The formulation of this standard will provide a unified guiding principle and method for the industry, help enterprises systematically master the carbon emissions of the whole life cycle, tap the potential of energy conservation and emission reduction, and improve environmental performance and market competitiveness.

Sun Ruizhe analyzed that the adverse effects of the current changes in the external environment are deepening, domestic demand is insufficient, some enterprises are difficult to produce and operate, and there are many hidden risks. Balancing the current and long-term, and expanding domestic demand in an all-round way is the key direction and main path for the industry to cope with practical challenges and open up the development situation.

Based on the domestic demand system, building a modern industrial system with integrity, advancement and security is a strategic measure to deal with the complex changes in the international environment, an internal requirement to give play to the advantages of China's super large economies, and a natural choice to adapt to changes in the national development stage.
