Four Departments: A Total Ban On The Import Of Solid Waste Will Be Implemented From January 1, Next Year
Beijing, November 25 (Xinhua) according to the website of the Ministry of ecological environment, the Ministry of ecological environment, the Ministry of Commerce, the national development and Reform Commission and the General Administration of Customs jointly issued the announcement on matters related to the comprehensive prohibition of the import of solid waste (hereinafter referred to as the "announcement") on the 25th. The import of solid waste is prohibited in any way. It is forbidden to dump and stack solid wastes in China. The announcement shall come into force on January 1, 2021.
According to the announcement, the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste was revised and adopted by the 17th meeting of the Standing Committee of the 13th National People's Congress on April 29, 2020, and will come into force on September 1, 2020. In order to implement the revised contents of the law of the people's Republic of China on the prevention and control of environmental pollution by solid wastes on the import management of solid wastes and do a good job in the connection, the relevant matters are hereby announced as follows.
First, it is forbidden to import solid waste in any way. It is forbidden to dump and stack solid wastes in China.
Second, the Ministry of ecology and environment shall stop accepting and examining and approving the application for import license of solid waste that can be used as raw materials in the restricted import category; the solid waste import license that has been issued in 2020 for use as raw materials in the restricted import category shall be used within the period of validity stated in the certificate in 2020, and will automatically become invalid after the expiration of the period.
Third, the solid waste generated by the units in the special customs supervision areas and bonded supervision places (including bonded areas, comprehensive bonded areas and other customs special supervision areas, bonded logistics centers (A / B type), bonded warehouses and other bonded supervision places) that are not transported out of the country shall be managed in accordance with the relevant domestic solid waste regulations. If it is necessary to go out of the zone for storage, utilization or disposal, it shall go through the relevant procedures with the administrative department of the local government of the local customs special supervision area and bonded supervision place, and the customs will no longer check the relevant approval documents.
Fourth, the solid wastes that are not transported out of China during the production of bonded maintenance and remanufacturing units outside the special customs supervision areas and bonded supervision sites shall be implemented with reference to the provisions of the third paragraph.
The announcement shall come into force on January 1, 2021. Notice on strengthening the information sharing of solid waste import management and law enforcement (HB [2011] No. 141) issued by the general offices of the former Ministry of environmental protection, the General Administration of customs and the General Administration of quality inspection, the former Ministry of environmental protection, the national development and Reform Commission, the Ministry of Commerce, the General Administration of customs and the former General Administration of quality inspection issued No. 69 announcement in 2015, and the former Ministry of environmental protection, Ministry of Commerce, development and Reform Commission, General Administration of customs and General Administration of quality inspection, 2017 Announcement No. 39, No. 6 of 2018 of the Ministry of ecological environment, Ministry of Commerce, development and Reform Commission and General Administration of customs, and Announcement No. 68 of 2018 of Ministry of ecological environment, Ministry of Commerce, development and Reform Commission and General Administration of Customs shall be repealed simultaneously.
