Dahua Yao Autonomous County is located in the middle reaches of Hongshui River in Guangxi, at the junction of Hechi, Nanning and Baise. The subtropical monsoon from the Indian Ocean should have brought mild and humid conditions for cultivation here. However, due to the dense peak cluster and karst landform, Dahua County has been a national poverty-stricken county for many years.

According to the data, at the end of 2015, there were 104400 poverty-stricken people with a poverty incidence rate of 25.8%. Dahua County is one of the four extremely poor counties in Guangxi, and has also become the national supervision county.

Tiandong County, adjacent to Dahua County, has a slightly optimistic geographical and natural conditions, but it is also one of the poor counties. They are all the objects that the state and social forces help to get rid of poverty.

After years of struggle, the good news finally came. On October 27, 2020, Yang Longwen, Secretary of the Party committee of Dahua County, said that the "nine have one complete" target of poverty alleviation in Dahua County has reached the standard. After the acceptance of the higher authorities, the poverty incidence rate of the whole county will be zero, and the goal of poverty alleviation will be achieved.

In 2020, Tiandong county will also achieve the goal of lifting 890 people out of poverty. It is expected that Tiandong county will announce the end of the year to eliminate poverty.

Looking back on these five years, the great changes in Dahua County and Tiandong county can not be separated from the efforts of local people. They actively embrace new technologies, develop new industries, and create a "golden rice bowl" to get rid of poverty and seek wealth with both hands. The involvement of social forces can not be ignored. Enterprises such as country garden also come to this land to introduce vocational training, meet market demand and match relevant resources 。

After benefiting from targeted poverty alleviation, how Dahua County and Tiandong county can get rid of poverty and not return to poverty, stimulate endogenous power, and then realize rural revitalization has become an important proposition in the new development stage.

Employment and industry linkage

For many people in Dahua and Tiandong County, the most important thing to get rid of poverty is to get employment and have a job.

Wei Chunyu's family, from Zhushan village, Yalong Township, Dahua County, have lifted themselves out of poverty by starting their own businesses. At the end of 2019, Wei Chunyu and his wife tried to open a breakfast shop with their savings for many years, but the sudden epidemic hit the catering industry and forced the store to close.

Also in 2020, country garden will carry out three major skills training projects in Dahua County. Among them, the free training for Cantonese cooks is planned to cover 380 people.

Wei Chunyu is one of the beneficiaries. After a month's training, Wei Chunyu's cooking skills have improved significantly. Using the skills learned in the training, Wei Chunyu began to supply Guangdong sausage noodles. The business of the breakfast shop is getting better and better. It has become a network red shop around. The nearby primary school students and parents like to eat it. The demand exceeds the demand every day. The running water of breakfast time alone is 700 yuan a day.

Wei Rongjian, from Shengli village, Yalong Township, Dahua County, benefited from industrial support and became his own boss.

In 2018, after an in-depth visit and investigation, country garden poverty alleviation team decided to mobilize farmers to develop dry lotus root processing industry. In addition, the corresponding agricultural assistance policies were gradually implemented. Wei Rongjian, who planted dry lotus root, seized the opportunity of award and compensation, contracted more than 30 mu of land in Shengli village of "nine points of stone and one part of soil", becoming the largest dry lotus root household in the village.

Dry lotus root vermicelli is a special product of Shengli village. Its quality is higher than the average market level. In addition to helping individuals, country garden also donated money to upgrade the infrastructure of the dry lotus root flour factory and vigorously develop this characteristic industry.

In recent years, Wei Rongjian's dry lotus roots are all good harvests. The annual income of selling dry lotus root can be increased by about 40000 yuan. Because the dry lotus root is easy to take care of, Wei Rongjian can also work as a casual worker in his spare time, with an annual income of 70000-80000 yuan. Now, Wei Rongjian has built a small building with the income of planting lotus root.

The linfuquan family in Tiandong County, next door, benefited more from industrial poverty alleviation. He is a registered household in Tiandong County in 2016. He has five members in his family. Lin Fuquan is physically disabled due to traffic accident, and his working ability is weak. His father, Lin Qinglan, is 70 years old. His two children have reached school age. Only his spouse Xu Liufeng is the only healthy labor force.

By the end of March 2019, Lin Fuquan, Liao Chuangfu, Li Maohua and others independently established Tiandong County yingshou planting and breeding professional cooperative, which promoted the employment of 18 poor households around.

In 2019, Linfu's annual income is nearly 50000 yuan, and the cooperative's employees have a monthly income increase of 1000 yuan. Now, Lin Fuquan is determined to build linfenghe pickled cabbage into a brand of agricultural and sideline products in Tiandong county and even Guangxi, and lead everyone to the road of poverty alleviation and prosperity.

Seedling industry is one of the pillar industries in Tiandong county. Zhou Meili is a deep poverty-stricken household in Tiandong county. In July 2018, the nursery stock industry targeted poverty alleviation base of country garden Tiandong county was established in bubing village, Xiangzhou town. Zhou Meili is one of the first batch of workers to work in the base.

When it comes to 2019, Zhou Meili has become the leader of the migrant villagers, responsible for the villagers' daily work management, seedling breeding training for new employees and daily staff attendance and clock in. The accumulated income has increased by over 90000 yuan, and the family has been lifted out of poverty, so there is no need to worry about the living expenses of children. At present, the nursery stock base can receive 2 to 4 batches of orders every day, and more than 50 batches of seedlings will emerge after returning to work.

Industry and Rural Revitalization

"I believe that industrial poverty alleviation is the most important and fundamental strategy in poverty alleviation." Yang xueru, deputy director of the agricultural industry research center of South China Agricultural University and head of the Department of agriculture and Commerce of the school of economics and management, said that in the fight against poverty, endogenous and sustainable local industrial development is the only choice to consolidate the local economic foundation.

This is also deeply perceived and promoted by the enterprises and social forces involved in poverty alleviation such as country garden. Back in June 2018, country garden sent poverty alleviation team members to Dahua County and Tiandong county to carry out targeted poverty alleviation work, and innovatively launched "4 + X" poverty alleviation methods, such as party building poverty alleviation, industry poverty alleviation, education poverty alleviation, employment poverty alleviation, consumption poverty alleviation, etc., to supplement the government's poverty alleviation forces from the perspective of enterprise.

Among them, industrial poverty alleviation is the core.

He Lianban, a member of country garden's poverty alleviation team, has been working for two years. Growing up in the countryside, he quickly adapted to the village life and enjoyed it. He has become an old acquaintance of the villagers in Dahua County, and has a deeper understanding of the rural life, local conditions and customs of Dahua County. In his view, the key to poverty alleviation is to promote industrial development and enable local people to have a long-term living security.

In Shengli village of Dahua County, only one beef cattle breeding project was promoted. Country garden helped about 303 families with 1212 people to solve the problem of income sources.

Country garden in Tiandong County of Guangxi Province has taken a unique industrial poverty alleviation path. One is to establish a mechanism of benefit sharing. For example, in Tiandong County, the nursery stock planting industry was promoted. Bubing village of Xiangzhou town was selected as the base, and Tiandong county government and Shenzhen municipal government were selected as the support units to jointly support the village collective economy.

At present, 727 batches of seedlings have been produced in the base, with a total sales amount of more than 22.4906 million yuan. About 50 villagers work in the nursery stock base every day, including 22 filing and card filing households. Since the project was launched in July 2018, more than 2.52 million yuan of workers' wages have been paid, and the average household income has increased by more than 53000 yuan.

Second, establish a long-term and stable production and marketing mechanism. By taking advantage of Country Garden Group's location advantages and multi business operation advantages, it adjusts, combines and integrates industries in poverty-stricken areas, so as to promote the long-term and stable production and marketing relationship between market entities and poor villages, and convert demand into orders.

The third is to train a group of leaders who return home to take root and start their own businesses. It is planned to train 10000 young people returning home to take root and start their own businesses by 2020, so as to create a "poverty alleviation task force".

Yang xueru pointed out that industrial revitalization is an effective way to get rid of poverty in poverty-stricken areas, and industrial prosperity needs to identify market opportunities, start-up funds, technology and talents, and sustainable industrial development needs to create sustainable industrial competitiveness. Poverty stricken areas often do not have all the elements to support industrial revitalization. Therefore, the capital, technology, talent and market advantages of social strength enterprises are of great significance for poverty-stricken counties to get rid of poverty, which is an important aspect that enterprises can help poor counties.

Take Yalong Township, which is supported by country garden as an example, in the past two years, 5177 households and 18078 people in Yalong township have been separated from poverty, and the poverty incidence rate has dropped from 65.61% in 2018 to 15.10%.

With the poverty incidence rate of Dahua County decreasing year by year, Dahua County has also begun to think about a longer-term development direction. In addition to seeking smooth and accurate poverty alleviation, Dahua County is making efforts to revitalize the countryside, and they are looking to the whole area tourism.

In this regard, Yang xueru believes that in recent years, Dahua County has made a lot of beneficial explorations in promoting the integration of culture and tourism, agricultural tourism and other aspects by mining food culture and national culture, and has achieved good results. This shows that Dahua County has the resource endowment and market foundation to play the brand of global tourism.

Yang xueru said that poverty alleviation in poor counties is a phased progress in the overall revitalization of rural areas. But at the same time, we should also be aware that it is not easy to get rid of poverty, and it is even more difficult to prevent poverty return and realize the great cause of rural comprehensive revitalization.

After the poverty-stricken counties have been lifted out of poverty, the local government, enterprises and farmers can not relax. Helping enterprises can give full play to the advantages of business ability, and contribute to the cultivation of industrial clusters in poor areas, support leading enterprises, and improve the industrial chain, so as to provide long-term support for local prevention of poverty-stricken areas and Rural Revitalization.
