University graduates face structural difficulties in employment: how is the overall trend of labor supply and demand?
Liu Jianglong: as a whole, the total labor force is still in excess of demand.
Taking 2006 as an example, the number of graduates from ordinary universities in the country reached 4 million 130 thousand, an increase of 750 thousand over the previous year.
The labor supply increment has reached its peak, especially the surge in the number of new labor force.
Host: how about the employment of university graduates?
Liu Jianglong: Generally speaking, the employment difficulties are mainly concentrated in tertiary institutions, key institutions and general undergraduate schools.
The employment level of most new graduates tends to decline, and salaries and benefits are relatively low.
According to the survey of a city in our city, the unemployment rate of graduates from technical secondary schools has accounted for about 27% of the total number of unemployed people in the region.
There are three large and medium school graduates, laid-off workers and non farm workers, almost 1 / 3 of them.
How can we find the reasons for the employment problem?
Liu Jianglong: economic pformation, structural adjustment and surplus labor force are the main causes of "employment difficulty".
In a sense, the emergence of large numbers of unemployed people is the cost to improve economic efficiency and efficiency, and is the cost of pformation from planned economy to market economy.
In addition, the phenomenon of "graduation unemployment" is closely related to the rapid expansion of enrollment in Colleges and universities in recent years.
Host: why do you say so?
Liu Jianglong: it is undeniable that the enrollment expansion of colleges and universities has improved the comprehensive quality of the nation, and promoted the university education from elite education to mass education. The gross enrollment rate of universities in the country has been greatly improved.
But at the same time, it is another form of recessive unemployment which has been postponed. It has not fundamentally solved the problem of serious shortage of total employment.
At present, many families will go to school as an investment behavior. They are endowed with economic connotations, and they should have output when they are in school. This leads to the high expectation of graduates from the society and families, and the formation of structural employment problems.
There is also a "Crux" that is, the pace of expansion of university enrollment is too fast, its curriculum, professional settings, and the construction of teaching staff are lagging behind. As a result, a large number of unqualified talents who are out of line with market demand and are seriously out of touch with social needs have been trained, forming a "congenital" serious shortage of employment problems.
How can we solve the unemployment problem?
Liu Jianglong: I think the first thing is to find a breakthrough in employment, such as the establishment of small and medium-sized technology enterprises and technology service enterprises.
Host: why do we choose such a breakthrough?
Liu Jianglong: because small and medium technology enterprises and science and technology service enterprises are especially suitable for graduates from technical secondary schools.
Its advantage lies in its small scale, simple organization structure, low management cost, adaptability to market and adaptability, and less investment and quick results. It can create large number of employment opportunities with less capital.
The state should vigorously encourage this in order to solve the structural employment problem.
At the same time, we should carry out policies to encourage college graduates to face the grass-roots level and volunteer to serve the west, improve supporting measures, and promote the multi-faceted employment of Polytechnic graduates.
Host: how do you think the state should support college students in starting their own business?
Liu Jianglong: mainly from the support of policies, including free training, credit loans, exemption from various taxes and fees, etc., should be sent to training, technology, management, funds and services.
At the same time, the employment monitoring and early warning system is established, and the unemployment rate and employment information are released regularly by the labor and employment department, and all kinds of labor market information in the country and in a timely manner are released in a timely manner.
The employment assessment mechanism of macroeconomic regulation and control policies should be established, and the employment growth rate and unemployment rate index should be taken as an important constraint index for assessing the work of the government.
Host: what kind of improvement should we make in Colleges and universities?
Liu Jianglong: the reform of the school itself needs to be strengthened.
In particular, we should change the guiding ideology of running schools and take social needs as the criteria for testing the quality of running schools.
On the one hand, we should cultivate students' correct concept of employment; on the other hand, we should increase investment in experimental and practical equipment, explore the mode of school enterprise cooperation, and cultivate students' practical ability.
