1., A-level Enterprises: focus on supporting development, give priority to all policy incentives and technical transformation grants.
2., B level enterprises: focus on tracking and upgrading, implement side production improvement and upgrading;
3. pairs of C Enterprises: do not enjoy all the policy incentives and technical transformation grants, focus on supervision and rectification, must complete the rectification before December 31, 2019, stop rectification in the absence of rectification, and be directly listed in D enterprises in 2020.

The energy saving and environmental protection benefits of printing and dyeing enterprises in the region are evaluated, and the differential water price scheme is implemented. The specific plans are as follows:
