China Revised The Directory Of Guidance For Industrial Restructuring, Encouraged New Industries Such As Intelligent Manufacturing

China's National Development and Reform Commission said on the 29th that it had recently revised and released the Guiding Catalogue of Industrial Restructuring (2024 version). Compared with the previous edition, industries such as "intelligent manufacturing", "agricultural machinery equipment", "numerical control machine tools" and "network security" have been added in the encouraged category.

The Guiding Catalogue of Industrial Restructuring is an important basis for guiding the direction of social investment, government management of investment projects, and formulation and implementation of fiscal, credit, land, import and export policies. There are 1005 entries in the Catalogue (2024 version), including 352 entries in the encouraged category, 231 entries in the restricted category, and 422 entries in the eliminated category.

Compared with the previous version of the Catalog, the number of encouraged items has decreased after this revision. The relevant person in charge of the National Development and Reform Commission said that this was mainly due to the classification and integration of the same type of items to better highlight the systematic characteristics and practicality of the Catalog. Although the number of encouraged items in the merged Catalog has decreased, the direction of encouragement has become more focused, and the encouraged items have generally remained stable.

Specifically, in terms of industry settings, the encouraged category added "intelligent manufacturing", "agricultural machinery equipment", "CNC machine tools", "network security" and other industry categories and related fields that are conducive to industrial optimization and upgrading, and the restricted and eliminated categories added "fire protection", "construction" industry categories and related fields that do not meet the requirements of green development and safe production.

It is reported that the policy guidance of this round of revision has four aspects. First, promote high-end, intelligent and green manufacturing. Continue to enhance the core competitiveness of the manufacturing industry, promote quality improvement and brand building, and constantly lead the industry to the middle and high-end. Second, consolidate the leading position in advantageous industries. Accelerate the transformation and upgrading of traditional industries, increase the proportion of advanced production capacity, and effectively expand quality supply. The third is to accelerate the improvement of weak points in the field of relationship security development. Fourth, build a new system of high-quality and efficient service industry.
