    This year is the 70th anniversary of People's Republic of China's founding. Over the past 70 years, China's garment industry has gradually established the modern manufacturing system of the whole industry chain, and has become the world's largest producer of clothing, exports and consumption. On the one hand, the clothing industry still plays an irreplaceable role in China's national economy and people's livelihood. On the other hand, the development of China's garment industry has a profound influence on and determines the country's appearance, ethos and the way of life of generations.

    It can be said that in the long and dazzling historical process, China's apparel industry is facing the "new environment" through the "new time and space", creating a "new realm" and practicing the important value mission of satisfying the people's "new expectations" for the good life. The Chinese garment industry is a microscope for China's manufacturing industry to change from strong to strong, transformation and upgrading. Whether it is "dot" or "face", "technology, fashion, green" is becoming a new label for the self definition of China's garment industry update.

    Take this opportunity to share with you three aspects:

    First, through the "new space and time", China's garment industry has completed a continuous leap in the times.

    First, the development of garment industry in the past 70 years takes the brand and the market as the latitude and longitude.

    In the early days of the founding of the people's Republic of China, the apparel industry formed a number of state-owned and collective garment enterprises with a certain scale on the basis of the cooperation of handicraft industry, and initially completed the construction of a self-sufficient industrial system.

    In the first twenty years of reform and opening up, we completed the first industrial upgrading guided by foreign exchange earning and became an important participant and supplier in the international market.

    In 2008, the outbreak of the global financial crisis, the implementation of the labor contract law and the subsequent development of the Internet economy, the garment industry entered the third industry transformation and upgrading of respecting workers, online and offline, and transnational allocation of resources.

    Since 2018, the global political and economic structure has been adjusted in depth, and the consumption changes in the domestic market have intensified. It has put forward higher requirements for the fashion leading ability of clothing brands and the control of market channels. The garment industry has been forced to enter the "new period of high quality development".

    Secondly, the development of garment industry in the past 70 years is based on Evolution and innovation.

    Market economy is the lifeblood of the development of China's garment industry. The reform and opening up has created a fair and open market oriented competitive environment for the development of the garment industry. The garment industry is a pioneer in the market and globalization of China's textile industry and all industries, leading the trend of products going out, going out of production capacity, going out of capital, and going out of the brand.

    Pragmatic innovation is the essence of the development of China's garment industry. The connotation of supply side structural reform -- quality change, efficiency change and power change is exactly the portrayal of innovation driven by the garment industry. The apparel industry is the most active industry in the new mode, new format and new service.

    The spirit of industry is the driving force for the development of China's garment industry.     Two, facing the "new environment", the competitiveness of China's garment industry has been hammered out.

    First of all, the new environment for China's clothing industry is reflected in:

    1, from the external economic environment, the kinetic energy of world economic growth has obviously weakened.

    Since 2019, international trade and investment have been sluggish, and the world economy is facing many risks and uncertainties. The growth of major economies such as the US, Europe and Japan has slowed down, and some emerging economies have experienced economic downturn and financial turmoil. WTO's latest global trade data and outlook sharply cut world trade growth forecasts, and Global trade growth is expected to fall to 2.6% in 2019.

    2, from the perspective of internal economic environment, the downward pressure on domestic economy has increased.

    Since 2019, China's main macroeconomic indicators have maintained a reasonable range. The IMF and the world bank still maintain a forecast of 6.2% of China's economic growth at the beginning of the year. However, with the global economic growth slowed down significantly and the number of uncertain factors increasing, market confidence remains to be restored, and all sectors expect structural reforms, expansion of domestic demand market and opening wider to the outside world.

    3, from the "hard drive" of industrial development, technological progress brings new energy to transformation.

    Secondly, the system competitiveness of China's garment industry can be embodied in:

    1, the "fixed force" that sticks to the main business can be strengthened.

    Facing the market fluctuation and the new normal development of the industry, more and more clothing enterprises return to the main business, focus on the main business, and stick to the main business. They attach importance to product design and quality, supply chain coordination, and channel optimization, accelerate their pace of adjustment, and enhance the internal driving force and pressure of the enterprise.

    2, the capability of "upgrading" is enhanced.

    The textile and garment industry is the only industry that has experienced four industrial revolutions in the world today. Through the change of production mode and operation mode, the evolution ability of China's garment industry has been continuously strengthened through the construction and evolution of different levels of multi-dimensional system such as technology, system and culture.

    3, the "layout" capability of regional development has been strengthened.

    On the one hand, the ability of international industrial distribution can be improved. Enterprises' "going global" re layout of the global industrial chain, and mergers and acquisitions of overseas brands to create brand territory, accelerating the enterprise in the capacity, resources, markets, talents and other aspects of deep links international resources; on the other hand, the domestic industrial layout ability has been enhanced.     Three, create a "new realm". The revival of the garment industry is unstoppable.

    Three proposals are proposed for future development:

    The first is "harmony". In the process of global economic integration, the division of production is becoming more and more detailed. The production layout, structural adjustment and upgrading of garment industry can not be carried out independently of the global value chain. To achieve common development is a problem we must realize.

    Next is "difference". We should give full play to the comparative advantages of China's clothing industry. Under the background of world cultural harmony, we should produce products with Chinese taste and create brand advantages with Chinese characteristics.

    2, advocate "endogenous drive, high quality development", and build a new core value of China's clothing industry in line with the context of the times.

    Under the new historical position, the development of China's clothing industry has entered a new stage, and the context of the development of the times is changing.

    On the one hand, we must not break away from the context of the development of the times, but we must rely on the tide of knowledge economy, accelerate the deep integration of information technology, material technology, environmental protection technology and cultural innovation and innovation, and promote the integration of industry and the Internet. On the other hand, instead of putting the cart before the horse, we should persist in the development principle of "industry oriented and new technology as the instrument", lay a solid foundation for the industry, advocate the "endogenous drive" and "high quality development" of the industry, and continue to create the new core of the Chinese clothing industry value with "bottom, bottom and bottom line" instead of "listening to the wind is the rain".

    3, advocate chain development and ecological integration, and build an industrial ecosystem with linkage efficiency.

    The upgrading of China's textile and apparel industry in the global industrial value chain. China has a large number of manufacturers and a large number of brands. Although the quality and design level of products are continuously improving, profits are still relatively low. To change this pattern, China's clothing industry needs to increase product development and production with high technology content and high added value. At the same time, the whole industry chain should be brought into technological and cultural innovation to improve the value-added capability of every link in the industrial chain and upgrade the pace and level of industrial development.

    Reconstructing the whole ecosystem and integrated development from supply chain to consumption chain. In the future, we should focus on building an efficient integrated innovation system within the entire garment industry, optimizing the upstream and downstream ecosystems of talents, capital, design, manufacturing, retail and so on, achieving efficient synergy, reducing costs and improving efficiency.

    We must build a sustainable development and responsible green industrial chain. With the continuous improvement of consumers' environmental awareness, China's garment industry should further advocate the concept of ecological design based on market demand and fashion trends, promote green materials, green technology and green consumption, at the same time enhance the spirit of contract and the level of integrity, promote the establishment of responsible research and development system, production system and marketing system, continuously deepen the humanistic responsibility, environmental responsibility and market responsibility, enhance the sustainable development ability of China's garment industry, create a new image of "responsible" brand, and build a new competitive edge in the world.
