The national development and Reform Commission and the Zhuhai municipal government held a press conference on the morning and afternoon of April 18th respectively to introduce the plan. Both conferences stressed that building an international tourism island is an innovative measure for Hengqin to support the construction of Macao World Tourism and leisure center and promote Macao's economic vitality.

Tourism and leisure should become a pillar industry

The "Hengqin International Leisure Tourism Island" defined in the plan is bounded by Hengqin Island and its sea area. The total area is 106.46 square kilometers, which is equivalent to the area of over 80 long long ocean kingdoms.

Hengqin will vigorously develop leisure and vacation tourism, stylistic tourism, business travel and health tourism and other formats, and gradually build into an internationally renowned leisure island.

The plan clearly states that Hengqin International Leisure Tourism Island helps build "Guangdong, Hong Kong and Macau world-class tourism Great Bay Area". Specifically, based on the three tourism resources and location advantages, we should explore all aspects and deep level exchanges and cooperation in transportation facilities, project construction, market development and personnel training. At the same time, from the cross border infrastructure docking, exploration and cooperation in developing tourism products, and creating the excellent tourist routes in Tai Wan District, the article elaborates on Hengqin's cooperation with Macao World Tourism and leisure center construction and promoting cooperation with Hong Kong and Macao tourism.

The plan clearly points out that the leisure tourism market supervision mechanism that combines innovation and international practice is to strive to create a regional tourism quality certification system with regional leading and international integration and a standard certification system for tourism service that is in line with the international common rules through innovating leisure tourism industry standards and certification, establishing a credit system for tourism elements, introducing the management mechanism of "honest store" in Macao and improving the supervision system of tourism market.

Song Ziqian pointed out that the introduction of the "integrity shop" management mechanism in Macao helps to establish the image of Hengqin "integrity island", optimize the market order of leisure tourism, improve tourist satisfaction, and create a good environment for business and consumption.

The plan also refers to supporting Hengqin to innovate the entry and exit management mode of Hong Kong and Macao yachts, planning and guiding the construction of public tourism terminals along the Yangtze River, and allowing Hong Kong and Macao yachts to park at Hengqin in line with border management and customs supervision. At the same time, with the coordinated development of Hong Kong and Macau, we will explore the development of low altitude flying sightseeing business covering Hong Kong and Macao, and study the opening of cross border helicopter services to Hong Kong and Macao.
