In recent years, influenced by many factors, Shandong textile and garment industry has weakened its international and domestic competitive advantages and increased the pressure of industrial transformation and upgrading. In order to promote the cluster, high-end and brand development of textile and garment industry and highlight the industrial advantages of Shandong Province, the Department of industry and information technology of Shandong Province jointly drafted the opinions on accelerating the high-quality development of textile and garment industry together with relevant departments of Shandong Province.

Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, the opinions comprehensively implement the new development concept and clarify the development goals of Shandong textile and clothing industry. By 2023, a provincial and regional industrial ecosystem will initially be formed, which will effectively improve the industrial base, significantly enhance the matching rate of the industrial chain, and optimize the industrial ecosystem. The characteristics of industrial cluster are more obvious, the industrial layout is more optimized, and a number of advanced industrial clusters with good ecological environment are cultivated. Remarkable progress has been made in high-end industry and innovation ability has been significantly enhanced. Industrial branding has been greatly improved, forming a number of well-known textile and clothing brands at home and abroad. We will strive to cultivate more than five international well-known textile and garment enterprises with an annual business income of more than 10 billion yuan, and make a number of potential enterprises with annual business income of more than 2 billion yuan. By 2025, a basically perfect provincial and regional industrial ecosystem with integrated development, collaborative innovation and win-win coexistence will be formed. Through the continuous transformation of new and old kinetic energy, the provincial textile and garment industry has significantly improved its industrial base and industrial chain modernization. The characteristics of innovation driven science and technology industry, culture led fashion industry and responsibility oriented green industry have become more prominent, playing an important role in realizing the goal of manufacturing power in China.

In order to realize the development goal of textile and clothing industry in Shandong Province and promote the high-quality development of textile and clothing industry in Shandong Province, the opinions has improved the industrial security system

(1) increase financial support. We should encourage the establishment of textile and clothing industry funds, guide social capital into the field of textile and clothing, and support the high-quality development of the textile and clothing industry. All cities and counties are encouraged to actively coordinate funds, and increase support for high-quality industrial clusters, public service platforms, creative design parks (platforms), key brand enterprises, new technologies (achievements), and major industrial exhibitions and events. We should strengthen the industry and financial docking with financial institutions, and broaden the channels of industrial financing. Guide and support qualified textile and garment enterprises to actively apply for the identification of high-tech enterprises, and continuously promote the high-quality development of textile and garment enterprises.

In view of the shortcomings of creative design and brand marketing, we should strengthen the recruitment of talents and the training of college students of related majors, so as to enrich and expand a group of textile and garment creative design and brand marketing talents with high professional quality and meeting the industrial development and market demand. Promote the cooperation between textile and garment enterprises and colleges and universities, encourage enterprises to deeply participate in the curriculum setting and teaching design of textile and clothing majors in Higher Vocational Colleges and universities, build training bases, and tailor-made talents with precise demand for enterprises. We will strengthen the construction of textile and clothing related disciplines, support Qingdao University, Shandong Institute of Arts and crafts, Dezhou University, Shandong Vocational College of science and technology, Jinan Institute of engineering and other universities to highlight the leading edge, strengthen the characteristic advantages, and provide strong talent support and intellectual support for the high-quality development of the textile and clothing industry. We will carry out a variety of clothing and home textile design competitions and industry skills competitions, set up textile and clothing sub competitions in the "provincial governor Cup" industrial design competition, and bring the award-winning works in the field of textile and clothing industry into the reward scope of "provincial governor Cup" industrial design competition.

(3) expand exchanges and cooperation at home and abroad. In order to smooth the domestic circulation and promote the domestic and international double circulation, we should increase the pace of introducing in, going out and foreign cooperation. Actively coordinate relevant funds, support textile and garment enterprises to participate in domestic and international large-scale textile and garment exhibitions, vigorously expand domestic and foreign markets, promote industrial docking, and strengthen industrial collaboration. Support leading enterprises to strengthen the construction of overseas marketing network and expand the share of Shandong textile and clothing products in overseas market. Relying on the industrial characteristics of our province, such as strong industrial foundation, complete industrial chain and perfect industrial system, we should strengthen the exchange and cooperation with domestic and foreign leading enterprises, actively attract a number of key projects such as creative design platform, well-known marketing planning and brand promotion institutions, high-end manufacturing, etc., and improve the industrial development level.

4. Create a good environment for development. We will establish a think tank of textile and garment industry decision-making consultation experts to provide research, decision-making and consultation support for the high-quality development of the industry. The provincial finance has allocated special funds to support the training of entrepreneurs, and has included the board chairman, general manager and other personnel in the textile and clothing industry into the scope of policy support for the construction of entrepreneurial team. We should further strengthen the service guidance for textile and garment enterprises, build and improve industry associations and industrial alliances at all levels, and extensively carry out public services such as industry tracking and research, information exchange and sharing, and industrial publicity and training. We should strengthen the construction of enterprise credit system, strengthen the protection of intellectual property rights such as fashion and creative design, patent technology, trademark and brand, and create a market environment of fair competition and orderly development.
