New Requirements For Export Children'S Clothing Safety Project

In view of the potential danger of the rope and small parts exported to children's clothing in recent years, the recall and notification incidents have occurred frequently. The AQSIQ recently issued a notice to put forward new requirements for the quality and safety of children's garments exported to the United States, the European Union and Japan, requiring all inspection and quarantine organs to supervise and test children's garments strictly in accordance with the laws and standards of the importing countries.

It is reported that the new requirements of the AQSIQ on the export of children's clothing are mainly aimed at the quality and safety of the rope and small parts used in the products.

The regulations and standards for children clothing projects in the United States, the European Union, Japan and other countries are:

The United States "safety regulations for children's coats" and "guide for tightening belts for children's jackets" put forward specific requirements for the rope. "Regulations on the management and implementation of dangerous goods" put forward a test method for simulating the use and misuse of toys and other children's articles, which stipulates the requirements for the safe consumption of small parts on toys and other children's articles.

The safety requirements of string, narrow strip and plastic rope are divided into 7 parts: 0~14 year old head and neck, back waist, crotch bottom, back, sleeve and other parts. The safety requirements for children's clothing include buttons, fabric ornaments (including bow and label), rubber or soft plastic decoration (including labels, badges, POM balls and fringes), flashing decorative pieces, beads and other similar parts, sequins and hot-melt parts, snap fasteners and similar small parts, adhesive buttons and so on 10 items. The requirements of small parts must be well fixed and stitched to clothing with lock stitches and hand stitches. European standard EN14682-2007 for rope or rope, including textile or nonwoven material, for children under 14 years of age, including rope, chain belt and ribbon.

The safety requirements for other decorative parts of children's clothing include 18 items: hats, fillers and foams, zippers, threads, embroidery and applique, necktie, elastic parts, stone washing, pointed objects, magnetic materials, socks, garments, openings, clothing models, wire wires or other metal ornaments, glass fiber accessories, packaging, labels and so on.

The Japanese textile industry has taken corresponding measures against the implementation of the Product Liability Act (PL). In terms of mechanic, it requires strict management and inspection of needles and other dangerous substances that may cause harm to human body in textile and clothing.

Japanese textile industry is usually included in the inspection and management of dangerous goods such as needles, tools, other dangerous objects and so on three categories.

At present, there are a large number of children's clothing exported to the United States, Japan, the European Union and other countries and regions. The export garment manufacturers should take targeted measures in time and take the initiative to find and strictly organize the production according to the import country's technical regulations and standards, so as to avoid the losses caused by the recall of children's clothing.
