Guiding opinions on the development of cocoon and silk industry during the 14th five year plan

Cocoon and silk industry is a traditional national industry, an important livelihood industry and an international competitive advantage industry. In accordance with the fourteenth five year plan for national economic and social development of the people's Republic of China and outline of long-term goals for 2035, the following opinions are put forward on the development of cocoon and silk industry during the period of the "14th five year plan".

1、 General requirements

(1) guiding ideology

Guided by Xi Jinping's Thought on socialism with Chinese characteristics for a new era, we should fully implement the spirit of the 19th National Congress of the CPC and the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee. Based on the new development stage, we should implement the new development concept and build a new development pattern. We should focus on promoting high-quality development, deepen supply side structural reform, and adhere to the drive of scientific and technological innovation, We should create new advantages in international competition, speed up the construction of modern industrial system, promote the coordinated innovation and development of the primary, secondary and tertiary industrial chains of cocoon and silk, help rural revitalization, strengthen cultural self-confidence, open up a new era of high-quality development of China's cocoon and silk industry, and lay the foundation for the realization of the strategic goal of "Silk power".

(2) development goals

New achievements have been made in the development of the industry. The average annual growth rate of industrial added value and profit of Enterprises above the designated scale is maintained in a reasonable range. The annual output of silkworm cocoons is stable at about 700000 tons, and the output of high-quality cocoons accounts for more than 40%; The output and export value of main silk products increased by more than 20% compared with the end of the 13th five year plan.

New steps have been taken in structural adjustment. The scale and intensive level of mulberry (tussah) silkworm production bases in the central and western regions have been continuously improved, focusing on building 30 national high-quality cocoon and silk production bases. The deep processing and manufacturing capacity of the eastern region has been effectively improved, focusing on building 5-10 silk clothing and home textile industrial clusters, and cultivating a number of professional trading markets.

Scientific and technological innovation has achieved new breakthroughs. Build 3-5 National Cocoon and silk science and technology innovation service platforms, and cultivate several enterprise technology centers. New automatic sericulture equipment has been popularized in an all-round way, and new breakthroughs have been made in the research and development of major key technologies such as machine cocoon selection and intelligent silk reeling, and the industrialization and development of silk protein in biological medicine, electronic information and other fields has achieved initial results.

Brand building creates new advantages. We will cultivate 50 well-known domestic silk brands, focus on building more than 5 silk clothing and home textile brands with international influence, promote the listing of 3-5 silk enterprises on the main board, and cultivate a number of specialized and special new "little giants" enterprises and single champion enterprises in the manufacturing industry.

Cultural heritage has reached a new level. The historical and cultural heritage of silkworm and silk has been effectively protected, the inheritance and innovation of traditional folk skills, the comprehensive development of characteristic cultural products, and the cultivation and creation of a number of silk characteristic towns, cultural and tourism industrial parks, commercial blocks and cultural venues, and the development mode of diversified business integration is more mature.

Green development has reached a new standard. The green and low-carbon industrial chain and supply chain have been basically established, and the energy-saving and emission reduction indicators of energy consumption and water consumption and major pollutant emissions per unit of industrial added value of Enterprises above the scale meet the requirements of relevant national and industrial standards.

2、 Key tasks

(1) implement the innovation driven strategy and enhance the core competitiveness.

1. Improve the industry science and technology innovation system. We should integrate scientific and technological resources of the industry, speed up the establishment of a National Cocoon and silk science and technology innovation expert database, and gather scientific research forces from all aspects of production, teaching and research. Support enterprises with conditions to build innovation platforms such as academician (expert) workstation, Industry Research Institute, collaborative innovation center, etc., encourage industrial clusters and characteristic bases to explore maker space and maker platform, and build innovation consortia led by leading enterprises, supported by colleges and universities, and coordinated by various innovation subjects. 2. Improve the level of industrial intelligent manufacturing. Give full play to the role of national engineering research centers, key laboratories and enterprise technology centers, and concentrate financial funds to implement a number of forward-looking and strategic major science and technology projects. We will improve the automation level of mulberry and tussah cocoons and silk processing, speed up the research on key technical equipment such as automatic silkworm rearing, machine cocoon selection, intelligent silk reeling machine and functional finishing, and actively explore "machine replacement". 3. Enhance the independent innovation ability of enterprises. We should strengthen the dominant position of enterprises in innovation, promote all kinds of innovation elements to gather in enterprises, and fully mobilize the enthusiasm of enterprises for independent innovation. We will implement special actions for technical transformation of the industry, encourage enterprises to upgrade backward technology and equipment, and build a number of intelligent workshops and intelligent factories. We will carry out the pilot work of innovative enterprises, cultivate a number of demonstration enterprises with independent intellectual property rights and strong sustainable innovation ability, and promote the original innovation and integrated innovation of enterprises. We will promote small and medium-sized enterprises to enhance their professional advantages, and cultivate a number of specialized, special and new "little giant" enterprises and single champion enterprises in the manufacturing industry.

(2) speed up the optimization of industrial structure and promote high-quality development.

4. Promote the coordinated development of regional economy. In combination with the Rural Revitalization Strategy, we will continue to promote the construction of large-scale and intensive bases in the central and western regions, and encourage the development of order agriculture, factory silkworm rearing, and artificial feed silkworm rearing. We will increase the demonstration and application of labor-saving sericulture machinery, intelligent sericulture and other new technology and equipment, build a number of high-quality cocoon demonstration bases, and consolidate and improve the output and quality of cocoons. According to local conditions, the project of "transferring silk from east to west" should be promoted as a whole, supporting the development of silk weaving, refining and dyeing, home textile and other industrial chains in central and Western China, such as Guangxi, Sichuan, Yunnan, etc., so as to enhance the intensive processing and gathering capacity. The standardization and automation level of tussah cocoon and silk processing in Northeast China should be accelerated. Give full play to the industrial supporting advantages, technical advantages and market advantages of the eastern region, accelerate the formation of advanced manufacturing industry clusters with international competitiveness, and focus on cultivating a number of large-scale silk clothing and home textile enterprise groups. We will encourage advantageous enterprises to build international product R & D and design centers and brand fashion publishing centers, accelerate their integration into the global textile high-end supply chain, and take the lead in achieving high-quality development.

5. Promote high-end silk products. Implement quality improvement action to promote cocoon and silk products to "increase variety, improve quality and create brand". Adhere to the market demand orientation, speed up the development of high-end real silk products such as composite, differential and functional, as well as the development of silk cotton, silk wool, silk hemp and other blended products. Strengthen the creative design of product form function and consumption experience, carry out personalized customization and flexible production to meet the needs of different consumer groups. Actively explore the industrial development of biopharmaceuticals, medical cosmetology, electronic chemical industry and aerospace military products, develop and expand high-tech industries, and further expand the application fields of silk products.

6. Actively integrate into the domestic circulation. We should speed up the cultivation of a complete domestic demand system and build a new development pattern with the domestic big cycle as the main body and the domestic and international dual circulation promoting each other. We should tap the potential of the domestic market, promote the innovation of traditional production mode and industrial organization mode, break through the "blocking point" of the industrial chain, and accelerate the formation of a strong domestic market. To meet the needs of personalized, differentiated and high-quality consumption, expand the supply of high-quality consumer goods and medium and high-end products, and guide the export of marketable silk products to domestic sales. We should vigorously cultivate new consumption, comply with the development trend of digital economy, encourage enterprises to establish intelligent supply chain, expand contactless consumption experience, and expand new formats of silk retail.

(3) strengthen the construction of quality brand and build new competitive advantages.

7. Improve the quality standard system. Establish and improve the industry quality evaluation system, promote the construction of quality integrity system, guide enterprises to strengthen the whole process quality management, promote advanced quality management experience, and establish the industry benchmark image. We will deepen the reform of industry standardization, strengthen the formulation of standards in key areas and basic public welfare, focus on new technologies, new industries, new formats and new models, and expand the supply of advanced and applicable standards. Enterprises are encouraged to formulate enterprise standards that are stricter than national and industrial standards, and cultivate a number of "leaders" of enterprise standards. Strengthen industry standardization training and technical consulting services, and actively promote the integration of domestic standards with international advanced standards.

8. Strengthen the cultivation of independent brands. We will implement the key project of brand cultivation, establish and improve the relevant public service system, and promote the transformation of Chinese silk products to brand. We will carry out research on the evaluation of enterprise brand value, increase the promotion of public brands in the "high-grade silk mark" industry, and track and cultivate a number of well-known brands with independent intellectual property rights, core technologies and strong market competitiveness. Encourage all localities to create regional public brands, and support the registration of geographical indication certification trademarks and international trademarks. Support enterprises to cooperate with international design institutions, brand operators and international brand enterprises to improve the internationalization level of independent brands. Encourage to hold silk clothing design competition, silk fashion week, silk art festival and other activities, and increase the industry's own brand publicity.

9. Strengthen brand channel construction. We should increase investment in market construction, publicize and promote time-honored brands, inheritors and craftsmen in the silk field, guide enterprises to develop brand flagship stores, Direct stores and franchise stores, expand the scale of chain operation, and improve the quality of experiential shopping service. Support backbone enterprises to introduce social capital and jointly build a new business model of "one hundred cities and one store" Omo industry platform. 10. Strengthen the quality monitoring of cocoon and silk. We will encourage silk museums and archives to improve the functions of collection, protection, research, exhibition and education, explore and develop online experience, immersive experience, virtual exhibition hall and other services, so as to create a new scene of digital intangible cultural heritage. Support qualified industrial enterprises to apply for "national industrial heritage" projects. Hold "Silk Intangible Cultural Heritage Exhibition", "Silk Intangible Cultural Heritage Festival" and other activities, develop relevant cultural and creative products, and tell Chinese silk stories.

12. Strengthen the inheritance and innovation of traditional skills. We will establish and improve the archives database of silk intangible cultural heritage technology, promote the inheritance and innovation of traditional crafts, such as Shu brocade weaving technology, song brocade weaving technology, Nanjing Yunjin wood machine-made flower weaving technology, Suzhou silk tapestry weaving technology, and develop related derivative products. The representative inheritors of intangible cultural heritage should be encouraged to carry out teaching activities, popularize intangible cultural heritage knowledge, and carry forward the spirit of craftsmanship. We will promote the innovation and development of local characteristic products such as Suzhou, hangluo, Xiangyun yarn, Adelaide silk, tussah silk, and other local characteristic products, pay attention to the organic combination of traditional art value, cultural connotation and modern fashion elements, enhance the public's sense of identity and love, and let the traditional silk technology develop.

13. Promote the integrated development of cultural tourism industry. We should adhere to the principle of creating tourism with culture and developing culture with tourism. We should deeply explore the historical heritage resources such as the "Southern Silk Road", "the Northern Silk Road", "the maritime Silk Road" and "the grassland Silk Road", so as to cultivate and create distinctive Silk Road cultural corridors. We will strengthen the protective development of ancient silk cultural towns, silk historical and cultural blocks, and the former residences of silk celebrities, and support regions where conditions permit to create famous historical and cultural cities of sericulture and silk characteristic towns. Promote the restoration and reconstruction of traditional sericulture folk customs, form a number of representative characteristic scenic spots, enrich the supply of high-quality tourism products, and meet the needs of mass tourism consumption. We will encourage the development of new consumption formats of cultural tourism, such as silkworm food, silk theme homestay, silk research and study, and silk health care.

We will work together to promote the structural reform of agricultural supply side, and deeply participate in the construction of industrial belts of advantageous agricultural products and advantageous zones of characteristic agricultural products. We will promote the coordinated development of mulberry, tussah, grain, economy and forage, cultivate new agricultural and rural industries, create a number of mulberry and tussah industry optimization development areas and agricultural modernization demonstration areas, promote the integrated development of primary, secondary and tertiary industries, and help the overall revitalization of rural economy.

15. Improve the level of comprehensive utilization of resources. We should strengthen the cooperation between scientific research institutes, universities and enterprises, and actively promote the market-oriented development of mulberry and Tussah Silk Resources in the fields of food and beverage, medicine and health, biochemistry, and home decoration materials. To strengthen the research on the extraction technology of silkworm excrement chlorophyll, silkworm pupa oil, silkworm pupa antibacterial peptide, silk fibroin sericin and so on. We will build a number of production bases for mulberry leaf tea, mulberry oak food and mulberry beverage, support leading enterprises to drive the differentiated development of the industrial chain, and make the superior mulberry and tussah industry bigger and stronger. Focus on promoting the industrialization of silk protein related cosmetics, artificial bone nails, biological storage, nano materials, micro needle materials, preservatives and other high-tech products, improve the scientific and technological content of products, and cultivate new growth points of the industry economy.

16. Promote the green and low-carbon transformation of the industry. According to the goal of carbon peak and carbon neutralization proposed by the state, the construction of resource-saving and environment-friendly industries should be taken as an important focus, and the industrial chain should be reasonably arranged and the construction of high energy consumption and high pollution emission projects should be strictly controlled. Speed up the promotion and application of high efficiency, low energy consumption, recycling, clean production and other technical equipment, focus on promoting the technological transformation of silk reeling, silk spinning, printing and dyeing enterprises, and improve the overall energy conservation and emission reduction level of the industry. Scientific research institutions are encouraged to carry out life cycle assessment and product carbon footprint standard system of cocoon and silk industry chain. Improve the government, industry, social and other aspects of green textile product acceptance mechanism. The advantages of mulberry industry in comprehensive control of soil and water loss, desertification and rocky desertification should be brought into play to build a green industrial system and ecological security barrier system.

17. Promote the transformation and upgrading of foreign trade. We will optimize the structure of silk export commodities, promote the upgrading from the low end of the value chain to the middle and high end, and build new international competitive advantages. We will optimize the layout of the international market, guide enterprises to develop traditional export markets, expand emerging markets, expand trade with countries along the belt and road, and stabilize the international silk market share. We should encourage the construction of overseas warehouses to ensure the smooth operation of the supply chain of foreign trade industry chain. We should innovate and develop service trade, increase support for silk culture export, and do a good job in holding exhibitions such as China International Silk Expo, China silk trade fair, Western China silk Expo, and silk Suzhou trade fair.

18. Lead the reshaping of international industrial chain. We should seize the opportunities of the belt and road initiative and the regional comprehensive economic partnership agreement (RCEP), balance the relationship between domestic development and international layout, and further promote investment and cooperation in cocoon and silk industry. We will promote the combination of "going out" and "bringing in", implement the eight action plans of the China Africa Cooperation Forum, support domestic silk enterprises to carry out production and technology cooperation with Africa, Latin America, Central Asia and Southeast Asia, encourage multinational companies and overseas scientific research institutions to set up silk research and development institutions in China, and promote resource sharing, complementary advantages and win-win cooperation between the two sides.

19. Strengthen international exchanges and cooperation. Actively participate in the negotiation and formulation of international economic and trade rules, at the same time, be good at using international general rules, actively deal with international trade frictions and maintain industrial security. Guide industries and enterprises to actively participate in the formulation of international standards, promote the coordination and docking of Chinese and foreign standards, and enhance the international discourse power. We should encourage and support the establishment of cooperative partnership and non-governmental dialogue mechanism between industry organizations and their counterparts in other countries, build a platform for exchange and cooperation in silk industry at home and abroad, open up a new path of economic cooperation, and form a wider scope, wider field and deeper level of opening up.

3、 Safeguard measures

We should strengthen the teaching and training of silk specialty, strengthen the undergraduate education of sericulture, and strengthen the applied basic research of silk science. Enterprises are encouraged to establish a systematic staff training system, carry out employment skills training, job skills improvement training, entrepreneurship and innovation training, and strengthen the re learning and ability improvement of on-the-job employees. Organize industry skills competition activities, build professional talent exchange platform and exhibition stage, and carry forward the spirit of dedication and selfless dedication. We will strengthen the construction of scientific and technological innovation leading talents and innovation teams, and actively cultivate professional design talents, senior technicians, technical workers and new sericulture farmers. We should build a group of outstanding entrepreneurs and give full play to the leading role of entrepreneurs in innovation and entrepreneurship.

5. Give full play to the role of trade organizations.

Give full play to the role of intermediary organizations such as trade associations, timely reflect the industry situation and enterprise demands, and guide enterprises to implement industrial policies. Strengthen industry self-discipline, promote the construction of industry integrity, standardize enterprise behavior, and protect the legitimate rights and interests of workers.
