Wucheng County Set Up A Demonstration Base Of 10000 Mu Cotton Management And Service System

Wucheng County, Shandong Province, is one of the key cotton producing counties in China. The whole county has cotton planting area of 400 thousand mu, which produces more than 600 thousand tons, and there are more than 230 cotton processing and purchasing enterprises (400 of which are more than 20, accounting for about half of the total number of reformed enterprises in Dezhou). In recent years, the county has become a distribution center for cotton purchase and purchase in Northwest Shandong and Southeast Hebei.

At the beginning of this year, Wucheng county was designated by the provincial supply and marketing agency as the pilot county for the construction of the cotton operation and service system.

       一是做好棉花生產(chǎn)服務(wù)。配合省供銷社做好對棉農(nóng)的化肥、棉種、地膜集體優(yōu)惠供應(yīng)、生產(chǎn)技術(shù)指導(dǎo)、業(yè)務(wù)培訓(xùn)、訂單簽訂等工作。棉花專業(yè)社配備近10萬元的測土配肥設(shè)備，4月15日前對棉花基地內(nèi)棉田全面完成測土配肥。省農(nóng)資公司提供了130噸低價磷酸二銨，目前已發(fā)放到社員手中。統(tǒng)一供應(yīng)棉花良種，基地內(nèi)統(tǒng)一棉花品種。根據(jù)實際需要定量采購病蟲害防治器械等農(nóng)機具，統(tǒng)一防治病蟲害。 

       二是做好棉花收購服務(wù)。棉花摘拾期間，由省棉麻公司免費為棉農(nóng)提供周轉(zhuǎn)棉帽、棉袋、售棉棉包，指導(dǎo)棉農(nóng)搞好“四分”工作，保證棉花質(zhì)量，杜絕和減少異性纖維。免費為棉花專業(yè)社提供測水儀器2－3個，用于棉花交售過程中的初檢。對棉花專業(yè)社社員交售的棉花實行優(yōu)質(zhì)優(yōu)價，在籽棉含水不超過12％的情況下，由武城天元棉業(yè)公司根據(jù)分級及“三絲”控制達標(biāo)情況，按高于當(dāng)時當(dāng)?shù)厥袌鰞r0.1元／斤的價格收購籽棉。 

       三是做好棉花專業(yè)社組織服務(wù)。對棉花專業(yè)社統(tǒng)一組織交售棉花的，天元棉業(yè)公司按交售量給予每斤籽棉提取0.04元的組織費，其中村委會、基層供銷社各0.02元/斤。對參與組織合作社的村委會人員可以先期按月支付部分組織費用，年度末按實際完成情況結(jié)算。 

       四是做好棉花加工經(jīng)營和二次返利工作。天元公司對合作社交售的棉花分存分加，創(chuàng)建品牌，實現(xiàn)效益最大化。棉花生產(chǎn)年度結(jié)束，按合作社交售棉花經(jīng)營效益的15％對棉農(nóng)進行二次返利。
