Today, we solemnly hold the "textile light" 2019 China Textile Industry Federation science and Technology Education Award conference, and publish and commend the "textile light" 2019 China Textile Industry Federation science and technology award, education and teaching achievement award, teacher award, student award, knitting underwear innovation contribution award, the national textile industry technical experts, announced the commendation of the national textile industry skilled personnel cultivation outstanding contribution award unit, issued and commended the Chinese textile industry patent award, the 2019 annual textile industry key laboratory, the Textile Technology Innovation Center awarded the card. On behalf of the China Textile Industry Federation, I would like to extend my warm congratulations to all the winners. I would like to pay high tribute and sincere greetings to the vast numbers of textile science and technology, educators and students.
Next, on behalf of the China Federation of textile industry, I present the basic situation of the textile science and Technology Education Award in 2019 to the delegates, and make some suggestions for the next step in textile science and technology work.
1. The basic situation of textile science and education awards in 2019
(1) Textile Technology Award
In order to better adapt to the new situation of the reform of the national science and technology system and science and technology awards, encourage original and disruptive technology, give full play to the leading role of scientific and technological innovation, further enhance the quality level of textile science and Technology Award and create the brand of textile science and technology award, the textile science and technology awards of 2019 have been greatly adjusted, and the structure of awards has been further perfected. One is the addition of the Technological Invention Award (the one or two prize); the two is that the "Sang Ma scholar" is included in the China Textile Alliance science and technology award sequence selection, which is renamed the Special Contribution Award (Samma scholar); and the three is to adjust the three grades of the science and technology progress award to one or two grade award two grades. At this point, the China Textile Industry Federation's science and technology awards form a reward system for the Technological Invention Award, the science and Technology Progress Award and the Special Contribution Award (Samma scholar).
In 2019, the textile technology award awarded 6 technical invention awards, including 2 first prize and two two prize; 77 scientific and technological progress awards, including 15 first prize, two prize, 62 Special Contribution Award (Mulberry scholar) 4 persons. This year, the proportion of awards for science and technology awards has been greatly reduced, only 48%, much lower than 60% in previous years, and the "gold content" has been significantly improved.
Judging from the winning projects, the following characteristics are as follows:
First, breakthrough in high-performance, functional fiber and its application technology. The key technical achievements of a group of high-performance, functional fibers and composites represented by wet spinning high strength PAN based carbon fibers have not only broken through the technical problems of fiber materials themselves, but also provided materials and technical foundation for the application of post industrial chain such as industrial textiles, greatly promoted the extensive application of fiber materials in emerging industries, and promoted the overall technical level and core competitiveness of China's textile industry.
Two is the industry digitization, intellectualization key technology iteration promotion. The scientific and technological achievements represented by the intelligent process of cotton spinning intelligent chemical factory, knitting digital workshop and the whole process of chemical fiber filament winding operation have realized the interconnection and interconnection of the equipment and control system to the management system, as well as the digitalization and intellectualization of the whole process, and carried out the deep analysis and application of the production data, and promoted the transformation and upgrading of the textile intellectualization.
Three, green energy conservation and environmental protection has become the goal of scientific and technological innovation. With the innovative achievements of high value polyester fiber flexibility and green manufacturing integration technology, nano pigment capsule preparation and application technology, green environmental technology breakthroughs in materials, process and equipment have been achieved, and the green manufacturing process of the industry has been boosted.
Four, standards and collaborative innovation have become important embodying and innovative forms of scientific and technological innovation achievements. This year's award-winning standards and testing items not only reflect the innovative achievements of new material basic data research, textile function and detection technology, but also highlight the international discourse power of China's textile industry in terms of technology and standards. In addition, 2/3 of this year's award-winning science and technology projects belong to the results of collaborative innovation of industry, University and research, and industrial chain, which further reflects the importance of collaborative innovation and cross integration for scientific and technological progress.
The 4 winners of the Special Contribution Award (Samma scholar) have made outstanding achievements in the related fields of China's textile industry, and made outstanding contributions to the development of textile science and technology innovation.
In addition, the China Textile Federation has continued to carry out the textile industry patent award appraisal this year. 15 patents were awarded the gold medal of the textile industry patent award in China, and 69 were awarded the award of excellence. The China Textile Federation has identified second key laboratories in the textile industry and 26 textile technology innovation centers, 13.
(two) Education Award
The 2019 annual award includes two parts: higher education teaching achievement award, teacher award and student award. This year's Award for higher education and teaching results has been awarded 327 awards for textile and garment universities, including 26 first prize, two prize, 62 and three awards. The teacher award and student award were carried out in 14 universities and 2 vocational colleges. A total of 1 teachers, 22 teachers, 22 special prizes and 152 student prizes were selected. The awarding projects are mainly focused on talent training mode, professional construction, curriculum reform, practical teaching, double creation education, discipline competition, integration of production and education, etc., and are the creative achievements of the vast number of educators in education and teaching. The award-winning teachers and students are the advanced representatives of excellent teachers and students in textile colleges and universities. Their advanced deeds reflect the great achievements made by teachers and students in teaching, learning, and teaching reform.

The 2019 annual award for knitting underwear innovation award has been awarded to 10 projects. It has focused on the innovative achievements of knitted underwear industry in the development of functional knitting products, the construction of knitting supply chain platform, and the upgrading of underwear equipment. In 2019, the reward of textile skilled personnel was carried out around the labor skills competition and vocational skills competition. According to the regulations of the China Textile Federation on the management of labor skills competition in the national textile industry and the evaluation method of the outstanding contribution units in the national textile industry training, the 24 comrades, such as Zhang Xueming, have been awarded the honorary title of "the technical expert of the national textile industry", and 5 units, such as Lu Tai textile and Limited by Share Ltd, who made outstanding contributions to the training of skilled personnel in the textile industry. According to the spirit of the notice of the Ministry of human resources and social security on organizing the 2019 China skills contest, the China Textile Federation and the China employment technology guidance center of the Ministry of personnel and social affairs and the China finance and trade tobacco textile union jointly sponsored the "2019 national textile industry warp knitting and garment plate making master's vocational skills competition". Together with the China finance and trade tobacco textile Union, the national textile industry Weaver weaving, weaving, and textile equipment maintenance skills competition was held in 2019. According to the stipulation of the competition award, 30 top six athletes in the five professional finals of warp knitting, garment making, weaving, warping and textile equipment preservation were awarded the honorary title of "technical expert of the national textile industry" awarded by the China Federation of textile industry. In 2019, the State Council issued the action plan for vocational skills upgrading (2019 to 2021), and defined policy guarantee in training groups, training subjects and training subsidies. Vocational skills upgrading has become a key measure for the country to maintain employment stability, ease structural employment conflicts and promote economic transformation and upgrading. China Textile Unicom has carried out vocational skills competition and skilled personnel reward work, will further stimulate the vast number of workers to learn new technologies, grasp new skills, strive for good craftsmen's endogenous motivation, and provide strong technical talents support for the textile real economy turning to high quality development.

New situation and new changes

At present, as the global economic growth continues to slow down, countries have increased investment in research and development, technological innovation has been unprecedentedly active, innovative achievements have emerged one after another, the competitive situation of science and technology among countries has intensified. The world's big technology giants have strengthened strategic and targeted layout in basic technology fields such as gene editing, quantum, artificial intelligence, and information technology, energy and advanced manufacturing, so as to ensure that they keep up with the new wave of technological revolution and grasp the opportunities for development so as to form asymmetrical strategic advantages. Global technology is expected to break through many new areas in the new round of technological revolution and will have a profound impact on the global economy and international relations. In the future, the global industrial structure and business model will also continue to take on a new look. The influence of scientific and technological factors on the comparison of state power, the evolution of war forms and the composition of national diplomatic resources will further increase, thus promoting the evolution of the international pattern. At the same time, under the influence of the zero sum competition thinking and the "self priority" concept of the superpower, many uncertain factors have become the most prominent variables affecting the global science, technology, economy and military pattern. The globalization and trade protectionism and technology blockade intertwined, and strongly impacted the rules and order that the international society has formed and operated for decades. This has brought great uncertainty to the world's political, economic and military structure and technological development environment, and the spillover effect and diffusion efficiency of technological innovation in the global scope have obviously declined, which has a profound impact on the future development trend.
Under the new situation of deep adjustment of world political and economic structure and scientific and technological innovation as the major battlefield of great power strategic game, China's science and technology development is facing major opportunities and challenges again. As pointed out by general secretary Xi Jinping, the world is in a great change in the past century. This great change involves both opportunities and challenges. The new revolution in science and technology and industrial transformation is a major strategic opportunity for us to face in the future. At present, the frontier of science and technology in the world has breeds significant breakthroughs. The trend of cross convergence is more obvious. The basic research, applied basic research and technological innovation are driving each other, and the innovation mode is changing to networking and ecology. New technologies such as artificial intelligence, quantum computation, brain science and gene editing have speeded up the breakthrough and disruptive innovation has continued to emerge. The technological orbit change brought by the new technological revolution has provided a rare opportunity to catch up with China's science and technology innovation.
In the past 70 years since the founding of the people's Republic of China, the bugle from the beginning of the founding of new China to the march of science has come to the conclusion that science and technology are the first productive forces in the reform and opening up. From the new century, strengthening the capability of independent innovation to the full implementation of the innovation driven development strategy after the eighteen party, and then establishing innovation are the first driving force for development. Under the correct leadership of the party, generations of scientific and technological workers are working hard and making unremitting efforts. China's scientific and technological strength has grown with the development of the economy, and has achieved a historic leap from difficult to follow, run, run and even lead. In 2018, China's scientific and technological innovation capability was greatly enhanced, and the main indicators of scientific and technological innovation steadily increased. The total R&D expenditure of the whole society accounts for 2.18% of the total GDP ratio; the total number of R & D personnel in the whole year is 4 million 190 thousand years, ranking the first in the world; the comprehensive innovation capacity of the country ranks seventeenth in the world; the total number of international scientific papers and the number of cited times are second in the world; the amount of invent patents is 1 million 540 thousand, accounting for 46.4% of the world's total, ranking the first in the world; the contribution rate of scientific and technological progress exceeds 58.5%; the number of hi-tech enterprises exceeds 18 000, and the number of small and medium sized enterprises in science and technology has broken through 13 million; the turnover of the national technology contract is 1 trillion and 780 billion yuan. China has become a major technological innovation country with important international influence, expanding its influence and contribution in the global innovation territory, and entering the historical stage from quantity accumulation to qualitative leap, point breakthrough to system capability upgrading.
At the same time, China's textile industry has also achieved all-round and deep development. It has become an important supporting force for building a modern socialist country, building a well-off society in an all-round way, promoting innovation and development, promoting the construction of human destiny community and regional economic development, playing an increasingly important role in serving the overall situation of the country and meeting the people's needs for a better life. The textile industry will become one of the most potential industries in China to take the lead in entering the world's manufacturing powerhouse. According to the data of the fourth national economic census (2018), 329 thousand enterprises in China's textile industry accounted for 9.5% of the total industry, accounting for 10.1% of the manufacturing industry. The number of employed persons was 11 million 32 thousand, accounting for 9.6% of the total industry, accounting for 10.5% of the manufacturing industry, and the total number of wholesale and retail workers reached 16 million 120 thousand. The total assets amounted to 50111 billion yuan, accounting for 4.8% of the national industry, accounting for 6.2% of the national manufacturing industry. In 2018, China's textile fiber processing totaled 54 million 600 thousand tons, accounting for more than half of the total world fiber processing. China's textile and garment exports amounted to US $276 billion 730 million, accounting for more than 36% of the world's total. From the supply of raw materials, design and research, to textile processing, finishing, operation and sales, China's textile industry has become the largest industrial body with the largest volume and the most complete industrial system in the world. The capability of independent innovation in the industrial chain has been continuously improved, and significant breakthroughs have been made in the fields of high performance, high functional fiber materials, high-end equipment manufacturing and industrial textiles. In 2018, China's textile industry R & D (R&D) invested 47 billion 100 million yuan, accounting for 3.60% of the national industry, and the intensity of R & D input was 0.88%, which increased by 0.41% compared with that of 5 years ago. Compared with 5 years ago, the number of textile industry practitioners in China decreased by 3 million 675 thousand, total assets increased by 404 billion 700 million yuan, and the per capita assets increased by 150 thousand yuan, which fully reflected the effectiveness of science and technology in improving the quality and efficiency of the industry. Since 2011, 28 scientific and technological achievements in the whole industry have been awarded the national science and technology award, of which two have won the first prize of national science and technology progress. "Innovation driven technology industry, culture led fashion industry and responsibility oriented green industry" have become the new positioning and strategic focus of China's textile industry to promote high-quality development. However, we should also fully recognize the imbalanced problems existing in China's Textile Scientific and technological work, such as the challenges brought to the industry by the gradual weakening of the advantage of late development, the shrinking space for learning and absorbing foreign advanced technology, the declining marginal benefit of R & D investment, and the low intensity of R & D input and low conversion rate resulting from low industrial concentration. In the future, replacing technological imitation with frontier technological innovation will become an important driving force for the transformation and development of new and old energy in China's textile industry.
(two) new concerns for textile technology in the future
1, keep abreast of the trend of the times, and actively integrate into the development trend.
Every age has breakthroughs in technology and the prosperity brought by technological breakthroughs. In 1760, technology was replaced by machines instead of handcrafts. In 1850, the technology that mankind broke through was the widespread use of electrical appliances, and the world entered the electrical age. Since twenty-first Century, new technologies such as big data, cloud computing, Internet of things, artificial intelligence and block chain have springing up. The digital economy is profoundly changing the way of human production and life. The fourth industrial revolution brought about by the new manufacturing mode of intelligent manufacturing, digital manufacturing and network manufacturing, which is based on material technology, information technology and manufacturing technology, will have a far-reaching impact on the future development direction of the manufacturing industry.
Recently, "block chain" has become a hot topic of public opinion. In the eighteenth collective learning of the Central Political Bureau in October 24th, general secretary Xi Jinping stressed that the integrated application of block chain technology played an important role in new technological innovation and industrial transformation. The Politburo collective learning aims at the forefront of technological change, showing the direction of the Party Central Committee in scientific and technological work, grasping power, forward-looking judgement and future foresight, and letting the "block chain" into the public view, becoming a common concern of financial capital, real economy and public opinion. At present, the application scene based on block chain technology has extended from the financial field to the real economy, covering the financial fields such as supply chain finance, mutual assistance insurance, clearing and settlement, and asset transactions. It also covers the non-financial fields such as commodity traceability, copyright protection, medical treatment, logistics, electronic certificate storage, and e-government. In the textile industry, block chain technology can run through the whole life cycle of the product. It can not only enhance the transparency and traceability of the textile and apparel value chain, but also improve the credibility and brand degree of the product. Block chain technology is expected to become one of the basic technologies of the fourth industrial revolution, and organic integration with big data, cloud computing and artificial intelligence will greatly enhance the operational efficiency of the real economy and promote the transformation and upgrading of the manufacturing industry.
Historically, a technology driven social transformation has occurred many times. They usually follow a pattern: new technology + original industry to create new industries. Since the beginning of the industrial revolution, several major technological revolutions have followed similar rules. First, most of the existing industries generate new industries with new technologies. Secondly, not every enterprise is engaged in the manufacture of new technology products, and more often they use new technologies to transform their original industries. In history, entrepreneurs who consciously or unconsciously accept this rule often come to the top of the wave in the next new era. Every technological revolution will bring forth new ways of thinking and business. Only when we keep pace with the new era in thinking and action can we remain invincible in the future business. In the integration of industry and new technology, the textile industry should be said to have the most historical origin. The first industrial revolution marked the invention of the Jeanne spinning machine, which increased the spinning efficiency by more than 40 times. With the rapid development of science and technology, continuous absorption of new technologies and active integration into the development trend of science and technology in order to keep the industry's continuous innovation is the only way to ensure China's textile industry to remain invincible.
2, technology has become an important force in guiding consumption.
As China's supply side and demand side force at the same time, consumption upgrading has been integrated into people's daily life unconsciously. Technology has become an important force to guide consumption. Especially in recent years, "black technology +" products are frequently seen in people's consumption vision. Whether electronic products or household appliances, outdoor sports equipment and intelligent wearable clothing, more and more new materials, new technologies, new processes and so on have been applied to various products by businessmen, which has become the highlight of commodity publicity. Moreover, with the development of education in China, the cultural level and scientific literacy of consumers have been continuously strengthened, and the technological elements of commodities have gradually become an important factor in consumer choice. According to KPMG global survey, Chinese consumers are leading the world in identifying new technologies. More than half of the surveyed Chinese consumers are very interested in new technology. Whenever new products come out, the market will take the lead in buying, which is much higher than the global average of 29%. In recent years, all kinds of hot public platforms in China have confirmed the above research.
3. A re recognition of textile based on the industrial revolution of fiber material.
With the development of genetic engineering, polymer synthesis, nano materials, semiconductor electronic devices and many other disciplines and technologies, the connotation of fiber materials has changed greatly. A new type of basic material based on fiber materials, which has many materials, multi structure, multi-function, super performance and greening, can sense, calculate, store energy, communicate and execute. This new generation of fiber, which is known as "revolutionary textile fiber" internationally, will become the basis of functional textiles, smart textiles and advanced industrial textiles, and will have a disruptive and revolutionary impact on many traditional and emerging industries. The developed countries such as the United States, Japan and Germany have taken the lead in realizing the revolutionary impact of the new generation of fibers, and have issued relevant national strategies or plans in succession. They understand and sketch the industry from the strategic height of dozens of industrial fields and the time span after 20 years' overlooking, and through technological breakthroughs, product innovation and cross-border integration, are expected to take the lead in the new generation of fiber development.
At the same time, the new generation of fiber materials will also have a far-reaching impact on the future textile design and manufacturing technology. In product design, in the past, we mostly started from fiber characteristics and fabric structure, and in the future, we could edit and design the fiber structure from the application end, and directly achieve the desired product functions. In manufacturing technology, the new generation of fiber materials not only brings new requirements for the traditional spinning and weaving process and equipment, but also will gradually adopt new manufacturing technologies such as modeling, simulation, three-dimensional knitting and 3D printing. The new generation of fiber and textile products will surpass the traditional concepts of wearability and aesthetic feeling, and have high performance in terms of power, heat and electricity, and integrate new applications such as data transmission and energy storage. At the 2019 Frankfurt industrial textiles exhibition, through the exhibition space of "city life - the future city", high-tech textiles, such as intelligent textile, architecture and civil engineering, automobile, medical, sports and dangerous protection, were displayed to show people a wonderful future textile world.
In short, fiber is a basic material form of building natural things. As a rigid, flexible and diversified manufacturing technology, textile industry will expand its application scope in many fields such as beautifying life, health care, environmental protection, geotechnical engineering, construction, national defense industry, safety protection, transportation, new energy, food and so on in the new round of industrial revolution.
Three, several suggestions for the next step of textile science and technology work.
In his speech at the 40th anniversary session of the reform and opening up, general secretary Xi Jinping pointed out: "we must persist in the idea that innovation is the first driving force and the talent is the first resource, implement the innovation driven development strategy, improve the national innovation system, accelerate the independent innovation of key core technologies, and create a new engine for economic and social development." Scientific and technological innovation has become the decisive force to enhance the comprehensive strength and international competitiveness of the country, and its position and role in the overall development of the party and the state have become more prominent. China's textile industry is closely related to the direction of scientific and technological innovation strategy of the party and the state, facing the world's leading edge of science and technology, facing the major needs of the state, and facing the main battlefield of the national economy. It is based on the strategic goal of building the "three steps" of the innovative country, based on the key areas to seize the commanding heights of the new round of technological revolution in the world and foothold the comprehensive improvement of the supply capability of China's textile science and technology innovation. The research and development of the "textile and industry" 14th Five-Year "science and technology progress outline" has been compiled, and the frontier technology has been strengthened, and the direction of scientific and technological innovation has been adjusted in a timely manner to lead the industry to develop with high quality.
(1) strengthening frontier research in key areas and leading the development of science and technology in the industry.
On the basis of the national medium and long-term scientific and technological development plan and the roadmap of the key industry technology development, the textile industry in China will carry out science and technology attack in the four directions of new fiber materials, advanced textile products, green manufacturing and intelligent manufacturing for a long time in the future.
1. new fiber materials. We should focus on breakthroughs in the preparation and application technologies of basic fibers, key strategic fibers and cutting-edge fibers, and research and develop advanced functional, high simulation, bio based and other basic fibers, high-performance T1000, M55 carbon fiber, para aramid fiber and other key strategic fibers, as well as nanofibers, smart fibers, biomedical and other cutting-edge fibers. By the end of 2025, the overall technical level of advanced functional, biodegradable, degradable and other basic fibers has reached the international advanced level. The large-scale manufacturing technology of carbon fiber T1000 and aramid 1414 is close to the level of developed countries.
2. advanced textile products. We will focus on developing textiles for emergency and public safety, textiles for geotechnical construction, marine textiles, textiles for environmental protection, textile composites, medical and health textiles, and high-end consumer textiles. By 2025, we have basically completed a more comprehensive innovation system for the industrial textiles industry. The industry's technological innovation capability and international competitiveness have been significantly enhanced, which basically meets the market demand for downstream applications. Advanced industrial textiles have been applied in bulk in the fields of safety protection, infrastructure construction, marine engineering, environmental protection and other fields, and the localization rate has increased by 20%; most of the functional textile fabrics are in the leading position in the world.
3. textile green manufacturing. We should focus on developing green chemicals, efficient textile chemicals and short flow printing and dyeing technology, non-aqueous medium printing and dyeing technology, low-temperature energy-saving printing and dyeing technology and recycling fiber recycling technology. By 2025, the energy consumption of printing and dyeing industry has been reduced by more than 20%, the water reuse rate of the whole industry has reached 40%, and the utilization rate of waste chemical fiber textile regeneration resources has reached over 10%.
4. textile intelligent manufacturing. The key technologies and equipment such as textile robot, intelligent textile detection, short process Textile Technology, intelligent weaving, intelligent dyeing and finishing, intelligent sewing and other key technologies and equipment should be studied. The intelligent factory building of spinning, chemical fiber, printing and dyeing, knitting, nonwovens, garments and home textiles will be promoted, and a textile intelligent manufacturing standard system will be formed. By 2025, the textile machinery industry will be transformed from mid to low to middle and high-end. The automation, digitization, intelligent equipment and intelligent manufacturing level of chemical fiber, spinning, weaving, printing and dyeing industries will reach the international advanced level; the textile and garment industry will achieve mass customization; and the spinning intelligent factory will achieve less than 15 employees.
(two) strengthening the top-level design of textile science and technology innovation in the new era

We should thoroughly study and understand the core and profound connotation of general secretary Xi Jinping's important exposition on scientific and technological innovation, improve the party's leadership system for scientific and technological work, give full play to the party's leading political advantage, improve political standing, and ensure that textile science and technology work is consistent with the Party Central Committee in terms of political position, political direction, political principles and political path.
2, stick to basic research and strengthen the foundation of textile science and technology innovation. "The roots are deep enough for the leaves to grow." Basic research is the foundation of science, the source of technology, the fundamental way to enhance the ability of original innovation, and the foundation of building the world's textile and technological power.
