General Administration Of Customs: Import And Export Of Cross Border E-Commerce Increased By 26.2% In The First Half Of The Year
On July 2, Gao Feng, a spokesman for the Ministry of Commerce, said that in recent years, as a new form of foreign trade, cross-border e-commerce retail exports have been booming, which has played a positive role in opening up overseas markets, absorbing and stabilizing employment for small and medium-sized enterprises. In 2019, the total volume of cross-border e-commerce retail exports will increase by 60% year-on-year. In the first five months of this year, cross-border e-commerce retail exports increased against the trend, with a year-on-year growth of 12%. Next, the Ministry of Commerce will continue to increase policy, system, management and service innovation to accelerate the healthy and orderly development of cross-border e-commerce. Li Kuiwen, spokesman of the General Administration of customs and director of the Department of statistics and analysis, pointed out that in the first half of this year, the import and export of the customs cross-border e-commerce supervision platform increased by 26.2%, of which the export growth was 28.7%, and the import growth was 24.4%.
Li Kuiwen said that as a new type of trade, cross-border e-commerce has risen against the trend with its advantages of online trading, non-contact delivery and short trading chain, which has played a positive role in coping with the impact of the epidemic for foreign trade enterprises. According to customs statistics, in the first half of this year, the import and export of Customs cross-border e-commerce supervision platform increased by 26.2%, including export growth of 28.7% and import growth of 24.4%. The customs adheres to the concept of "inclusiveness, prudence, innovation and coordination", constantly optimizes the regulatory system, improves the cross-border e-commerce statistical system, and actively supports the orderly development of new trade formats such as cross-border e-commerce.
Li Kuiwen pointed out that since this year, the General Administration of Customs has mainly implemented three reform measures:
First, we will comprehensively promote the regulatory measures for the return of cross-border e-commerce exports. We will explore the establishment of efficient, safe and fast channels for cross-border e-commerce export returns, solve the problem of "difficult return" of cross-border e-commerce exports, and fully support cross-border e-commerce export enterprises to "sell the world".
The second is to carry out cross-border e-commerce business to business (B2B) export pilot. The "9710" and "9810" trade modes were added, and pilot projects were carried out in 10 customs offices of Beijing, Tianjin, Nanjing, Hangzhou, Ningbo, Xiamen, Zhengzhou, Guangzhou, Shenzhen and Huangpu Customs, opening a new journey of large-scale "global sales" cross-border e-commerce. Enterprises adopting the new mode of customs clearance can enjoy the convenience measures of one-time registration, one-point connection, simplified declaration, priority inspection, allowed customs transfer, and return account management. Small and medium-sized and micro enterprises can also choose more convenient customs clearance channels for goods with low single ticket value, and goods transacted in online exhibitions such as Guangzhou Fair can also be applied to enjoy customs clearance convenience under the new regulations. As of the first week of the pilot project on July 7, 10 pilot customs have checked and released 266000 pieces of cross-border e-commerce B2B export declaration forms and declaration lists, with the value of 250 million yuan. The export goods mainly include clothing, shoes and hats, small household appliances, intelligent office furniture, mobile phone accessories, outdoor products, etc., and the export target countries are mainly Europe, the United States and Southeast Asia.
Further cooperation with other countries in the field of cross-border e-commerce and e-mail service, such as cross-border e-commerce rules and cross-border e-mail service, should be further studied and improved with the international postal service organization.
