The speed of cotton customs clearance is closely related to the revenue of domestic cotton textile enterprises. In order to effectively promote the trade of imported cotton and help the security and stability of the industrial supply chain, Qingdao Customs took the initiative to optimize service measures, innovate the regulatory model, and continue to promote the high-quality development of cotton import business in its jurisdiction.

It is understood that bonded warehouse cotton is loaded with destination inspection instructions when entering the first line and exiting the second line, which requires batch inspection, which is time-consuming and laborious. In view of the characteristics of bonded cotton, Qingdao Customs, guided by "small incision" to solve major problems, implemented the new model of "one-time inspection and rapid exit" for imported cotton.

"By using various conformity assessment methods and digital means such as inspection, verification and conformity assurance, data comparison is carried out for the second line exit of bonded cotton, and the release of documents is carried out after the inspection of relevant materials, so as to ensure that the second line exit does not need re inspection or command release on the basis that the first line entry area has been inspected." Sun Yahui, Deputy Chief of the Fifth Inspection Section of the Second Inspection Division of Huangdao Customs under Qingdao Customs, said that it would be a great benefit for cotton import enterprises to implement only one inspection for bonded cotton to enter the first line and exit the second line.

Since the implementation of this model on August 15, 2023, Qingdao Customs has reviewed and released 1085 batches of second-line cotton, 136900 tons, saving enterprises more than 50000 hours of customs clearance time.

In the first half of the year, Qingdao Customs has supervised the import of 1.01 million tons of cotton, a year-on-year increase of 120.8%, accounting for more than half of the national import volume.
