Infant Clothing Standard Implementation Encounter Short Circuit

Infant Clothing Standard Implementation Encounter Short Circuit

Why is the passing rate of infant clothing inspection less than 10% in Hanzheng Street?

"Infant clothing standard" implementation encountered "short circuit"

This time, as the largest clothing wholesale market in Central China, Hanzheng Street is different from usual.

In October and November, this is the "golden season" for the sale of infant clothing, but now the market is "cold and thin in front of the door".

"I wanted to get rid of the goods now, but now I can't even see the goods. They seem to have been smashed on their hands."

Xu Bao, the boss of Anji, Hanzheng Street, told the China Economic Weekly that in the past few days, the business sector of Wuhan had conducted spot checks on the infant clothing market in Hanzheng Street, and inspected 46 infant clothing stores. According to the requirements of the "infant clothing standard" (hereinafter referred to as the "standards"), only 4 infants and young children's clothing were in line with the new standards.

"The industry and Commerce Department has given us a month to deal with unqualified garments. According to the present situation, where to deal with it?"

Xu boss said with great reluctantly.

Unqualified infant clothing is the main reason for Xu boss's troubles.

"Such a low pass rate is not a unique phenomenon in Hanzheng Street, but in most parts of the country,"

    One industry insider told reporters.

"The quality of substandard which we have identified is not quality but is not up to the new standard."

Zheng Bin, President of the new clothing trade association of Hanzheng Street, pointed out why the passing rate was so low.

In October 1st, China's first national standard for infant clothing and clothing safety, the infant clothing standard, was formally implemented.

In the standard issued by the AQSIQ, all provisions concerning infant clothing safety are mandatory.

Unlike many discontented voices, Xu Jian, Secretary General of the national clothing Standardization Technical Committee, has greatly affirmed the introduction of the standard.

A few days ago, he said in an interview with China Economic Weekly that "this standard" has made up for the vacancies in our infant clothing safety requirements.

Just like mommy's hands, they are delicate and full of faces, so that the babies feel tender and safe.

    Background:

Infant clothing exports are frequently recalled

In recent years, the problem of infant clothing safety has emerged.

"Maybe in people's minds, clothing and food are different, after all, clothes are worn out."

Xu Jian worried, but the baby clothing is usually dressed in the age of 24 months and less than the "baby" clothes. Children of this age group can say that there is no resistance, the use of substandard products is very vulnerable.

The quality inspection results of children's clothing previously released by AQSIQ showed that most of the unqualified products were formaldehyde exceeding the standard.

If children wear formaldehyde over standard clothes, there will be insomnia, cough and other symptoms, and may even induce cancer.

According to a maternal and child health care specialist, in recent years, the incidence of blood diseases in infants has been on the rise, and it is also related to infant clothing and other unqualified quality.

In the first half of this year, our export garments, especially infants and children's clothing, were recalled and notified for many times because of the quality and safety problems.

In the first 4 months of this year, the United States announced 12 recall reports on China's textiles and clothing through its consumer product safety commission (CPSC).

In June 12th, the committee also announced a voluntary recall of 1800 children's garments produced in China jointly with Sara Lynn Togs.

"The reason why we are recalled because of safety is the reason for the safety problem, because the inspection standard is not perfect."

Xu Jian said that there were only 3 standards for children's clothing imported and exported in China, and no regulations on children's clothing inspection standards and testing methods were made.

Our country only stipulates that infants and young children must comply with class a requirements. Only 5 indicators and 9 items are examined, including no provisions for rope and small parts.

In addition, some foreign trade enterprises and garment manufacturing enterprises in China have not paid enough attention to the laws and regulations concerning infant products, and recall is unavoidable.

"The introduction of this standard, we also widely refer to the standard of exporting clothing for infants and young children in developed countries and their requirements for imports," Xu said. "The purpose is to make domestic production enterprises pay attention to it."

The implementation of "embarrassment": the industry does not know that there are new standards.

In October 10, 2008, according to the requirements of the "standard", the Wuhan industrial and commercial department conducted a spot check on the infant products market in Hanzheng Street's Dover mall. A total of 46 infant clothing stores were inspected. Only 4 infants and young children's clothing were in line with the new standard, with less than 10% of the eligible garments.

Zheng Bin, who handles business with his household every day, believes that the lack of publicity of the new standard is the primary reason for the inspection of less than 10% of the standard clothing.

The implementation of the new standard is rather sudden. Not only businesses themselves are overstocking a large number of goods, but some enterprises, especially the two or three line enterprises, have a large number of stocks.

"Most of the operators have seen the introduction of the standard in the media, and have not received any notice from the government or the manufacturer.
