On March 24, the executive meeting of the State Council proposed to support enterprises' online negotiation and online exhibition, actively grasp orders and promote cooperation in view of the shrinking trend of foreign demand orders. This is the second time in half a month that the executive meeting of the State Council has made arrangements for foreign trade work.

"At present, the main difficulties faced by China's foreign trade enterprises have shifted from the supply side to the demand side. With the spread of the overseas epidemic, the signs of shrinking external demand are obvious, and the loss of orders is beginning to appear. What foreign trade enterprises are facing is no longer the problem of returning to work and production, but the problem of sales market after returning to work and production. " Liu Xiangdong, Vice Minister of the Economic Research Department of China International Economic Exchange Center, said in an interview with Securities Daily on March 25.

Jiang Fan, a first-class inspector of the foreign trade department of the Ministry of Commerce, said recently that at present, the epidemic of new crown pneumonia is spreading all over the world. Production, consumption and other fields in some countries are under impact. Trade activities are reduced and the downward pressure on the global economy is increasing. In the near future, foreign trade enterprises may encounter problems such as weak external demand and reduced orders.

Liu Xiangdong said that at present, affected by the epidemic situation, foreign trade products and industries supporting overseas production and demand are first affected. For example, there will be insufficient demand for shoes and bags in various countries.

Tao Jin, a senior researcher at Suning Financial Research Institute, told Securities Daily that the impact of the epidemic on consumption and production in many countries around the world is extensive. In addition to daily necessities and some medical products, agricultural products, textile and clothing and other fields have been affected to varying degrees.

How should foreign trade enterprises deal with it? Tao Jin believes that with the gradual recovery of domestic demand and the increase of orders, foreign trade enterprises can "save themselves" by expanding the domestic market.

"At this stage, foreign trade enterprises need to explore diversified markets, adjust product mix, seize the opportunity of domestic consumption recovery, make good use of domestic demand market, and actively use modern technology to expand network orders." Liu Xiangdong said.

In order to minimize the impact of the epidemic on foreign trade enterprises, the Ministry of Commerce and other departments have recently issued intensive policies to stabilize foreign trade, and local governments are also taking active actions.

Tao Jin believes that, first of all, relevant departments need to give preferential policies to foreign trade fields that are greatly affected by the epidemic situation, and implement targeted support measures, especially through credit and financial subsidies, to help foreign trade enterprises tide over cash flow difficulties. Secondly, the local government can take on the role of the foreign trade department in the extension of the contract. In addition, it provides training and information integration services for foreign trade enterprises to transfer business, and help enterprises obtain various new orders as soon as possible.

In Liu Xiangdong's view, in view of the shrinking trend of foreign demand orders, the relevant departments should first introduce structural tax reduction and fee reduction policies, and provide credit support such as discount interest to support enterprises to tide over difficulties. At the same time, they should actively help enterprises expand effective demand market, stimulate domestic and external consumption potential, and obtain stable orders.
