTA in China affected by the anti-dumping duty of other countries, but also the export volume of other chemical fiber products such as polyester staple under the anti-dumping duty has changed.
Since February this year, Pakistan decided to impose anti-dumping duties of 2.82% to 11.51% on China's polyester staple fibres. In 1~5 months, Pakistan accounted for 40.97% of the total export volume of polyester staple fibres in China compared with the same period last year.
At the same time, some experts said that after Indonesia decided to levy anti-dumping duties on polyester PET staple fibres in China for 3 years since May 26th, it is estimated that the volume of polyester polyester staple fibres exported to Indonesia in the next 3 years will fall.
In the face of anti-dumping investigations, the relevant industry suggested that Chinese enterprises, governments and trade associations should be skilled in using anti-dumping knowledge to deal with calmly and respond positively.
Government departments should guide enterprises to respond positively, and give full play to the coordinating role of trade associations, so that enterprises involved must join together to fight. This will not only greatly reduce litigation costs, but also give full play to the overall strength.
The industry also said that for enterprises, to avoid anti-dumping, the best way is to produce products that are far superior to those of other countries and be irreplaceable. Therefore, enterprises must pay special attention to the research and development of differentiated products and build an unbeaten road with quality.
