After the explosion of Xiangshui in March, Xiangshui Chemical Industrial Park is still in a state of alert and needs a pass to enter.

Chen Jia Gang Town, which is located in Xiangshui chemical industry park, has changed doors and windows on the streets, but many have not yet opened.

Xiangshui, Binhai Chemical Industrial Park, most enterprises are still in production and rectification.

Some migrant workers leave, local employees find employment opportunities; most chemical plants are closed for safety inspection, and factories consider relocation or reorganization.

In Yancheng, Jiangsu, the 301 County Road from west to East is a road for Chen Xue to return to work in the west to the East. It is also the way to return to work for Tian Jia Yi company. It is also the only way for businessmen to charter cars when the chemical industry parks are booming. It is also a witness to the rise and fall of Xiangshui over the past decades. 6 at the end of the month, both sides of the road were verdant, and the broken glass windows of Jiangsu Tianyuan company were still not repaired. Occasionally, signs were planted and they were telling the past.

In March 21st, an explosion caused by a chemical industry echoed through the Xiangshui County town, and also caused industrial shocks. In the past 3 months after the explosion of the Xiangshui 21. In June 27th, the reporter once again came to the site of the explosion, the Xiangshui Chemical Industrial Park in the town of Chen Jia Gang, Xiang Shui county. Today, chemical parks are still surrounded by cordon and need to show their passes to enter.

Everything in the Xiangshui Chemical Industrial Park was hit by the pause button, and the lives of the residents near the water and the surrounding chemical industrial parks were once disrupted, and then slowly settled down. A large number of migrant workers left, shop traffic declined, and families found new sources of income. Like the townspeople, they are immersed in introspection and regulation. What is the future of the chemical industry in the future?

Some local people said that after the renovation, the management of chemical enterprises will be further standardized and unified, and the hidden dangers of safety and environmental protection will be eliminated to a large extent. Chemical experts say that because of the overall capacity of China's chemical industry, in the long run, the shutdown of chemical parks will not cause significant impact on the industry.

The park has been shut down for rectification, and local industry insiders say beneficial chemical industry development.

A few days ago, listed companies ananqi, Lianhua technology, Jiangsu Wu Zhongjun To the Beijing News reporter, the company's factory in Xiangshui chemical industry park has been shut down, only a small number of employees are cleaning up. At present, no formal written notice has been received on the closure of the chemical park, whether the relocation or relocation address has not been determined.

Less than 2 kilometers away from the Xiangshui Chemical Industrial Park, it is the street of Chen Jia Gang town. At the first glance, almost all shops here have been replaced by brand-new aluminum doors and windows, and many have not yet been opened. In the face of a large number of foreign workers leaving, the business of hotels and canteens is not as good as before. Only a shop that produces aluminum windows and doors can still maintain business, and even need to work overtime to make orders. Curtain shop business has also risen slightly in the short run.

Apart from dozens of kilometers from the loushui County, Binhai Chemical Industrial Park is also somewhat deserted.

Binhai Chemical Industrial Park and Xiangshui Chemical Industrial Park belong to Yancheng. The former is located in Binhai County, and the latter is located in Chen Jia Gang Town, Xiang Shui county. After the 3 / 21 explosion in Xiangshui, the Yancheng municipal Party committee decided in April 4th to completely close the Xiangshui Chemical Industrial Park.

In June 27th, under the setting sun, there were few pedestrians on the streets of Binhai Chemical Industrial Park. All chemical plants were closed, and only a few factories and security personnel remained behind.

"Shut down for several months", Yancheng City Fuyou Pharmaceutical Chemical Co., Ltd., Rufu letter Jiangsu pharmaceutical Limited by Share Ltd security personnel told reporters that the Binhai Chemical Industry Park in Xiangshui shortly after the explosion, the factory has to carry out safety checks, hand Xu Qiquan and check qualified before they can start work, many small factories are directly shut down and moved away, the big factory is waiting for inspection and recovery.

On the day of waiting for the resumption of work, the factory issued a daily allowance of 30 yuan -70 yuan for all employees. After paying five risks, the employees could get 800 yuan -2000 yuan per month. A number of chemical plant staff told reporters that after the factory shut down, a large number of foreign employees left, which also led to a decline in the shops near the chemical industrial park.

"People do not have enough traffic and business is bad. Let's take a look at it for a few months," said the boss of the bakery, not far from the Binhai Chemical Industrial Park. The owner of the fruit shop worried that the fruit could not be sold and began to reduce the quantity of stock. The steamed bun dropped from twenty drawers to ten drawers.

The same feeling is similar to the taxi driver Chen Nan (a pseudonym). "People used to hire chartered cars to go to the chemical park to talk about business, and hundreds of pieces were returned to and from the chemical park, which can earn six thousand or seven thousand yuan a month, which is now reduced by 1/3." Chen Nan said.

But locals have another way of thinking about chemical industrial parks.

When interviewed by reporters, some residents said that they hoped that the chemical plant could be rectified, and that the accidents would be reduced and the environment would be better.

Local industry insiders say that after the renovation, the management of chemical enterprises will be further standardized and unified, and the hidden dangers of safety and environmental protection will be eliminated to a great extent. In the long run, it will benefit the development of local chemical industry.

Most chemical plants are still conducting safety checks.

Chemical Park stopped, Zhao Hua (alias) was too busy to stop.

"We go to more than 30 companies a day to check, even after checking for more than a month, and run more than 1000 companies, how much tired do you think?" Zhao Hua told reporters. Zhao Hua has entered the chemical industry since 80s of last century, and has worked for over 30 years. After the Xiangshui explosion, Jiangsu Province opened a thorough investigation. As an industry expert, Zhao Hua followed the government departments to conduct safety checks on thousands of chemical enterprises.

Zhao Hua recalled that what they did was "shut down a batch, transfer a batch, upgrade a batch, reorganize a batch" safety check of "four batch", the enterprise conforms to "one of four batches" which, must check again. "Some enterprises do not meet the requirements of safety and environmental protection. The site's safety and environmental protection facilities and measures are not in place, and the safety hazard is particularly large immediately shut down."

There are chemical industrial parks in Yancheng, which are under the jurisdiction of Xiang Shui county and Binhai County. In May 28th, Yancheng City Ouhua Chemical Co., Ltd. told reporters that the chemical companies in the Yancheng area were basically shut down, including the company, and that it was necessary to undergo inspection before resuming production.

The listed company Lianhua technology said in its announcement that the subsidiary Jiangsu Lianhua and Yancheng Lianhua were affected by the 3. 21 explosion accident in Xiangshui and were temporarily suspended. Hui Feng shares said that received the park central heating company Yancheng City Lingyun Thermal Power Co., Ltd. notice, because of its safety inspection and maintenance of the entire steam pipeline network, stopped heating in April 18th, the company's original drug synthesis workshop temporarily suspend production.

North of Yancheng is Lianyungang. There are two chemical industrial parks in Lianyungang. They are hepgou Town Chemical Industrial Park and Ocean Chemical Industrial Park. The former looks across the river from Xiangshui Chemical Industrial Park in Yancheng, and the distance is less than 10 kilometers straight.

In May 28th, Lianyungang Zhicheng Chemical Co., Ltd., located at Hegou Town Chemical Industrial Park, told reporters that most of the companies in hepgou town chemical park had been discontinued. According to the spirit of provincial and municipal documents, it was necessary to meet the acceptance criteria before resuming production.

The IPO shares of the listed company have previously announced that the company's Lianyungang branch, subsidiary company Jiangsu Hua Chemical Co., Ltd. and Lianyungang Asia bond Acid Co., Ltd., which is located in the Lianyungang hepgou Town Chemical Industrial Park, will be totally shut down from now on for major safety check and rectification work.

From the perspective of the whole province of Jiangsu, many chemical enterprises are affected.

Zunyu technology announced in April 10th that Keita, a subsidiary of Nantong, was located in Nantong Chemical Industrial Park, Rudong, Nantong. In order to meet the needs of local government departments for safety testing and rectification, and combined with their own safety risks, the inspection and rectification were completed in April 9th.

"Our fixed cost is at least 10 million a month. Last year, the sales revenue of the company was 1 billion 800 million yuan, averaging 150 million yuan per month. After converting, Keita lost one month in Nantong, and the economic losses must be over 100 million." in June 29th, the relevant person in charge of Nantong, Beijing, told the Beijing News reporters that there are still some formalities to be done at the company, and the downtime will not be too short.

From the recent explosion to the nearest chemical industry, the small business people in Shishui County, Yancheng and Lianyungang were the first to feel the industry shock and business cold wave.

Liu Qingyi's family is doing chemical accessories business in Xiang Shui county, which is only 30 kilometers away from the explosion of Chen Jia Gang town. In the past, Liu Qing could earn one hundred and eighty thousand in one year, and enough to live in a county. With the closure of the chemical industrial park, Liu Qingjia's business has also declined.

"There is no business at all. The fittings are not ready to sell." Liu Qing raised his voice, holding a long hook in his hand and ready to pull up the shutter door.

    Yancheng: salt and chemical industry

The establishment of Yancheng did not originate from chemical industry.

The information of Yancheng Sea Salt Museum records the glorious history of this city. As the only prefecture level city named salt in China, Yancheng is a city of sea salt. From the end of the Qing Dynasty to the early Republic of China, there were 102 large and small salt reclamation companies and a small number of small companies which were built in the coastal area of Chen Jia Gang Town, Yancheng City. There were 78 in Yancheng.

However, in the 80s of last century, chemical industry rose in Yancheng.

According to Zhao Hua, in the 80s of last century, it was a time when chemical industry was everywhere gold. Just graduated from the popular specialty of chemical engineering, he easily entered a chemical plant in Suzhou as a technician and sales. "Chemical plants in those years were state-run enterprises, and their efficiency was very good. The supply of products was in short supply, and customers came to seek sales at home." By 1988, Zhao Hua had bought the first suite of life by accumulating in the chemical plant.

The phrase "engineer on Sunday" also appeared at that time. In the era when the rural social enterprise wanted to be a chemical plant, many state owned engineers used some spare time such as Saturday and Sundays to help some newly built small chemical plants to do technical guidance, enterprise management and product development.

By the end of the 90s of last century, a lot of "engineers on Sunday" went to sea to do business and set up factories. Some state-owned or rural social enterprises began to reform, and factories became enterprises. At that time, enterprises became more and more professional, and chemical products were more abundant.

"Before and after 2003, the chemical industry led to the entire regional economic development," Zhao Hua recalled. When the chemical industry flourished, a large number of foreign workers entered the chemical plants in Jiangsu. Hotels, guesthouses, shops and cinemas had all been linked together, and Xiangshui began to carry out urbanization.

According to the official website of Xiang Shui county government, the Xiangshui Chemical Industrial Park was established in June 2002, and was returned to the county management system in 2006.

In 2011, the Xiangshui Chemical Industry Park completed the general budget revenue of 468 million yuan, accounting for 30% of the total county's total, and sold out billions of votes, accounting for 75% of the total county's total, and 54 million 100 thousand yuan actually utilized foreign capital, accounting for 50% of the total county's total.

As of 2012, Xiangshui Chemical Industrial Park has formed 3 industrial chains, namely, salt chemical industry, petroleum industry and bio chemical industry. It has set up four major functional areas, namely, chemical production, life service, sewage treatment and chemical dangerous goods storage.

At that time, Zhao Hua, who was already a senior manager of chemical industry, said that the monthly wages of the chemical plant operators could reach 4000 yuan -6000 yuan. Operators are mainly migrant workers and middle-aged and elderly experienced personnel, local people are more auxiliary workers, such as canteen, indoor work, loading and unloading.

In the impressions of Chen Xue, an interior clerk in Jiangsu, "Shui Tian Tian Jiayi Chemical Co., Ltd." (hereinafter referred to as "Tian Jia Yi company"), There are more and more people in the local chemical industry. "The wages of chemical plants are high, and many locals want to go, they have to find relationships, and they may not be able to get in."

Love and hate, local people's ambivalence towards chemical enterprises

Before the explosion, Chen Xue was an employee of the Interior Department of Tian Jia Yi company. In the town of Chen Jia Gang, with a salary of 4500 yuan per month, walking for 5 minutes during lunch break, she can go home to take care of her 7 month old son. She can help her 9 year old daughter to tutor her homework on time in the evening.

But when talking about the town of Chen Jia Gang before the chemical plant moved, the wild flowers in spring and over the mountains, the summer fishing with their partners, and the frog jumping on the roadside in early autumn are all the memories of Chen's childhood.

"You have not been to the former Chemical Industrial Park, we send guests in, smell is pungent, we have to close the window quickly, otherwise it simply can not stand". Chen Nanyao, who had traveled all year round between the county and the chemical plant, shook his head and sighed.

"That smell makes people feel suffocated," Zhao Hua said. Before and after 2010, after the promotion of environmental protection in some economically developed areas, a large number of chemical enterprises moved from the south of Jiangsu to the north. In those days, some chemical plants in northern part of Jiangsu were established hastily, and the management was not in place. Some enterprises did not receive the land transfer fees. For the dangerous processes such as nitrification, hydrogenation and sulfonation, operators did not undergo strict operation training.

Li Zhanchao, deputy county magistrate of Ganyan County in Lianyungang, Yancheng, once told the China Environment newspaper that "at that time, it was not possible to choose any industry, but as long as there was an enterprise willing to come, the county was very happy."

In the case of low standard of safety construction, northern Jiangsu has paid a lot of price.

In November 27, 2007, Jiangsu Lianhua Technology Co., Ltd. in Chen Jia Gang Chemical Industrial Park exploded during the production of diazonium salt, resulting in 8 people being killed and many injured. On the morning of November 23, 2010, chlorine leakage occurred in Jiangsu Da he Chlor Alkali Chemical Co. Ltd., which caused more than 30 employees of Jiangsu Zhijiang Chemical Co., Ltd. In May 2011 and July, two major fires occurred in the Southern Chemical Plant of Xiangshui Chemical Industrial Park.

Constant accidents stimulated local residents' nerves. In the early morning of February 10, 2011, there was a rumor that the explosion of the chemical industry in Xiangshui Chemical Industry Park caused a large number of residents to flee and caused casualties.

But none of these changes the fast track of Xiangshui's development of chemical industry.

The website of the Xiangshui county government showed that in 2017, the county's gross domestic product exceeded 30 billion for the first time and reached 31 billion 991 million yuan. In 2010, the total GDP of ring Shui county was only 13 billion 520 million yuan.

By the year 2017, the three leading industries of chemical industry, metallurgy and energy were sold for 45 billion 252 million yuan, including 10 billion 454 million yuan in chemical industry, 30 billion 168 million yuan in metallurgical industry and 4 billion 630 million yuan in energy industry.

In the 2018 government work report of Xiang Shui county, it was noted that in 2017, the contribution of the three major parks in Xiangshui was increasingly prominent, and the sales of the above scale industry accounted for 90% of the county's total sales. The star enterprises in eco chemical industry park have made remarkable achievements. The growth of Industrial Enterprises above designated size has reached 97%, becoming the first chemical industry science and Technology Industrial Park in the province.

The future of Xiangshui chemical industry: rectification, relocation and reorganization?

Xiangshui's 3. 21 explosion took place in the past three months, and Chen Xue had a hard time getting a good night's sleep.

On the day of the explosion, Chen Xueru went to work in the office as usual. The explosion shock wave was pushed instantaneously, and the printer and computer on the desk were thrown far into the corridor, and the scene was a mess.

In the three months after the explosion, Chen Xue raised the skin injury, but his life was stagnated with the explosion.

"There are children at home to take care of, now I can not go out to work", Chen said helplessly, after the shutdown of the chemical industry park, there were only three choices for the local people who worked in the chemical plant. One is to reemployment in the nearby iron and steel works, the two is to go out to work, and the three is to spend the unemployment time first. After 8 years of work, Chen predicted that his unemployment rate would exceed 20 thousand yuan.

The iron and steel plant mentioned by Chen Xue refers to Jiangsu Delong Nickel Industry Co., Ltd.

In June 27th, reporters came to Jiangsu, and the driver at the door waiting for guests said that he had recently entered many new employees. Reporters then telephoned Jiangsu Delong, the phone could not be connected.

The tension that worked at Tian Jiayi company once became a front-line operator of Jiangsu Delong after the explosion, but close contact with molten iron close to 1500 degrees in the high temperature workshop made the tension unable to adapt to some of the shift workers, and finally chose to leave.

The future of Xiang Shui county and chemical industry is also of concern to the employees of chemical plants.

In Zhao Hua's memory, the reorganization of the chemical industry has already begun. Since 2015, more and more chemical plants in Jiangsu have been built up. The local governments have also invested in the chemical industry that has landed in the park. The benefits, outputs and taxes of every Mu are within the scope of the local government's consideration. After this explosion, Jiangsu stopped the production of a large number of chemical enterprises.

However, for the closure of the Xiangshui Chemical Industrial Park, Lin Boqiang, director of the China Energy Economics Research Center of Xiamen University, told reporters that the pollution situation of China's large scale chemical enterprises has been relatively low, basically similar to that of foreign countries, while the pollution of small chemical enterprises is relatively large. It is suggested that chemical enterprises should be reformed rather than directly closed.

In Lin Boqiang's view, if a chemical enterprise is rectify and set a unified standard, enterprises that can achieve standard can continue to produce. If they fail to meet the standards, they need to shut down, so that they can raise the environmental protection standard. This is the space for enterprises to choose and market behavior and "to give the enterprises that meet the target".

In the case of Xiangshui Chemical Industrial Park, the Ministry of securities in Jiangsu said to reporters that the company has considered setting up factories in Northwest China.

"At present, most enterprises are watching and some enterprises have the idea of transferring to the mainland," Zhao Hua said. Some of the enterprises they know have been transferred to Ningxia, Gansu and other places. These areas have more land and larger environmental capacity, and tax and land prices have relatively large preferential policies for enterprises.

Zhao Hua is currently investing in two chemical plants, one of which is also moving to the northwest, "to make some small investments, mainly in the emerging pharmaceutical industry, to do some nano coatings, sophisticated pharmaceutical research and development."

Keita, a responsible person in Nantong, explained to reporters. The chemical industry covers a wide range of fields. Pharmaceutical, pesticide, fine chemicals and other low logistics enterprises can consider moving to the central and western regions. However, chemical enterprises which rely heavily on raw material import and require higher logistics will basically stay in Jiangsu and Zhejiang provinces.

For the future development of the chemical industry, Zhao Hua said that in the latest requirements of Jiangsu Province, nitrification, hydrogenation, sulfonation reaction and so on have fully automated operation, but the automation input is large, and the maintenance personnel such as instruments and meters need to be lost. Some employers are reluctant to do so. Under such circumstances, many private enterprises want to be acquired by state-owned enterprises, state-owned assets backgrounds or transnational corporations, so as to get management standardization and unification.

Lin Boqiang predicted that, due to the overall capacity of China's chemical industry, in the long run, the shutdown of the chemical industry will not cause significant impact on the industry.
