Zhejiang Industry And Information Technology Department: New Policy Of Postponing The Implementation Of Capacity Replacement In Printing And Dyeing Industry

Recently, Zhejiang Economic and information department, Zhejiang development and Reform Commission and Zhejiang Provincial Energy Bureau jointly issued the notice on suspending the implementation of capacity replacement policy in chemical industry, chemical fiber industry and printing and dyeing industry. The notice pointed out that on February 13, the provincial government held a special meeting to study the construction of major manufacturing projects. According to the spirit of the special meeting minutes of the provincial government ([2022] No.3), in accordance with the national requirements of "building first and then breaking down" and "double control" of total energy consumption and intensity, before the national policy of capacity replacement in chemical industry, chemical fiber industry and printing and dyeing industry has not been issued, the implementation of capacity replacement of three industries has been postponed, and the new projects of printing and dyeing industry have been strictly put into effect. The relevant matters are hereby notified as follows:

I. before the national policy on capacity replacement of chemical industry, chemical fiber industry and printing and dyeing industry is issued, the implementation of capacity replacement policy of chemical industry, chemical fiber industry and printing and dyeing industry is postponed. Caustic soda, soda ash, calcium carbide PVC, etc. shall be implemented in strict accordance with the relevant national policies.

2. All localities should check the advanced level of energy efficiency in the industry, strictly control the new projects in the chemical industry, chemical fiber industry and printing and dyeing industry, and resolutely curb the blind development of "two high" projects.

3. Further strengthen the management of the printing and dyeing industry. The new printing and dyeing project should reach one of the two conditions of wastewater discharge of more than 20000 tons / day and comprehensive energy consumption of 200000 tons of standard coal / year. That is, it is a new major project in the printing and dyeing industry, which needs to implement "one project one discussion" and report to the provincial level for examination and approval.
