    The EU Has Formally Implemented The REACH Regulations And Pre Registered.

    Beginning in June 1st this year, the European Chemicals authority will formally start the pre registration of EU REACH regulations.

    According to EU regulations, the products exported to the EU must be pre registered, and the pre registration period is from June 1st to December 1st this year.

    It is learnt that if the pre registration is not completed within the specified time limit, enterprises can not export their products to the EU from January 1, 2009, and the enterprises that have completed pre registration will win a valuable pitional period.

    According to REACH regulations, pre registration enterprises can enjoy a registration pition period of 3 and a half years, 6 years and 11 years.

    During this period, import and export can be carried out as usual. The original market share and continuity of business will not be destroyed. At the same time, enterprises can readily prepare materials for registration.


        

    It is understood that the EU's implementation of the REACH regulations mainly manages the registration, evaluation, licensing and restriction of more than 30 thousand chemicals and downstream textile, light industry and pharmaceutical products. The EU EUPS directive was also formally implemented in August 11, 2007. The main products involved include office equipment, household appliances, electronic products and so on.

    The two regulations have a wide impact. It is estimated that the EU's REACH regulations alone will increase the export cost of Chinese enterprises by more than 5% and increase the import cost by more than 6%.


        

    To this end, WTO/TBT Fujian consulting workstation experts remind that the EU REACH regulations involve many industries and involve a wide range. Now there is less than 3 months from the pre registration period. The export enterprises of the European Union should pay attention to it, change their concepts, make preparatory preparations for the pre registration in strict accordance with the regulatory requirements, and do well in collecting and collation of information. If we do not take immediate measures, we will miss the registration time and pay a heavy price.

    In this regard, the experts suggest that the EU export enterprises can take the following 3 measures: first, analyze the products.

    At present, the most important work of the enterprise is to communicate with the upstream and downstream customers as soon as possible, make a thorough analysis of the products exported to Europe, understand the total quantity (tonnage) of the products exported to Europe, grasp the formula of the materials used, and find out whether the products of their own products or downstream products contain the substances to be authorized in the chemical inventory of the REACH regulations, whether it is necessary to register and register the required information.

    Two, prepare pre registration materials.

    First, enterprises should provide basic information of enterprises including company names, contacts and contacts. Secondly, provide basic information of substances, including the content of effective ingredients and the concentration of impurities. Finally, we should provide CAS numbers of effective components of chemical substances.

    After completing the collection of pre registration materials, enterprises should collate the pre registration information.

    Enterprises can list the list of substances exported to the EU or all substances in the products, list of materials used in the processing and finished products, identify the functions and uses of various substances, calculate the annual export to the EU level, and finally compare the REACH list to clarify the nature and tonnage level of the substances. Finally, these information will be tabled according to the requirements to be submitted to the European Chemicals authority for further REACH pition.


        

    It is pointed out that the implementation of the REACH regulations is a strict technical barrier to trade set by the European Union, which is bound to have a serious impact on the export enterprises of the European Union. However, if the enterprises are properly managed, the challenges will become opportunities through optimizing the industrial structure, adjusting the product strategy, enhancing the competitiveness of products and improving the quality of their products, and the export of products to the EU will be more smoothly.


        

    In other words, in order to cope with the adverse effects of the EU's REACH regulations and EUPS directive to minimize the negative impact of enterprises exporting to the European Union, the Fujian provincial foreign trade and Economic Cooperation Department and the Provincial Quality Supervision Bureau jointly organized relevant training courses in Zhangzhou.

    A total of 126 people from Zhangzhou, including the European export and related production enterprises, the County Foreign Trade Bureau and the Quality Supervision Bureau, attended the training.
