The survey of garment industry in Guangdong province was conducted for 273 enterprises, 8 industrial clusters and 6 specialized clothing markets. In the survey, 71.2% of enterprises reflected that at present, the start up of the upstream and downstream enterprises in the industrial chain was not synchronized, resulting in poor supply of raw materials and poor sales channels. 54.8% of enterprises reflected that due to the stagnation of sales of entities and defaults on orders, the inventory backlog and liquidity were tight.
In the enterprises that participated in the survey, as of the early March, 68.5% enterprises had gradually resumed their work. The number of reemployment workers accounted for 37.8% of the number of workers employed under normal production conditions, and 31.5% of the enterprises had not resumed work for various reasons. Most enterprises will resume their work in the middle of 3, and about 10% of the enterprises will be fully resumed by the end of April.
Clothing enterprises generally reflect that in the process of resuming work, the company is facing many difficulties and urgent problems to be solved in the supply chain, such as the lack of synchronization in the upstream and downstream enterprises, the reduction of orders, the impediment of workers returning to posts, the poor traffic and logistics, and the lack of protection resources.
From the perspective of industrial clusters resumption, the 8 industrial clusters participating in the survey have begun to gradually resume their work. The average recovery rate in the early March was about 70%. Where the cluster is located, the government actively assists the enterprises in preparing for the resumption of production, establishes confidence in the industry development, and assists in purchasing protective articles. The production oriented industrial cluster reflects that due to the delay in the professional market, the cluster enterprises have no orders, although they have protective conditions, but they can not resume production. Therefore, they hope to facilitate the timely and interoperability of information in the upstream and downstream industries, facilitate the interaction between the cluster production enterprises and the specialized market, and help enterprises in promoting production and sales promotion.
From the perspective of the resumption of professional market, as of the early March, 5 of the 7 representative professional markets that had participated in the survey had resumed work, namely, the white horse clothing market, the red cotton international fashion city, the Guangzhou light textile trading garden, the Xintang clothing trade city and the new China building. Shahe is one of the three major clothing distribution centers in Guangzhou. One of its most famous wholesale markets Wanjia clothing wholesale market was officially resumed in March 17th. Many traders in the market have told reporters that as the factory has not yet fully recovered, most of the current supply comes from pre - Holiday inventory.
"The epidemic did disrupt the rhythm and arrangement of the whole industry chain." According to Bu Xiaoqiang, according to the seasonal sales of clothing industry, the shipment time of summer clothing is in March and April each year. In June and July, it will be transferred to the off-season sales. But at present, the recovery of passenger flow and logistics is not ideal, which will affect the cash flow of enterprises.

In order to reduce the adverse effects brought by the epidemic on the garment industry, Guangzhou has launched 15 measures in February to reduce the rent of small and medium enterprises and individual businesses in the whole city under the 2 month rent. At present, the rent has been reduced by 830 million yuan. The reporter has learned that red cotton fashion city, Chengdu Fashion Plaza and Wanjia clothing wholesale market have announced specific policies on rent reduction and rent relief. Some markets have not only waived two months rent, but also have a certain discount from April to the second half of the year.
However, in Bu Xiaoqiang's view, it seems to be a rent problem on the surface, but in fact, even if the rent free year is not allowed, the sales of businesses can not be revival without passenger flow, logistics and cash flow recovery. "At present, the factors that affect the clothing industry are mainly two aspects. First, the epidemic affects the passenger flow.
