At present, foreign trade export is blocked and domestic demand is insufficient, which has become the main factor restricting the resumption of work and production in various cluster areas.

Lack of demand leads to work stoppage in some areas

According to the reflection of local clusters, the current factors restricting enterprises to return to work and production are: shortage of orders (24 times), financial difficulties (14 times), shortage of workers (12 times), shortage of raw materials (9 times), others (5 times), poor logistics (2 times), and shortage of epidemic prevention materials (0 time). Among them, the five regions that filled in "others" still reflected the problems of insufficient orders and insufficient workers, specifically: foreign trade Stagnation (3 times), overstock of products (1 time), and no rework of Hubei workers (1 time).

Compared with the situation reflected in the past few weeks, the problem of epidemic control has not been mentioned, which indicates that the administrative control on the resumption of work in the investigated clusters has been fully relaxed (including Hubei Province); the factor of insufficient epidemic prevention materials has not been mentioned, indicating that the protective equipment such as masks in various regions of China has basically met the demand for returning to work.

At present, the factor of insufficient orders has climbed to the top of all kinds of problems, far more prominent than other problems, and has become the most important factor affecting the resumption of work and production of enterprises. According to the survey results, compared with the previous week's situation, the increase in the number of workers returning to work has slowed down. In addition, the main reasons for the outbreak of foreign trade and domestic consumption in the same period have not yet recovered, such as large domestic trade orders and domestic consumption.

The situation of industrial cluster (Park) enterprises returning to work and production is relatively stable

According to the statistics on March 26, the 28 cluster pilot areas (parks) surveyed have 3954 Enterprises above Designated Size, 3917 enterprises have started operation, and the operating rate is 99.06%; a total of 72539 enterprises have been investigated, 62136 enterprises have been started, and the operating rate is 85.66%.

In 28 cluster areas, 770742 original workers of Enterprises above Designated Size have returned to work, 654538 have returned to work, with a return rate of 84.92%; 1419411 original workers of enterprises under the designated size have returned to work, 1010118 workers have returned to work, with a return rate of 71.16%. Overall, the production capacity of cluster pilot areas (parks) has recovered to about 80.33% before the outbreak.

Compared with March 13, since this week (March 20-26), the operating rate of Enterprises above Designated Size and enterprises under planning in the cluster pilot areas (parks) have increased by 3.65% and 10.19%, respectively; the employees' return to work rate of Enterprises above the designated size and those under the planning enterprises has increased by 13.36% and 19.91% respectively; the overall production capacity has increased by 15.33%.
