Towels, which are important products of Hebei's textile industry, account for more than 38% of the total products of the country, with an annual output of about 4000000000 and an annual output value of 15 billion yuan, mainly in Gaoyang, Lixian County, Jinzhou and other places. However, most towel and textile enterprises are small in scale, backward in production equipment and technology, and low in product quality. Judging from the results of supervision and inspection conducted by the state and provincial authorities, the passing rate of towels has always been at a low level.
This special rectification, the quality supervision department will strengthen the source supervision, and resolutely curb the fake and inferior raw materials into the production and circulation field. To standardize the labeling and labeling of products, any cotton yarn, towel and dyestuff that must enter the circulation field must clearly indicate the factory name, location, specification, composition and quality inspection certificate. We urge enterprises to establish a system of claiming and claiming tickets, and strictly investigate the production and sale of unlicensed and non product inspection reports. Enterprises that use inferior raw materials to produce fake and shoddy products shall be resolutely banned.
At the same time, we should intensify supervision and inspection. Enterprises that use unclear purchase channels and do not make clear the production of raw materials should give warnings. Enterprises that are false, honest, and frequently punished will be ordered to stop production and be allowed to make rectification within a specified time. We should strengthen market supervision, cancel the sales qualifications for many sales units that have checked quality problems at many times, publish a blacklist of substandard products, set off shelves within a specified period of time, and reject unqualified products to enter the market.
