1978

January 1st

According to the central decision, the former light industry sector is the Ministry of textile industry and the Ministry of light industry.

Qian Zhi Guang is secretary of the Ministry of textile industry.

The two department opened in January 1, 1978.

1980

January 8th

The state has decided to implement the principle of "six priorities" for light textile industry and determine the pace of accelerated development of light textile industry.

The six priority is: supply of raw materials, fuel and electricity is priority; measures for tapping the potential, innovation and pformation are priority; capital construction priority; bank loans priority; foreign exchange and introduction of new technologies priority; pportation priority.

March 14th

The State Council approved the "opinions on the establishment of a silk company" by the finance and trade group of the State Council, and agreed to set up a national silk company to combine the production process and circulation process of cocoon, silk and silk together and implement the integration of production, supply and marketing.

1981

April 8th

The Ministry of textile industry issued the "notice on the preparation of the long-term plan for the textile industry", and requested the local bureaus to draw up the preliminary opinions on the "65" plan of the textile industry in accordance with the layout of the State Planning Commission.

November 25th

The degree committee of the State Council issued the notice of the first batch of doctorate and master's degree.

The three professions of East China Textile Institute of technology were approved as a Ph. D. degree granting unit, and nine professions of East China Textile Institute and Tianjin Textile Institute of technology were approved as master's degree conferring units.

December 7th

The State Council pferred the report of the finance and trade group of the State Council to the establishment of China silk company, and decided to set up the Chinese silk company.

1982

China fashion research and design center was established. The center is a state-owned scientific research institution affiliated to the Ministry of textile industry. It mainly studies the basic theory, processing technology and industrial upgrading of garment industry.

1983

From May 19th to 24th

The Ministry of textile industry convened the heads of the textile industry departments, bureaus and companies of nine provinces and cities to exchange views on supporting the construction of the Shenzhen Special Economic Zone, giving full play to the advantages of the SEZ and opening the "window" to speed up the development of the textile industry. The following agreements were reached: the Ministry took the lead and jointly established the Hualian textile company with the nine provincial and municipal textile industry departments, bureaus and companies.

The company is located in the Shenzhen special economic zone.

The conference adopted the outline of Hualian Textile Co., Ltd., and decided to set up a number of textile factories in the Shenzhen special economic zone to build textile Arts crafts emporium.

December 1st

The Ministry of Commerce issued a circular that the national temporary supply of tickets and cotton wool tickets will be temporarily available for sale.

No tickets and cotton ballots will be issued in 1984.

1984

January

The National Conference on the style of work clothes was held in Beijing.

The conference selected 120 excellent patterns from 986 pieces (sets) and recommended them to the whole country.

From March 11th to 15th

The Department of education of the Ministry of textile industry held a seminar on clothing specialty in Textile Universities in Xi'an, setting up and exchanging educational orientation, educational system, training objectives, curriculum and teaching contents.

July 1st to October 15th

The production department of the Ministry of textile industry held the national clothing study class in 26 provinces, autonomous regions and municipalities directly under the central government in Huzhou, Zhejiang Province, giving lectures on human body structure, clothing color, clothing design, and effect map, taking materials, women's clothing technology, men's clothing technology and so on, so as to further improve the technical level of the existing clothing designers and garment cutting personnel.

October 7th

The Beijing clothing association was established.

It is a cross industry, cross sectoral mass professional organization, the task is to organize the coordination of clothing production, coordinate the relationship between production and supply in the whole industry, strengthen horizontal economic ties, and explore the trend of clothing development.

1985

January

The Ministry of textile industry's official publication "China Textile" is officially reissued.

January 24th

The people's Daily published a press commentary on the textile sector engaging in garment processing for the benefit of the country and the people.

Commentary pointed out that according to the leadership of the State Council, the Ministry of textile industry proposed to break the industry boundaries and carry out competition, vigorously develop garment processing, meet the spirit of people's needs in many aspects, and require textile departments in all parts to exert their fabric advantages, apply modern production management experience, extend processing depth, and develop garment production.

From September 6th to 13th

The "New Silk Road - 1985 fashion show" sponsored by China silk company has been warmly welcomed in four cities of Tokyo, Tsukuba, Nagoya and Osaka.

October 25th

The State Council appointed Du Yuzhou as vice minister of the Ministry of textile industry.

1986

"China clothing" magazine held the first national "Golden Award" costume design contest, which was the largest and most authoritative competition of costume design competition in China at that time.

January 6th

The China Silk Association held an inaugural meeting in Guangdong.

The establishment of this industry organization is to develop contacts with the international silk organization and foreign industries, introduce new technologies, absorb new experiences, strengthen industry management and coordination, and promote the unification of the outside world.

April 12th

The Seventh Five Year Plan for national economic and social development in People's Republic of China (1986-1990) released the plan: the average output value of textile industry increased by 7% per year in 5 years; the final product increased 1 to 3 times; textile exports amounted to 10 billion dollars; in 1990, the main textile equipment reached the international level at the end of 70s and early 80s; the key areas should have a larger breakthrough in terms of technical equipment management and labor conditions, narrowing the gap with the world's advanced level.

October

The State Council has decided that the Department of clothing and silk spinning and weaving industry shall carry out industrial management.

November 28th

In accordance with the decision of the State Council on the unified management of the apparel industry under the Ministry of textile industry, the China Garment Industry Corporation was formally pferred to the Ministry of textile industry.
