Relevant matters are notified as follows:

Objectives

Focusing on improving the basic industrial capacity and the modernization level of the industrial chain, we should adhere to the combination of cultivating excellent enterprises and strengthening industries, adhere to the innovation driven, market driven, up-down linkage, and continuous promotion. With the optimization of the environment and accurate service as the guarantee, we should cultivate "specialized, special and innovative" small and medium-sized enterprise groups, and promote the enterprises to be specialized, refined, big and strong by classification. On the basis of cultivating "specialized, special and new" SMEs and products identified by the provincial competent departments of small and medium-sized enterprises, we should continue to strengthen the cultivation of "small giant" enterprises with high-quality, promote their technological innovation ability, market competitiveness and brand influence, and significantly enhance their status and role in the supply chain of the industrial chain, so as to promote the high-quality development of small and medium-sized enterprises.

Cultivation conditions

(1) basic conditions

1. The small and medium-sized enterprises registered in the people's Republic of China with industrial and commercial registration, continuous operation for more than 3 years and with independent legal person status meet the provisions of the standard for classification of small and medium-sized enterprises (No. 300 [2011] of the Ministry of industry and information technology), and belong to the "specialized, special and new" small and medium-sized enterprises recognized or cultivated by the competent departments of small and medium-sized enterprises at the provincial level And other small and medium-sized enterprises with strong innovation ability and outstanding market competitive advantage.

2. Adhere to the professional development strategy, focus on and deeply cultivate in a certain link or product of the industrial chain for a long time, and provide key parts, components and supporting products and professional production complete sets of products for large enterprises and large projects. The leading products of enterprises have a high market share in domestic subdivided industries.

3. It has the ability of continuous innovation, and has achieved remarkable benefits in R & D and design, production and manufacturing, marketing, internal management and other aspects, which has certain demonstration and promotion value.

4. Standardized management, good reputation, strong sense of social responsibility, leading production technology, technology and product quality performance in China, with good brand influence. The enterprise attaches importance to and implements the long-term development strategy, attaches importance to the construction of talent team. The core team has a good professional background and strong production and operation ability, and has the potential to develop into an international leading enterprise in related fields.

In the past three years, the enterprise has not provided any false information, which is in violation of the law, has been recommended by the enterprise, and has not been provided with any other illegal information or accident in the past three years; it has not been provided with any other illegal information or safety information in the past three years.

(2) key areas

The leading products of specialized, special and new "little giant" enterprises should be in line with the key fields listed in the "four basic" development catalog of industry, and their market segments belong to the core basic parts, advanced basic processes and key basic materials of the manufacturing industry; or they should be in line with the top ten key industrial fields with clear strategy of manufacturing power, and belong to the relevant products in the technology roadmap of key fields, or belong to the industry The key links and key fields of the industry chain supply chain are "complementary board" products; or they belong to the pillar and advantageous characteristic industries which are encouraged by the state and provinces (regions and cities).

(3) special conditions

1. Economic benefits. In the last year, the business income of the enterprise was more than 100 million yuan, and the average growth rate of the main business income or net profit in the past two years reached more than 10%, and the asset liability ratio of the enterprise was not higher than 70%.

2. Degree of specialization. The enterprise has been engaged in specific market segments for 3 years or more, and its main business income accounts for more than 70% of its business income. Its leading products enjoy high popularity, and the market share of market segments is in the top three of the province (if there are multiple main products, there should be direct correlation between the products).

3. Innovation ability. In the past two years, the proportion of R & D expenditure in the operating revenue of the enterprise shall not be less than 3%, and the proportion of scientific and technological personnel engaged in R & D and related technological innovation activities in the total number of employees of the enterprise shall not be less than 15%. By the end of 2019, it has 2 valid invention patents (including exclusive rights of integrated circuit layout design) or 5 or more utility model and design patents related to main products. The enterprise has the core technology and scientific and technological achievements with independent intellectual property rights, and has a good ability to transform scientific and technological achievements. The R & D institutions established by the enterprise itself or jointly with institutions of higher learning and scientific research institutions shall have the necessary conditions or environment for technological development instruments and equipment to complete the task of technological innovation (the establishment of technical research institutes, enterprise technology centers, enterprise engineering centers, academician expert workstations, post doctoral workstations, etc.). At least one core business is supported by information system in R & D design, manufacturing, supply chain management and other links.

4. Operation and management. The enterprise has a complete fine management plan and obtained the relevant quality management system certification. The enterprise implements systematic brand cultivation strategy and achieves good performance, and has its own brand (including intangible cultural heritage, geographical indication trademark, etc.). The enterprise's products are produced in accordance with international, domestic and industrial standards, or the products have passed the product certification of developed countries and regions (industry certification of International Standards Association).

Organization and Implementation

According to the regional distribution of small and medium-sized enterprises in the fourth national economic census and the strength of financial support in different regions, our ministry has determined the number of places recommended by provincial departments in charge of small and medium-sized enterprises (Annex 1). Those who exceed the recommended quota will not be accepted; those who have been listed as the single champion of the manufacturing industry announced by our ministry will not be recommended for submission.

(1) recommendation and preliminary examination. The competent departments of small and medium-sized enterprises at the provincial level shall be responsible for organizing the recommendation and preliminary examination. Fill in the "provincial-level special talents" application form of "small and medium-sized enterprises in 2020" (Annex 2). The preliminary examination and verification shall be carried out in strict accordance with the preliminary assessment indicators (4 essential indicators and 10 optional indicators) listed in the application form, and the "supporting materials" (Annex 3) shall be referred to for preliminary examination and verification, and recommendations shall be put forward.

(2) examination and publication. The Ministry shall organize the review of the recommendation materials submitted by the competent departments of small and medium-sized enterprises at the provincial level. According to the audit results, determine and release the second batch of specialized and special new "little giant" enterprises.

3. Dynamic management. The term of validity of "little giant" enterprise is 3 years. Our department will review the enterprises selected for more than three years, and the enterprises that do not meet the requirements or do not submit the review application materials will be cancelled. If any false declaration or illegal behavior is found within the validity period, it shall be revoked immediately after verification.

(4) declaration method.

1. The method of online filing and paper submission is adopted.

2. Enterprises shall fill in and upload relevant materials online before August 7 according to the application materials listed in this notice through the online submission system of "specialized, special and new" small and medium-sized enterprises (zjtx.miit.gov.cn, technical support telephone: 18217433058). The application materials should be submitted to the provincial authorities for preliminary examination, and the documents need not be properly printed and kept.

(5) submission requirements. All provincial departments in charge of small and medium-sized enterprises are requested to send official documents with official seal, recommendation summary form (Annex 4) and paper copies of application form (in duplicate) by August 21, EMS to small and Medium Enterprises Bureau of Ministry of industry and information technology (No. 13, West Chang'an Street, Beijing, 100804).

(1) strengthen gradient cultivation. All localities should improve the policies and measures for gradiently cultivating "specialized and special new" small and medium-sized enterprises and "small giant" enterprises, establish a working mechanism of coordination and joint promotion of departments, strengthen the guidance, support and service of cultivating enterprises, and establish phased work objectives, tasks and measures to ensure the actual results of the work.

(2) improve service. All localities should strengthen precision services, support enterprises to strengthen the construction of technological innovation capacity, carry out collaborative innovation of industry, University and Research Institute, accelerate the digitalization, networking and intelligent transformation, deepen financing services, and help enterprises solve difficulties.

(3) focus on demonstration and guidance. All localities should conscientiously sum up the experience and practice of cultivating specialized, special and new "little giant" enterprises, pay attention to its demonstration and leading role, guide the majority of small and medium-sized enterprises to take the development path of "specialty, specialty and innovation", and constantly improve the professional ability and level of enterprises.
