在政府帶頭下，銀行開始相繼提出措施回應(yīng)，匯豐銀行未幾宣布預(yù)留40億元貸款，提供予成功申請(qǐng)政府中小企信貸保證計(jì)劃的企業(yè)，個(gè)別銀行亦有跟隨。隨著政府計(jì)劃開始落實(shí)，中小企融資渠道又有重開之勢(shì)。除此以外，早前連串影響中小企營(yíng)運(yùn)的負(fù)面因素亦似有好轉(zhuǎn)，隨著原材料價(jià)格回落、人民幣升勢(shì)暫止，以及東莞以至惠州等個(gè)別地區(qū)暫緩實(shí)行勞動(dòng)法，或令中小企暫得喘息機(jī)會(huì)。
