Gao Hucheng pointed out that in line with the principle of "active, prudent, step by step advancement, service enterprises and improving the level", after more than a year's full preparation and preparation, the Ministry of Commerce put forward the following reform measures:

First, we should further pform the functions of the government, clarify the responsibilities, and serve the localities and enterprises.

The Ministry of Commerce, as the sponsor, is mainly responsible for examining and approving the medium and long-term development plans and related systems of the Canton Fair, guiding the parties to carry out their work and no longer participating in the allocation of the booth.

As an undertaking unit, Guangzhou foreign trade center is responsible for formulating the medium and long term planning of the development of the Canton Fair, implementing the exhibition program, responsible for the specific undertaking of marketing promotion, exhibition service and information release, and assisting the city of Guangzhou to do a good job of the exhibition safety.

Decentralization and decentralization of booth allocation should be allocated to local businesses.

We should give full play to the role of trade associations and intermediary organizations, and rely on the Canton Fair to better promote the development of the industry.

In addition, we must conscientiously solve the problem of participating in exhibitions by central enterprises.

To this end, in accordance with the principle of "decision making, execution and supervision", the Ministry of Commerce has formulated and promulgated the 4 measures for the arrangement of the number of brand exhibition booths of the China Export Commodities Fair, the general arrangement for the export exhibition of China Import and Export Fair, the arrangement for the exhibition of export and trade fairs of China Import and Export Fair, and the measures for the investigation and disposal of the import and export commodity trade exhibition places, and the measures for the reselling and selling of the exhibition sites.

The three is to expand the scale of exhibition and ease the contradiction between supply and demand.

At present, there are nearly 70 foreign trade operators across the country.

From the 104th Canton Fair, the Pazhou Exhibition Hall has been fully opened, and the two pavilions and two pavilions have been pformed into one Pavilion and three phases. The scale has expanded again. The total exhibition area exceeds 1 million square meters. After three stages, the product category has been refined from 5 main categories to 15 categories. The professional exhibition area has been refined from 34 to 50, with 27 exhibition areas over 20 thousand square meters, all reaching the level of international large and medium-sized professional exhibitions.

The Canton Fair will continue to maintain its unique advantages while enhancing its professionalization level and achieving the organic integration of comprehensive exhibition and professional exhibition at a higher starting point.

The five is to comprehensively enhance the qualification threshold for exhibitors and the quality of exhibitors.

The 104th Canton Fair will provide more opportunities for exhibitors, while further improving the quality of exhibitors and participating in the exhibition.

At present, there are about 7~8 enterprises participating in the demand, and the 104th Canton Fair is expected to have 2.1 enterprises. Only outstanding enterprises can get the opportunity to participate in the exhibition.

In addition to requiring a certain amount of export volume, exhibitors will also increase product quality safety, environmental protection, technological innovation, intellectual property protection, social responsibility and credit system.

Six, we should adjust the exhibition structure and increase the proportion of brand booths.

After the reform, the regional trade unions declared freely according to their needs, which fundamentally changed the prediction method that had been unchanged for many years. The scale of the exhibition area was more in line with the market demand and accurately reflected the adjustment of the domestic industrial structure. In order to further promote the pformation of the mode of foreign trade growth and continuously improve the level of exhibition management, the number of brand booths in each exhibition area increased, from 103 to more than 6300, to 10000 in the 104 session, with an increase of more than 50%, and the proportion of outstanding enterprises increased significantly.

Gao Hucheng stressed that through the above comprehensive reform, we should straighten out the relationship between the host, the group, the group hall and the four party members, and formulate a unified, standardized, pparent and fair management method, so as to form a new management system of "coordinated, orderly, smooth, efficient and effective supervision", which will effectively promote the Canton Fair to become bigger and stronger, and better and better.
