    Recently, the Ministry of Commerce and other six departments jointly issued the Guidance on high quality implementation of regional comprehensive economic partnership agreement (RCEP) (hereinafter referred to as the "guidance") to provide guidance for local and enterprises to seize the development opportunities of RCEP and achieve better development. The goal of the "guiding opinions" is to fully implement the market opening commitments and rules stipulated in the agreement, guide local governments, industries and enterprises to adapt to a more open environment of regional markets and full competition, better grasp the opportunities brought by RCEP, and promote high-quality economic development.


    The guiding opinions aim to implement RCEP with high quality, promote deeper reform with higher level of opening up, grasp the development opportunities of RCEP and closely connect with local development strategies to promote local high-quality development. We should guide and encourage enterprises to take the opportunity of RCEP implementation to further improve the level of trade and investment development, expand international cooperation, improve quality standards, promote industrial upgrading, and enhance the competitiveness of participating in the international market.


    The guiding opinions cover the following six aspects: making good use of the commitments and rules of the agreement's opening up, promoting the upgrading of the manufacturing industry and enhancing the competitiveness of the industry, promoting the cooperation and transformation of standards, improving the financial support and supporting system, making good use of the rules according to local conditions, and continuously providing supporting services.
