It is learnt that in the spirit of the state's "guiding opinions on promoting the healthy development of small and medium-sized enterprises" and "guiding opinions on promoting the development of small and medium enterprises", the China Textile Federation began planning and formulating the working conditions for the identification and organization of the warehouses in April 2019. In late July 2019, a notice was issued to carry out the declaration of "specialized and special new" small and medium-sized enterprises. During the period from November 2019 to January 2020, the China Textile Federation visited Shanghai, Jiangsu, Zhejiang, Guangdong, Shaanxi and other places, and visited more than 30 enterprises. In April 2020, with the mitigation of the national epidemic situation, the first batch of "special new and special" small and medium-sized enterprises' paper-based materials were submitted to the organization. They received formal application materials from 104 enterprises, and finally passed 95 enterprises.

It is reported that the first batch of small and medium enterprises specialized in the textile industry, which has passed the audit, have strong innovation and creativity. They are outstanding people in the small and medium enterprises. They mainly show the following characteristics: first, they should focus on core businesses and have certain professional production or coordination capabilities.
