    Argentina's Restrictions On Import Restrictions On Footwear And Other Products

    In August 17, 2007, the government of Argentina suddenly announced that it would launch a series of restrictions on imports of products such as tires and wheels, clothing, toys, leather, shoes, textiles, bicycles and computers, and clearly stated that such measures were mainly targeted at Chinese products.



    In accordance with the provisions of Albanian, Albanian customs will examine the customs declaration form and set the minimum import price for imported consumer goods, except for the import license.

    According to preliminary statistics, the number of import limited price commodities provided by Albanian has nearly 500 taxes on textile and clothing products.



    In recent years, China's exports to Latin American countries have increased rapidly.

    In 2006, textile and apparel exports to Latin America amounted to 6 billion 710 million US dollars, an increase of 9.1%; in 2007 1~7, exports to Latin America amounted to US $4 billion 930 million, an increase of 31%.

    China's textile and apparel exports to Latin America are mainly concentrated in Panama, Mexico, Chile and Brazil, accounting for more than 70% of the total exports to Latin America and Argentina in seventh place.

    In the 1~7 month of 2007, China exported $154 million to Argentina's textiles and clothing, but the growth rate was 212%, and exports accounted for only 1/1000 of the total export volume of textiles and clothing in China.



    In 2007 1~7, the export volume of textiles (yarn and fabric) in Latin America amounted to US $1 billion 990 million, up 23.58% over the same period last year.

    Argentina is the eighth largest market for textiles in Latin America, which accounts for a small share of China's exports to Latin America, but is growing rapidly.



    In 2007 1~7, China exported 84 million 272 thousand US dollars to Argentina's textile products, an increase of 216% over the same period last year.

    Among them, the main products of chemical fiber yarns are 60% of the export of Arab textiles.

    Clothing exports to Argentina were mainly pants, coats and sweaters. In 2007 1~7, exports to Argentina were 47 million 795 thousand US dollars, up 369% over the same period last year.

    Among them, the export of shirts, casual wear suits, gowns, underwear and corsets increased by more than 10 times, and the export unit price of underwear and pajamas dropped by 75%.



    Since the statistics of the quantity of units in China's customs are not consistent with those of Albanian, and in the statistics of the Chinese customs there is no conversion rate between the units of various products, it is impossible to compare all the minimum price of textiles and clothing with the unit price of my export.

    For example, all minimum prices provided by Albanian are in kilograms, and in China's customs statistics, the fabric products are based on the quantity of rice.

    Therefore, in the limit of all more than 500 tax numbers announced by Albanian, only 25 textile tax numbers can be compared with our customs data.

    Among these comparable tax numbers, the tax number of yarn fabrics is 20, and the clothing tax code is 5.



    On the basis of comparison, the prices of most Chinese exports are lower than the price limit.

    In the 1~7 months of 2007, China's customs statistics showed that only the nylon elastic yarn (Chinese customs tariff code 54023310), the chemical fiber plush fabric (China Customs Tariff No. 60019200) and the synthetic fiber knitted fabric (China Customs Tariff No. 60063200) were available in the customs statistics of the customs statistics of China. The three products exported to Afghanistan amounted to more than 1 million US dollars.

    The price of the 3 products is lower than the price limit of the Albanian (nylon stretch yarn: Chinese $1.52 / kg, Albanian 1.8 US dollars / kg); chemical fiber plush fabric: the Chinese side is 1.32 USD / kg, the Arab side is 3.3 USD / kg; the synthetic fiber knitted fabric: Chinese 0.99 USD / kg, the Arab side 4 USD / kg.



    In all clothing export statistics of the Chinese customs, only the infant clothing is the same as the Albanian statistical caliber, taking "kilogram" as the unit.

    From the price of infant clothing export, the export price of knitted baby clothing is slightly lower than the minimum price stipulated by Argentina, which is about 1 US dollars / kg; the export price of woven baby clothing is far lower than that of the Argentina minimum price. The price of imported baby garments is 23~60 US dollars per kilogram, involving 5 commodity tax numbers.

    According to statistics from China, woven baby clothes are related to 3 tax numbers, with an average price of 13.7 US dollars / kg, with a difference of 1 times.



    According to the China Textile chamber of Commerce, it is known to the relevant enterprises that since Argentina is not the main export market of China's textile and clothing, its export volume is only 2~3 billion dollars / year, which accounts for a small proportion of China's textile and clothing exports. Once the Arab side takes strict measures to restrict the import of Chinese textiles, some Chinese enterprises may abandon the Arab market and turn into other South American markets.

    However, enterprises are worried that Argentina will have a demonstration effect on the minimum price fixing measures. Once the other countries in Latin America follow suit, they will have a very negative impact on the export of textile and clothing in China. We hope that the government can attach great importance to the Latin American market and take necessary measures to eliminate the restrictions on China's textile and clothing.



    To this end, the China Textile Import and Export Chamber of Commerce will continue to understand the impact of Argentina's restrictive measures on the export of Chinese enterprises to enterprises.
