Interim Measures For Automatic Export Of Textiles

Article 1. In order to strengthen the statistical analysis and monitoring of textile exports, we timely issue early warning information for textile exports to export operators, and formulate these measures in accordance with the People's Republic of China foreign trade law.

The second Ministry of commerce is the administrative organ for automatic licensing of textile exports. In conjunction with the General Administration of customs, the Ministry of commerce is responsible for formulating and adjusting the catalogue of automatic export of textile products, and announces it in the form of announcement of the Ministry of Commerce on the 30 day before the implementation, and in special circumstances not later than 21 days before the implementation.

Third, the Ministry of Commerce authorizes the Quota Licensing Bureau to uniformly manage and guide the certification work of the textile export automatic license issued by the national certification authorities (the list of the issuing agencies is attached to Annex 1), and the Quota Licensing Bureau is responsible for the Ministry of Commerce.

The Quota Licensing Bureau and the local commercial authorities shall be responsible for the certification work within the authorized scope under the unified administration of the licensing bureau.

The fourth automatic export license for textile products (certificate sample is shown in Annex 2) and the special seal for export automatic license (see Annex 3), the Ministry of commerce is responsible for unified supervision and distribution to the issuing authority.

Fifth commodities listed in the catalogue of textile export automatic licensing, the exporter shall submit an automatic license application to the license issuing agency before giving the customs export declaration procedures and provide the following written materials:

(1) application form for automatic export license for textile export (see Table 4 in Appendix), export operator can receive or print from the license issuing agency or downloaded from the website of Ministry of Commerce.

(two) contracts for the export of goods.

In addition to the above materials, the exporters of the first application for automatic export of textile products shall also provide copies of the following materials to the certification authorities:

(1) business license;

(two) import and export enterprise qualification certificate or foreign trade operator registration form or foreign investment enterprise approval certificate;

(three) qualification documents for annual inspection of enterprises or joint inspection of foreign invested enterprises (new enterprises may not submit).

If the above materials are changed after the record is made, the exporters shall provide them again to the certification authorities in a timely manner.

The exporter shall be responsible for the authenticity of the materials submitted and ensure that the relevant business activities are in conformity with the provisions of the state laws.

The sixth exporters can apply for the automatic export license of textile products online.

When applying for an application online, the exporter must provide fifth written materials to the certification authority when he receives the certificate.

The seventh license issuing agencies shall issue an automatic textile export license after receiving the automatic license application with correct content and complete form, with a maximum of no more than 10.
