These Textile And Garment Products Are Excluded. Hairdresser's Products Exclude Notice Under Tariff List

For a period of time, the US side has imposed frequent tariffs on the $300 billion export of Chinese goods to the US, which has frequently been used as a means to "limit the pressure" on Sino US trade negotiations. In May 13th, the office of the United States Trade Representative (USTR) announced a 25% tariff list of approximately $325 billion for Chinese products (referred to as the list of 4), which covers the larger proportion of clothing exports to China (HS61, 62 chapters) and most domestic textiles (HS63, 94 chapters), and some textile machinery products (HS84 chapter).

In June 29th, the heads of state of China and the United States successfully met in Osaka, and agreed to restart economic and trade consultations on the basis of equality and mutual respect. The US side said that it would no longer impose new tariffs on products imported from China. The two countries' economic and trade teams will discuss specific issues.


In July 16th, Trump said at the White House cabinet meeting that the United States had a long way to go to reach a trade agreement with China, but if necessary, the United States might impose tariffs on Chinese products worth 325 billion US dollars.


On July 30th ~31, China and the United States concluded the twelfth round of consultations in Shanghai. Both sides agreed that the negotiations were constructive. The new round of meeting will be held in the US in September.


In August 1st, President Trent used social media to say that the United States will levy a 10% tariff on imports of 300 billion US dollars from September 1st this year.


For a while, Sino US trade relations were again confusing.


At this time, the US trade negotiation office (USTR) has just announced the product exclusion notice under the $200 billion export tax increase list.


Since September 24, 2018, as part of the 301 survey, USTR has imposed additional tariffs on Chinese products with an annual trade volume of about $200 billion. USTR was subsequently revised in May 2019, including the decision to establish a product exclusion process. USTR launched the exclusion procedure in June 2019, and stakeholders submitted requests to exclude specific products. This notice has released some product elimination list, and will continue to announce the elimination list of future decisions.


This excludes a total of 10 products and 15 applications. The validity period can be traced back to the date of the effective date of the US $200 billion list, September 24, 2018 to August 7, 2020 of the year after the announcement. The deadline for application is September 30th, and enterprises can still apply for product exclusions.


There are two items of textile and clothing products in the list. They are high tenacity polyester yarn not more than 600 points (described in the statistical report no. 5402.20.3010) (High tenacity polyester yarn not over 600 decitex (described in statistical in)) and non-woven fabric whose weight is over 25 grams / square meter, but not more than 70 grams / square meter, which is not impregnated or covered (in the statistical report no.).
