    11 Departments Issued The Guidelines For The Construction Of Carbon Peak Carbon Neutralization Standard System

    According to the relevant person in charge of the Standards and Technology Department of the State Administration of Market Supervision, the Guide proposes the following four aspects of key work:

    First, to form a joint force in international standardization work, propose to establish a working group for carbon peak carbon neutral international standardization coordination and promotion, and set up a number of international standards innovation teams and other measures.

    Second, strengthen international exchanges and cooperation, put forward measures to strengthen exchanges and cooperation with institutions such as IPCC, ISO, IEC, ITU and countries along the "Belt and Road", and promote energy conservation and low-carbon standardization dialogue under the framework of BRICS countries, APEC and other organizations.

    Third, actively participate in the formulation of international standards, put forward proposals for international standards in key areas such as greenhouse gas monitoring and accounting, energy, green finance, and actively strive to establish a number of standardized technical institutions.

    Fourth, promote the docking of domestic and international standards, propose to carry out the comparative analysis of carbon peaking, carbon neutralization and domestic and international standards, encourage the transformation of applicable international standards into national standards, and systematically promote the formulation, publicity and promotion of national standards, industrial standards, local standards and other foreign languages.

    According to the Guidelines, the wind power generation field focuses on the development and revision of standards for wind energy resource monitoring, assessment and wind forecasting, standards for wind turbine generator sets, key parts, fire protection systems, materials for wind power towers, construction standards and grid connection standards for offshore wind power generation projects, and stability calculation standards for wind power systems.

    In the field of photovoltaic power generation, we will focus on the development and revision of technical standards for solar resource monitoring, assessment, radiation forecast and prediction, technical requirements, flame retardant and fire-resistant performance requirements, testing methods and green low-carbon standards for high-efficiency photovoltaic cells, modules and key materials, electrical components, and key products of support structures, as well as the repair, transformation Life extension and recycling standards.

    1、 General requirements

    (1) Guiding ideology

    Adhere to the system layout. We will strengthen top-level design, optimize the dual structure of standards issued by the government and independently formulated by the market, strengthen cross industry and cross domain standards coordination, improve the applicability and effectiveness of standards, and achieve the convergence and matching of standards at all levels and in all types.

    Insist on highlighting key points. Accelerate the improvement of basic general standards. Focus on key areas and industries, and strengthen the formulation and revision of energy conservation and carbon reduction standards. Timely transform carbon peak carbon neutral technological innovation achievements into standards, and promote green development with scientific and technological innovation.

    Insist on steady progress. Anchor the short-term goals and long-term development needs of carbon peaking and carbon neutrality, accelerate the updating and upgrading of standards, solidly promote the development of standards, adhere to the combination of systematic promotion and emergency first, and implement orderly and steadily by year and step.

    Adhere to openness and integration. We will firmly promote international exchanges and cooperation in standardization, actively participate in the formulation of international standards and rules, strengthen the overall planning of international standardization, increase the promotion of Chinese standards abroad, and promote domestic and international coordination.

    (3) Main objectives

    Focusing on the basic general standards, as well as the development needs of carbon emission reduction, carbon removal, and carbon market, a carbon peak carbon neutrality standard system has been basically built. By 2025, at least 1000 national standards and industrial standards (including foreign language versions) will be formulated and revised, and the degree of consistency with international standards will be significantly improved. The carbon accounting verification of major industries will achieve full coverage of standards, and the energy consumption and efficiency standard indicators of key industries and products will be steadily improved. Substantially participated in at least 30 international standards related to green and low-carbon, and the international standardization level of green and low-carbon has significantly improved.

    2、 Standard system framework

    The carbon peaking and carbon neutralization standard system includes four primary subsystems, including basic general standard subsystem, carbon emission reduction standard subsystem, carbon removal standard subsystem and market-oriented mechanism standard subsystem, and is further subdivided into 15 secondary subsystems and 63 tertiary subsystems. The system covers energy, industry, transportation, urban and rural construction, water conservancy, agriculture and rural areas, forestry and grassland, finance, public institutions, residents' life and other key industries and fields to achieve peak carbon neutrality and meet the application of various scenarios in regions, industries, parks and organizations. This standard system is dynamically adjusted according to development needs.

    3、 Standard key construction content

    (1) Basic general standard subsystem

    1. Terminology, classification and carbon information disclosure standards

    Focus on the formulation and revision of terms and definitions related to greenhouse gases and climate change management, technical specifications for carbon emission data classification and coding, carbon emission information collection methods and requirements, carbon information disclosure and other standards.

    2. Standard Specification for Carbon Monitoring Accounting Verification

    Focus on the development and revision of standards such as carbon dioxide, methane and other greenhouse gas monitoring methods, monitoring equipment, online monitoring system and carbon control platform construction, as well as standards related to long-term dynamic observation, monitoring, assessment and prediction of physical and chemical properties of atmospheric components.     3. Low carbon management and evaluation standards

    Focus on the formulation and revision of green low-carbon assessment and environmental impact assessment standards for cities, facilities, enterprises, supply chains, parks, technologies, green product assessment standards, relevant standards for statistical accounting of green low-carbon industries, general principles for carbon neutrality assessment standards, and general standards for planning, design, management systems, and implementation assessment of carbon peak and carbon neutrality in different application scenarios.

    (2) Carbon emission reduction standard subsystem

    4. Standards for clean utilization of fossil energy

    5. Emission reduction standards for production and service processes

    6. Resource recycling standards

    Focus on formulating and revising standards for circular economy management and performance evaluation.     1. Green financial standards

    Focus on the formulation and revision of basic general standards such as green financial terminology, carbon accounting of financial institutions, carbon account management of banks, enterprises and individuals, climate investment and financing, and classification catalog of transformation finance, and green financial product service standards such as green loans, green bonds, green insurance, and carbon financial derivatives trading. Promote the formulation and revision of green financial evaluation standards such as green bond credit rating.     2. Standards and specifications related to carbon emissions trading

    Formulate and revise the standard specifications for carbon emission quota allocation, adjustment, clearing and offset. Improve the implementation specifications of carbon emission trading, as well as relevant standards and specifications of carbon emission trading institutions and personnel requirements. Promote the formulation and revision of standards and specifications such as emission reduction accounting methods for voluntary emission reduction projects in key areas.     3. Standards for realizing the value of ecological products

    We will focus on the development and revision of standards for natural resource rights confirmation, ecological product information survey, and dynamic monitoring of ecological products. We will improve the evaluation criteria for ecological products, ecological assets, ecosystem services, and ecosystem GDP. We will improve standards for comprehensive ecological improvement, mine pit restoration, water ecological management, comprehensive water and soil loss management, and comprehensive land improvement, as well as standards for ecological agriculture and quality traceability of ecological products. Promote the formulation and revision of technical standards for identification and assessment of ecological environmental damage, as well as standards such as performance assessment of ecological product value realization.

    4、 Key points of international standardization

    (1) Form a joint force of international standardization work

    Focus on promoting international standard proposals such as greenhouse gas emission monitoring and accounting, forest and grass carbon sequestration and sink increase, clean and low-carbon utilization of traditional energy in the energy field, smart grid and energy storage, new power system, clean energy, green finance, information and communication field and digital empowerment, and promote the development of standards.     (4) Promote the docking of domestic and international standards

    Carry out comparative analysis of domestic and international standards for carbon peaking and carbon neutrality, and focus on promoting the transformation of international standards applicable to greenhouse gas management, carbon footprint, carbon capture, utilization and storage, clean energy, energy conservation and other fields into Chinese standards, so as to timely achieve the goal of "mining as much as possible". Systematically promote the formulation, publicity and promotion of foreign language versions of national standards, industrial standards, local standards, etc. of Carbon Peak and Carbon Neutralization, and expand the overseas application of Chinese standards through multiple channels such as product and service trade, international cooperation, overseas projects, etc.

    (1) Adhere to overall planning and coordination

    Strengthen the overall deployment and systematic promotion of the construction of carbon peaking and carbon neutrality standard system, give play to the overall planning and technical coordination role of the National Carbon peaking and Carbon Neutralization Standardization Overall Group, strengthen guidance on the construction of various standard subsystems, and strengthen the coordination between national standards and industrial standards. Establish and improve the liaison mechanism of the National Technical Committee for Standardization, and jointly promote the development of cross industry and cross domain standards through the establishment of joint working groups, joint formulation and joint centralized management. Give play to the role of relevant standardization coordination and promotion organizations in the industry, and comprehensively promote carbon peak and carbon neutral standardization in the industry.

    (2) Strengthen task implementation

    All industries and fields should speed up the preparation and revision of relevant national standards and industrial standards in accordance with the construction content of the carbon peak carbon neutral standard system, and effectively link professional standards with basic general standards, newly formulated standards with published standards. Local and social organizations have strengthened cooperation with standardization technology organizations, and promoted the formulation and revision of local standards and group standards for carbon peaking and carbon neutrality in accordance with local conditions and in parallel in many places. We will continue to increase investment to support the research, formulation, implementation and international exchanges of key standards.

    (3) Strengthen publicity and implementation

    Publicity work on carbon peak and carbon neutrality standardization was extensively carried out, and radio, television, newspapers, the Internet and other media were fully used to popularize the knowledge of carbon peak and carbon neutrality standardization and improve the public's awareness of green and low-carbon standardization. Timely organize the assessment of carbon peaking and carbon neutralization standard system construction, timely summarize the typical cases of carbon peaking and carbon neutralization standardization, and promote advanced experience and practices.
