　　企業股份制改制是企業在境內上市的基本條件。記者昨日從泉州發改委獲悉，去年以來，泉州各縣（市、區）紛紛出臺鼓勵企業改制上市的政策措施，加快推進企業改制上市步伐。如，晉江市政府撥出1000萬元設立“晉江市企業上市發展專項資金”，之后將按每個納稅年度全市股份公司新增稅收的一定比例增撥，專項用于扶持企業上市；南安市政府除了設立專項扶持資金外，更決定給予第一家上市企業獎勵350萬元。

To this end, the Quanzhou municipal Party committee and the municipal government require all counties (cities, districts) and the Quanzhou Development Zone Management Committee to set up near, medium and long-term plans for promoting the listing of enterprises in accordance with the requirements of "selecting the best supporting group, reforming the system of counselling, declaring a number of listed companies, making bigger and bigger batches", so as to form a listed reserve echelon and improve the ability of direct financing.
