Fu'An Textile Withdrawal From Dongguan Incident Book
Fu'an textile printing and dyeing Co., Ltd. was once one of the largest foreign-invested enterprises in Dongguan with the largest investment and the largest foreign exchange earning. The textile enterprise, once ranked the top 500 enterprises in the country, must finally leave Changan completely.
With the appreciation of the renminbi, the increase in bank interest rates, the rise in labor prices and raw material prices, and the weak demand in the international market, the Fu'an company is difficult to sustain in Dongguan. The strengthening of Dongguan's environmental management has also led to the decline of its sister company, a printing and dyeing factory in Sha Tin.
Guangdong Academy of Social Sciences Research Director and regional economic expert Ding Li said yesterday that the pressure of energy saving and emission reduction and environmental protection is getting bigger and bigger, and it is also a helpless thing to take the "big knife" of the polluters. But one thing must be clear is that "driving" can not just drive away polluting enterprises, but how to help these enterprises reduce pollution. Only in this way can we cure the disease.
Fu'an's existing machinery was demolished and the factory has 600 people left.
Today, Fu'an is basically in a semi shutdown state. "Many machines have been torn down. Only the Loom factory continues to produce more than 600 workers." A Zhong said.
The August sun still shone brightly in the second industrial area of Changan. Up to 20 meters, the chimney stands alone in the low industrial area, and the column clearly reads "Fu'an" two words.
"If we hadn't seen the report, we didn't know that the factory was moving." Thirty Zhong Zhong has been in Fu'an for more than 10 years. Although the factory has not given notice to employees, A Zhong has felt the coolness of leaving.
"It's been a long time since I got a raise." In 2005, the average monthly salary of a Zhong was 574 yuan, and if he worked overtime, he could get about 1800 yuan. Last year, his basic salary was raised to 690 yuan, and this year is 770 yuan. With the raise of the minimum wage standard, the money we get is "only 10 yuan more than the year before." Ah Zhong is somewhat helpless.
Wages have not increased, mainly because the factory has more and more time off. In the past, workers only had 4 days off a month. After March this year, they basically had to rest for eight or nine days. Sometimes they even had to rest for 10 days.
In March of this year, A Zhong received the notice that the company had to stay in the company. There were fellow townsman and workers who wanted to mobilize him to work in the new factory in Yancheng, but he refused. "For more than 10 years, it is still very emotional to say where to go." The reason why he did not want to leave was that if factories were to move out at the end of the year, the factory would certainly give them financial compensation. In accordance with 1 years' compensation for 1 months, it can also get nearly 20 thousand yuan.
Basically in a semi shutdown state.
Now Dongguan Fu'an has basically been in a semi shutdown state. "Many machines have been demolished. Now only the Loom factory continues to produce, there are more than 600 workers." A Zhong said.
Where did the equipment of Fu'an company go? The owner of a sugar shop at the gate of Fu'an company found a detail: every 5 days, five or six trucks will enter the factory and leave on second days.
Fu'an departed 5 years ahead of Fu'an.
In July 30th, a Changan town official said, "the Fu'an company gave the town government a written material and offered to leave Dongguan ahead of schedule." However, the relevant departments in the town of Changan said in a document submitted by a competent department in the city. Changan town decided to sacrifice its short-term interests and move the factory out.
In April 2007, Mai Jinbiao, deputy mayor of Changan Town, made a clear statement on behalf of the Changan town government. In 2013, after the Fu'an company expired, it must be relocated or even closed without any conditions.
However, in July 30th this year, the relevant departments of the town of Changan said in a document submitted by a competent department in Dongguan that the Fu'an plant agreed to move step-by-step, and laid off 3310 people in March, and will completely move out of Changan town by the end of the year. The evacuation of Fu'an was 5 years ahead of the scheduled date.
It all stems from the "Fu'an incident" in 2006.
In June 2006, someone reported to the State Environmental Protection Administration of Dongguan Fu'an textile printing and dyeing Co., Ltd. for stealing high concentration printing and dyeing wastewater.
The joint investigation team, led by the State Environmental Protection Administration, found that the Fu'an company had set up two pipelines for stealing: a iron pipe with a diameter of 25 centimeters, which directly discharged the printing and dyeing wastewater from some workshops to the total sewage pipe outside the plant; the other was the open channel, which was known as the sewage diversion and rainwater collection, and also mixed with the production wastewater.
In July 2006, the Guangdong provincial Environmental Protection Bureau issued a 217 thousand yuan ticket. Subsequently, the Dongguan Environmental Protection Bureau recovered 11 million 550 thousand yuan from the Fu'an company's sewage charges.
During the peak period, the total investment of Fu'an Company amounted to HK $690 million, and the maximum foreign exchange earning amounted to HK $5 billion per year. It was once the largest foreign investment enterprise in Dongguan and the largest foreign exchange earning company.
Why do large enterprises with such auras steal sewage? One argument is that Fu'an is the most profitable factory of Futian. Because of the development needs, Fu'an urgently needs to expand its land. In Changan, it has no land to levy. It can only be rebuilt on the original site, heightening the floor, laying the production line, and digging the underground to do the sewage disposal. Even this is unable to meet the demand for production and discharge in Fu'an, so Fu'an began to steal sewage.
After the exposure, the order was reached.
