Six Ministries And Commissions Of The State Issued Guiding Opinions On The 14Th Five Year Plan For Petrochemical Industry
Petrochemical industry is the upstream and related industry of textile chemical fiber, and its development status has an important impact on the development of textile chemical fiber industry.
On April 7, the Ministry of industry and information technology, the national development and Reform Commission, the Ministry of science and technology, the Ministry of ecological environment, the Ministry of emergency management and the State Energy Administration jointly issued the guiding opinions on promoting the high-quality development of the petrochemical and chemical industry during the 14th five year plan period. It is clear that the petrochemical industry is a pillar industry of the national economy, with large economic aggregate, long industrial chain, multiple product types and wide coverage, which is related to the safety and stability of the industrial chain supply chain, green and low-carbon development, and the improvement of people's livelihood. According to the "opinion", it is required to coordinate with the textile industry to speed up the development of high-performance fibers. ?
According to the opinion, by 2025, the petrochemical and chemical industry will basically form a high-quality development pattern with strong independent innovation ability, reasonable structure layout, green, safe and low-carbon, the support ability of high-end products will be greatly improved, the core competitiveness will be significantly enhanced, and solid steps will be taken for self-reliance at a high level. ?
It is mainly reflected in five aspects: first, accelerate innovation and development. By 2025, R & D investment of Enterprises above Designated Size will account for more than 1.5% of main business income. More than 20 key generic technologies and more than 40 key new products have been broken through. ?
Second, the industrial structure was adjusted, and the production concentration of bulk chemical products was further improved, and the utilization rate of production capacity reached more than 80%; The guarantee level of ethylene equivalent has been greatly improved, and the guarantee level of new chemical materials has reached more than 75%. ?
The third is to optimize the industrial layout and complete the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas, forming about 70 chemical parks with competitive advantages. By 2025, the output value of chemical industry park will account for more than 70% of the total industrial output value. ?
The fourth is to promote digital transformation. The automatic control rate of main production devices of enterprises in petrochemical, coal chemical and other key fields is more than 95%, and about 30 intelligent manufacturing demonstration factories and 50 intelligent chemical demonstration parks have been built. ?
Fifthly, adhering to green safety, the energy consumption and carbon emission per unit product of bulk products decreased significantly, the total emission of volatile organic compounds decreased by more than 10% compared with the 13th five year plan, and the intrinsic safety level was significantly improved, effectively curbing major production safety accidents. ?
Around the main objectives, the opinions focused on six key difficulties, including innovation and development, industrial structure, industrial layout, digital transformation, green and low-carbon, and safe development, and condensed six key tasks. ?
In terms of improving the innovation mechanism, the opinion proposes to support enterprises to take the lead in setting up collaborative innovation organizations such as industrial technology innovation alliance and upstream and downstream cooperation mechanism, create innovation centers in fields such as high-end polyolefins, high-performance engineering plastics, high-performance membrane materials, biomedical materials, carbon dioxide capture and utilization, and strengthen the production and application demonstration, testing and evaluation of national new materials The platform functions as test and detection platform to promote the innovation of common technologies such as catalytic materials, process intensification, structural characterization of polymer materials and processing application technology and equipment. ?
Implement the "three products" action to improve the supply quality of chemical products. Focusing on the new generation of strategic emerging industries such as information technology, biotechnology, new energy and high-end equipment, we will increase the varieties and specifications of organofluorosilicone, polyurethane, polyamide and other materials, and accelerate the development of high-end polyolefins, electronic chemicals, industrial special gases, high-performance rubber and plastic materials, high-performance fibers, bio based materials, and special lubricating grease. ?
In terms of optimizing and adjusting the industrial layout, the opinions put forward to guide the circular production of enterprises in the park and industrial coupling development, encourage the dislocation and differential development among chemical industry parks, and coordinate the layout with metallurgy, building materials, textile, electronics and other industries. ?
In order to speed up the development of green and low-carbon, the opinions call for the active development of biochemical industry, encourage the development of enzymes for biomass utilization and biorefinery based on biological resources, and promote new biological strains; We should strengthen the connection between bio based bulk chemicals and existing chemical materials industry chain, develop eco-friendly bio based materials, and realize partial substitution of traditional petroleum based products.
