Smes In Guangdong Are Facing "Inside And Outside Attack"
This newspaper learned from the Bureau of small and medium enterprises of Guangdong province that the intensive research activities in the first half of this year have come to an end. The survey points to the basic situation of the survival and development of small and medium-sized enterprises in the Pearl River Delta region.
In this survey, the SME Bureau and experts in the province have thoroughly explored 7 topics: "policy implementation, promoting technological innovation, developing industrial clusters, developing service markets, easing financing difficulties, providing talent protection and promoting informatization".
18, people who took part in the survey revealed that the research results will provide the basis for the next step of Guangdong's specific measures.
"For small and medium-sized industries, because of small scale, backward technology, poor information, low management level and small profit margins, most of them are relatively weak in risk resistance." The survey report pointed out.
On the 17 day, another authoritative analysis report obtained by our newspaper showed that in 2007, the added value rate of Guangdong's private economy was 14.3%, lower than that of the province's GDP growth rate by 0.2 percentage points, while the first half of 2008 was only 9.9%, lower than that of the province's GDP growth rate by 0.8 percentage points, and the proportion of the province's GDP decreased from 43% in 2007 to 41.3%, a decrease of 1.7 percentage points.
In terms of exports, the growth of private sector exports increased by 36.1% last year. The growth rate in the first quarter of this year was 20.8%, less than 15.3 percentage points. In the first half of this year, the growth rate was 3.1%, and then decreased by 12.2 percentage points.
These people stressed to reporters: "the problems faced by SMEs are universal, not unique to the Pearl River Delta."
The survey report also pointed out that many private industrial enterprises and individual industries, accounting information, such as accounting books, statistical accounts and other settings are not sound.
不僅僅是資金供應(yīng)問(wèn)題
According to the survey data, the total assets of SMEs in Guangdong are 3 trillion and 334 billion 840 million yuan, accounting for 77.3% of the total industrial assets of the province. The added value of small and medium-sized industrial enterprises in the province is 1 trillion and 169 billion 530 million yuan, accounting for 76.3% of the added value of the province's industry.
The actual profit is 187 billion 270 million yuan (excluding individual industries below scale), which accounts for 72.2% of the total industrial profits of the province. The total amount of tax contribution is 108 billion 920 million yuan (excluding individual industries below scale), accounting for 73.5% of the total industry in the province.
"Small and medium-sized industrial enterprises are the important foundation for our province's industrial development." The research report emphasizes.
In contrast with the key position of small and medium-sized enterprises, investment in SMEs is generally inadequate.
The above told reporters that with R & D investment of small and medium-sized enterprises as an example, Guangdong's R & D investment accounted for only 1.25% of GDP, which was lower than the national average of 1.4%, but lower than that of Shanghai 2.5%, Jiangsu 1.7%, Zhejiang 1.5%, Shaanxi, Tianjin and other provinces and municipalities.
In addition, for small and medium enterprises, R & D talent is seriously lacking. In the Pearl River Delta, there are only 15.8 people with R & D talents, while 44.2 in Shanghai, 20.6 in Zhejiang and 18.4 in Jiangsu.
"In fact, for the two economic growth poles of the Yangtze River Delta and the Pearl River Delta, the proportion of R & D investment and talent reserve is very low." The person said frankly.
"Recently, it is often difficult to hear the financing of SMEs. I think this view is not comprehensive, exaggerating the position of capital in enterprises. Wu Xia, director of the investment and Financing Research Department of the investment and Financing Department of the Guangdong Academy of Social Sciences, analyzed that the development of SMEs is not only a problem of capital supply, but also a lot of problems such as enterprise operation mechanism, internal management, capital operation, corporate governance, market environment, macro policy and so on.
中小企業(yè)面臨“內(nèi)外夾擊”
Through investigation, it is found that the problems existing in small and medium enterprises mainly come from two aspects: "inside and outside".
"The adaptability is weak, so it is difficult to adapt to the market changes and the impact of the new policy implementation." According to the survey report, a large proportion of small and medium industries engaged in production and operation in Guangdong province are engaged in labor-intensive industries with high consumption and low added value production.
This part of the industry, with the adjustment of industrial structure, industrial pfer, energy conservation and emission reduction and other policies to promote the implementation, the dilemma of SMEs is highlighted.
"Without adjustment or pfer, the cost of land, labor, water and electricity will continue to increase, and the policy of industrial development will be restricted." Dongguan Changrong toy Machinery Factory is regarded as a medium-sized enterprise, and boss Lin Guanghan is in a difficult choice.
"Adjustment and pfer, on the one hand, we do not fully grasp the policy information on industrial adjustment and industrial pfer, and on the other hand, the decentralization of enterprises' regional pfer has not been able to link up with the original industry clusters, product matching and industrial chain, and the cost of relocation is very high."
Lin said, with the addition of the new labor contract law and the recently revised minimum wage standard in the PRD, "many policies have been promulgated."
Data from China Association of small and medium enterprises show that after the new labor contract law came out, labor costs in Zhejiang increased by 19.5%, and Chongqing increased by 20%. In terms of raw material costs, Zhejiang increased by 12.8% and Chongqing increased by 14%; and Zhejiang's investigation showed that the financial cost of enterprises increased by 40.5%.
According to the Guangdong Research Report, SMEs' "congenital deficiency" also comes from its extensive development mode, low industrial level, weak independent innovation capability, and relatively few core technologies and independent intellectual property rights.
Statistics from the Guangdong economic and Trade Commission show that in the Pearl River Delta region where IT manufacturing is concentrated, 85% of the patents in the IT field come from abroad, and the external technology dependence degree of high and new technology is over 70%.
The production of footwear and leather goods and bags in Guangdong accounts for more than 1/2 and 2/3 of the whole country, accounting for 1/3 of the world. "But there are few famous brands." The above investigators regret that "these Guangdong goods without our names are mostly foreign goods in the form of OEM."
In addition, in the survey of Guangzhou enterprises, 5 enterprises, such as Guangdong Yue Jing Group Limited, machen group Limited by Share Ltd, Guangdong Haida Industrial Co., Ltd., Guoguang electric appliance Limited by Share Ltd, and golden hair Polytron Technologies Inc, reflected the difficulties in production and operation.
"The management system of the existing state-owned commercial banks has caused the banks to generally like" icing on the cake "and do not like to help in the snow. The owners of these enterprises who do not want to disclose their corporate identity are blunt. "Banks value the operating conditions of enterprises and the value of mortgaged articles, and most of them prefer physical mortgages such as land, factory buildings, equipment and so on, and mortgage contracts and credit mortgages are less."
管理困境凸顯
In the analysis of the root causes of the difficulties in SMEs, the research report said, "SMEs need further attention in the work of government departments and policy making."
Now the SME Bureau is integrated in the economic and Trade Bureau. Besides the small and medium-sized enterprises and the private economy, the trade and economic cooperation also includes industrial pfer, energy conservation and consumption reduction, and the establishment of a modern industrial system. In August 7th, at the Symposium of the director general of the small and medium enterprises in Guangdong Province, some provincial Bureau leaders pointed out that some municipal bureaus were negligent in the work of small and medium-sized enterprises.
At the end of 2007, there were 469 thousand small and medium-sized industrial enterprises in Guangdong Province, accounting for 99.9% of the total number of industrial enterprises in the province. Among them, small and medium-sized industrial enterprises above Designated Size accounted for only 8% of the total, while the remaining 90% were small and medium-sized industries below the scale.
This means that small and medium-sized enterprises account for 90% of the total amount of SMEs. "This part of enterprises in this round of" severe winter "in the face of the predicament is even more prominent. The above analysis.
However, "the number of industrial enterprises under the scale is large, but because of its small economic aggregate, the problems in its development are often covered up by the rapid development of industrial enterprises and private industrial enterprises above designated size." Small and Medium-sized Enterprises Bureau found in research.
Because this research activity goes deep into many enterprises, the cause of the internal mechanism of SMEs is also exposed. "The vast majority of industries below scale have not been set up according to the modern enterprise system".
Figures show that in 2007, over 46.89 industrial production units in the province accounted for more than 70% of the individual industry, more than 90 thousand of the private industrial enterprises accounted for more than 20%, while the state holding and shareholding, collective and "three capital" industrial enterprises that could be set up according to the modern enterprise system were less than 4%.
In the process of investigation in Dongguan, investigators found that many private industrial enterprises and individual industries mostly implemented paternalistic management, accounting information such as accounting books and statistical accounts were not set up properly, and managers often had no idea, and could not formulate detailed and detailed production and operation plans.
"Last year, the average number of employees in individual industries in our province has reached 12.3. What does this mean? " The above researchers explained to this newspaper, "that is to say, a large number of individual industries, though they have reached the standards of registration as industrial enterprises, are reluctant to register as enterprises for various reasons and continue to live in the form of self-employed organizations." The reason is that many small and medium-sized industrial enterprises are unwilling or unable to invest more in fulfilling their social responsibilities (such as improving production conditions, strict safety management, and improving welfare benefits).
This newspaper learned from the Bureau of small and medium enterprises of Guangdong province that at present, the governments at all levels in the province are working on improving the administrative system of small and medium-sized enterprises and establishing a service system for small and medium-sized enterprises.
Up to now, 19 cities in 21 prefectures and cities have preliminarily straightened out the administrative system of small and medium-sized enterprises, 20 cities have integrated service institutions, 16 cities have secured financing institutions, 16 cities have technical support institutions, 18 cities already have talent service institutions, 15 cities have information service agencies, and 10 cities have already opened up market service agencies.
The SME Bureau of Guangdong also suggests establishing and perfecting a professional platform for private economic policy information release, guiding the development of intermediary service agencies for administrative examination and approval matters, setting up an administrative complaint relief mechanism for private enterprises, and conducting evaluation and assessment of the development of private economy in various regions.
